This may come as a surprise to you but actually I am exempted from the drafting process. See, I'm within my rights to file a proposal without opening myself up to a dreadful dialogue with a bunch of crusty old establishment nations that have no interest in anything but giving gold stars in the form of commendations to their friends so that someday they can get one in return.

I mean, by all your rights you are allowed to submit your proposal without drafting. If you actually want to accomplish your goals, though, you are all but required to undergo that dialogue that you seem to dread. Most all major voters will vote against solely for the lack of drafting. So, do you want to actually make meaningful change or do you want to get in arguments over two decades-old history? If it’s the former, you can probably take a little bit of crust, as you put it. It increases the odds of passage tenfold.
