A resolution to improve worldwide human sapient and civil rights.

Non-Pharmaceutical Interventions Blocker

The General Assembly enacts as follows.
  1. Whether to enact into law any non-pharmaceutical interventions (NPIs) in order to prevent or contain an outbreak of any communicable disease - including but not limited to requirements for individuals not to leave their home without a good reason, remain in their home during particular times, wear a face covering or similar in public, maintain a particular distance between those not living with them, or refrain from entering or exiting the enacting nation - shall be reserved to individual member states, unless their introduction is otherwise required by prior and standing international law.
  2. Quarantines of those who are actually carrying a communicable disease are not NPIs for the purposes of Article a.
  3. Under no circumstances may NPIs issued by members or their political subdivisions pursuant to Article a have the effect of preventing any of their inhabitants from purchasing goods required for sapient life.
  4. Members shall rescind all NPIs relating to the outbreak of any given communicable disease upon the conclusion of that outbreak.

And exactly where does this do anything positive to people's rights? "The right to purchase necessities" is... not a right? Unless you're seriously trying to say that only buying necessities should be a right, rather than actually receiving the necessities by any other method???
