GLASGOW, Nov 13 (Reuters) - U.N. climate talks in Scotland ended with a global agreement that aimed at least to keep alive hopes of capping global warming at 1.5 degrees Celsius, and so maintain a realistic chance of saving the world from catastrophic climate change.
Alok Sharma, the conference chairman, banged down his gavel to signal that there were no decisive objections from the almost 200 national delegations present in Glasgow, ranging from coal- and gas-fuelled superpowers to oil producers and Pacific islands being swallowed by the rise in sea levels.
The deal is the result of two weeks of tortuous negotiations in Glasgow that had to be extended for an extra day to balance the demands of climate-vulnerable nations, big industrial powers, and those whose consumption or exports of fossil fuels are vital to their economic development.
"Please don't ask yourself what more you can seek but ask instead what is enough," Sharma told delegates in the closing hours.
"Most importantly - please ask yourselves whether ultimately these texts deliver for all our people and our planet."
The overarching aim set by conference host Britain was one that climate campaigners and vulnerable countries had found far too modest - namely, to keep within reach the 2015 Paris Agreement's target to cap global warming at 1.5 degrees Celsius (2.7 Fahrenheit) above pre-industrial levels.
A draft deal circulated early on Saturday in effect acknowledged that commitments made so far to cut emissions of planet-heating greenhouse gases are nowhere near enough, and asked nations to set tougher climate pledges next year, rather than every five years, as they are currently required to do.
Scientists say that to go beyond a rise of 1.5C would unleash extreme sea level rise and catastrophes including crippling droughts, monstrous storms and wildfires far worse than those the world is already suffering.
But national pledges made so far to cut greenhouse emissions - mostly carbon dioxide from burning coal, oil and gas - would only cap the average global temperature rise at 2.4 Celsius.
However, Saturday's draft, published by the United Nations, did call for efforts to reduce coal use and also the huge subsidies that governments around the world give to the oil, coal and gas that power factories and heat homes - something that no previous climate conference had managed to agree on.
India - whose energy needs are hugely dependent on coal - made last-minute objections to this part of the agreement.
Developing countries argue that rich nations, whose historical emissions are largely responsible for heating up the planet, must pay more to help them adapt to its consequences as well as reducing their carbon footprints.

I read the preliminary agreement, it's filled with loopholes like "low greenhouse gas emission development strategies" in statement 24 (NOT zero-emission), "low-emission energy systems" and "phase-out of unabated coal power" in statement 36 (time for oil, gas and solar to shine, those are way more profitable than actual solutions) and "broad range of stakeholders" in statement 62 (hey, including our corporate buddies but we don't mention that!).
This is just another affirmation of the continued fossil-fuel dependent economic system, with not-even efforts to add some solar and wind and something else. Man, I once heard that a 4C global temperature rise would turn Germany into Sicily in terms of climate. I assume 6 C turns Germany into Algeria.
It is equal parts fascinating and horrifying to imagine being in my 80's and going to Lappland for a wine tasting at the vinyards. And by that time I assume Phoenix Arizona has been abandoned, imagine dressing up like Fremen on Arrakis and exploring the skeleton of Phoenix.

On the eve of the Glasgow climate summit, the Biden administration concluded a stunning deal with the EU that uses government’s regulatory powers to marry industrial goals to climate goals.
The deal creates a club of nations committed to cleaner manufacturing technology and erects a border charge—a green tariff by another name—against countries that use dirty production. The charge is levied in precise proportion to how carbon-intensive the manufacturing process is.
The immediate industries covered are steel and aluminum, but the deal is a template for U.S.-EU collaboration to decarbonize production technologies in other famously dirty industries, such as chemicals, cement, paper, and aluminum. The deal is a triple win, in that it rewards domestic industry to the extent that industry cleans up its act. It also puts Biden squarely on the side of saving union jobs and bringing more jobs back to America. It is an industrial policy also aimed squarely at China, far and away the dirtiest steel producer. Come to think of it, the deal is really a quadruple win, since it enabled Biden to end Trump’s poorly targeted trade war with the EU, on terms that both players can feel good about, helping to heal the breach between the U.S. and the EU generally. Under the Green Steel Deal, the European Union may export up to 3.3 million metric tons of steel annually into the United States duty-free. Shipments above that would have to pay the 25 percent tariff. Aluminum, which had been subjected to a similar tariff, now gets similar treatment.
The agreement places tariffs on products that are finished in Europe but use raw steel imported to Europe from China, Russia, or other countries. To qualify for the duty-free treatment, the steel must be made from start to finish in the European Union.

In the 60's or 70's maybe. Not today, no, it's all or nothing at this point.
