Note: It is clear that this situation cannot be allowed to continue! The Communist Party of the Soviet Union cannot claim to stand for the working masses of Russia if we leave them to the depredations of the Germans. We must find a way to secure our population and our economic assets in the face of the fascist terror that assails us. This meeting shall lay the groundwork for the future policy roadmap to be used by the WSPR in order to mitigate to the highest extent possible the devastation caused by the bombing in the short term and in the long term to begin securing the WSPR's airspace.

Prime Minister Announces Pavlodar Development Bank
- Prime Minister Yerbolat Orazev
Prime Minister Yerbolat Orazev announced today before the National Assembly the foundation of the Pavlodar Development Bank. "The PDB, over the next six years, will be providing $15bn worth of loans to entrepreneurs with a low interest rate of 1%. One of the major problems hindering economic growth has been the lack of capital. PDB aims to make funds easily accessible and kickstart economic growth. The main beneficiaries will be small businesses that want to expand and entrepreneurs who will be able to start new businesses."
The establishment of the PDB is expected to substantially increase the rate of economic growth. According to our business analysts, lack of capital was one of the major impediments to the establishment and expansion of businesses. With funds now available, it is hoped that there will be increased market activity. Both the ruling Kazakh National Democratic Party and the right-wing Radiant Fatherland have expressed their support for the reform, but the center-left Kazakh People's Party expressed skepticism about the initiative, with their spokesman stating that the funds should have been invested into bolstering the country's welfare services.Finance Minister Announces Tax and Tariff Reforms

The Finance Minister Sabir Niyazbekov announced a major overhaul of the tax system and the institution of tariffs to protect domestic production. "We aim to simplify the tax code," the Minister said in a press conference. "National taxation shall be limited to a progressive income tax, a flat corporate tax and a Value-Added Tax. The income tax shall have five tiers. Incomes below $4,000 will be exempt from income taxation, incomes between $4,001 and $12,000 shall be taxed at a rate of 8%, incomes between $12,001 and $40,000 shall be taxed at a rate of 15%, incomes between $40,001 and $65,000 shall be taxed at a rate of 25% and incomes above $65,000 shall be taxed at a rate of 35%. The various business taxes will be merged into a flat 20% corporate tax. With regards to the VAT, there will be a 10% rate on basic goods and an 18% on luxury goods. Local taxation shall be limited to a new progressive land tax - with rates to be determined by the local authorities - that shall replace the current land, estate and house taxes. The overall tax burden of citizens and businesses shall decline while paperwork shall also be reduced."
The Minister also announced that the government would place tariffs on imported goods. "We shall be instituting a tariff rate of 90% for about 12% of imported goods, a rate of 60% for about 35% of imported goods and a rate of 10% to 30% for the remaining percentage of imported goods. This will allow our nascent local industry to grow and expand without pressure from foreign markets. Of course, this will be temporary protectionism that is expected to last for a decade or so. Once we have established a national production, we will be gradually opening up our economy to the global markets. But by then, our industry will be able to compete with foreign industries on equal terms. With elections both for the Presidency and for the National Assembly approaching, President Sabit Mukanov has been trying to soar up his approval rating. Under his leadership, the nation enjoyed domestic stability despite dire forecasts by foreign analysts. He invested heavily in police enforcement, local infrastructure and healthcare clinics. However, economic growth was stagnant at best for most of his presidency and his reluctance to pursue an aggressive policy against the Communist South has earned him the ire of the right-wing Radiant Fatherland party.
The President has been attempting to turn this election into a referendum about his economic policy. With his appointment of prominent economist Yerbolat Orazev as Prime Minister and the broad economic reforms announced by his administration, economy has been dominating the news, much to the disappointment of the Radiant Fatherland which attempted to steer public debate into the realm of foreign policy; on how to deal with the Communist South more specifically.
This is good news for the President, as his economic agenda enjoys far greater popular support than his moderate foreign policy. The announcements of his administration have been met with wide approval by the business community. The new reformist direction of the administration - shaped by Prime Minister Orazev - has alleviated concerns of businessmen who felt disappointed by the lack of reformist zeal during the previous years. With the business community satisfied, the ruling Kazakh National Democratic Party expects to perform well both in the Presidential race and in the National Assembly elections.
"Vote for competence," is not the most catchy slogan but is certainly appealing to the electorate. With the focus being on the economy, the reformism and competence of the administration more than makes up for any misgivings about the handling of foreign policy. We firmly expect President Mukanov to be reelected. We also believe that the Kazakh National Democratic Party shall retain its majority in the National Assembly.

OSTLAND
A dreary old shape, sullen and unnoticeable, merged from shadow to shadow until it reached the glow of shop façade. Now, with it's faint features revealed, that moving spectre seemed human again - human being put into a broad term. Whatever man this once was, whatever spirit he possessed and character he held, had been bleached out of him. Where cheeks rose merry and red now remained paper white scar tissue, his eyes too now seemed hollow and distant - no matter how they used to light up in crowded dance halls holding his sweet Anna. That name hadn't graced his thoughts in a long time. He had forgotten who he had been, he too shared the same fate as the country he beheld and the streets he roamed. Where once was laughter there now was the cracking whip of his broken German accent, where once youthful flags rose up at the spring of his nation there were stark reminders of his subjugation. He thought he had been lucky, surviving it all, yet that luck now seemed like condemnation. A grinding torture, to witness everything he and his forefather had built and suffered for be destroyed. The world had grown even more distant and cold, as unrecognizable as the German made radios that lined the front window of the store that he peered into.
He shuffled, again merging into another dark shadow - forgotten and alone in a world he could scarcely understand now. Perhaps limping, perhaps coughing like a hag, perhaps collapsing onto the cold pavement for his last rest - to us he was just another blurry memory, whether this was 1962 in Ostland or another occupied SSR scarcely mattered. Our timeline or this one, under the banner of the hammer & sickle or the swastika, he is still condemned be another drifting spectre. The ground up sludge of an industrial machine.
Background
Ostland's flag and choice of symbolism was peculiar, the choice of Jumis, an ancient Latvian folk symbol, on the outside seemed strange. Jumis signifies fertility, good harvests and fortunes while holding deep significance in Western Baltic mythology. In Ostland it's meanings become inverted, instead of fertility there is the steady decay of life in partisan conflicts and deportations, instead of fortune there is the poverty of labourers and and farmers. Like the Nationalist Socialists twisted the ancient meanings of the Swastika, the Ostland authorities twisted and turned the ancient meanings of Baltic symbols.
In the outside world Ostland has become Germany's model colony, just like in our timeline when the Baltics were crowned the Soviet 'Jewels', yet beneath this surface of outward success are the smears partisan blood and forced labourers. As Ostland's industrial machine hums and churns, to the delight of Berlin, there is the ever-present nightly crying of orphans and broken families when the machines shut off. There are people who disappear, leaving behind voids that can't be filled. There are books whose authors and pages vanish. It is no Burgundy, though keeping your head down is an unwritten rule.
Hinrich Lohse Commands South-East Crackdown
In another increase of tensions within the colony, Lohse has directed the Ostland high command to engage with Belarusian partisan forces in the forested South-East. The publicised intentions are to ensure 'the continued stability Ostland and the security of it's people' as troops are being transported to engage with the small pockets of remote resistance that are still left. Privately it's clear that Lohse wants to attract German settlers into the Belarussian region by assuring them that the regions is safe to commute to. The authorities of the region had not been made aware prior to the announcement and have expressed distaste with the decisions, citing their own belief that they have everything under control and that any centralised involvement is an insult on their capabilities.

While much of Europe seems to be in a night without dawn, over Croatia a red star rises.
Forces of the partisan Josep Broz Tito, a man considered a hero to the oppressed people of the Balkans and a boogeyman to the Italian occupiers, have triumphed in Croatia, overthrowing the Italian puppet government practically overnight. As the new administration cements itself in Zagreb, already lists of "reactionaries" and collaborators are being drawn up for detention and "re-education". Though many of the accused are undoubtedly party to the crimes of the Italian occupiers and the Ustaše, others were quite possibly in the wrong place at the wrong time.
The Communist takeover is certainly not the end of the Croatian state, but it is perhaps a wilting of the national spirt. Already Italian forces have begun gathering in both the former Adriatic and Albania for a swift counter attack against this new Communist government. While the Croatian populace is enthusiastic for the new Communist rule and the reprisals against Italian collaborators many international onlookers question the longevity and practicality of this new regime.
What will the future bring?
The Independent Labour Party has won the 1962 election in Scotland, stunning the country. Regarded as the foil to the juggernaut of the SNP, it seems that they have come out on top to lead the Republic.
William Wolfe, the president-elect, was a former member of the SNP before leaving on his own terms following a labor dispute in the party. After years of serving as opposition to the SNP, a big tent party in Scotland, it seems they have finally won a remarkable victory worth celebrating.
William Wolfe has already pledged that the country will remain independent by any means, quelling rumors that the party served as a British Unionist front. A large portion of their party advocates for expanded welfare and fair treatment of the English minority.
Can they hold the country together as the SNP did?
The land of Russia is seen by much of the outside world as a lost cause, a land of bandits and warlords. To the far east the Presidium of the Supreme Soviet lead by NKVD director Genrikh Yagoda has defeated the mutiny of former commissar Valery Sablin. The young officer had been a staunch supporter of Yagoda in his early days, believing him to be the true successor to Bolshevik revolutionary Vladimir Lenin.However, becoming disillusioned with Yagoda's tyrannical practices (most notably, his use of the NKVD to crush dissent and rein terror), Sablin and a small cadre of like-minded supporters and Buryats seized control of various radio towers in the Buryat ASSR in late 1961, declaring a new Leninist revolution.
With the tower under his control Sablin broadcasted a call to arms in rebellion against Yagoda's tyrannical rule in Irkutsk. In his radio address, Sablin described a possible future of a Soviet Union where all could truly be equal and free. Despite thinking that there would be no great reaction, Sablin was shocked to learn that his message was especially resosnant in the Buryat ASSR. Sablin particularly gained the support of ethnic Buryats, who were being subjected to Russification policies under the guise of 'rooting out reactionary thinking,' as well as women, who felt that their power in the Soviet remnant was not equal to men, falling far short of communist egalitarian rhetoric. Along with other supporters, they fight together to form a new, more hopeful vision for Russia.
Fate would have it however, that the police state of General Secretary Yagoda would prove too strong for the would-be revolutionary, who has been captured and is awaiting execution following the defeat of his forces. Secretary Yagoda led a small victory parade in Irkutsk and gave a speech proclaiming that the return of the Soviet Union was not far off.
The Russian Anarchy is not kind to visionaries
The 1962 World Cup has ended, and the Brazilian teams stands proud as they raise the Jules Rimet trophy, having beaten the host, Chile, in a disputed final match with a score of 3-1. The semi-final between Chile and Italy was marked by violence in the field, being dubbed by the media as the "Battle of Santiago".
Chile has overcome many tragedies before the competition. Both of the tournament's main organizers, Carlos Dittborn and Juan Pinte Duran, died before its start. The hosting country also had to deal with the effects of the 1960 Valdivia Earthquake reaching 9.6 on the Richter scale, the most powerful ever recorded. Infrastructure and stadiums were rebuilt at record speed, and there were no major organizational flaws.

Hereby the WSPR National Survival Program is established.
Preamble:- In the face of continuous Nazi bombings, the West Siberian People's Republic shall adopt a comprehensive National Survival Program to protect the country against the depredations of the Anarchy and terror that assail us. The traitors in Sverdlovsk to the north and Omsk in the east have divided the WSPR's heartland into three and they eye us for any sign of weakness to strike. We must pre-empt this! We must protect the working masses of Mother Russia and what industrial capacity and expertise we still have remaining. As established during the earlier Cabinet Advisory Meeting we shall embrace the trend observed in a number of village communes where locals have pooled their resources to build makeshift bomb-shelters, often doubling as simple defenses against incoming raids of bandits and other scum. Such is the ingenuity of a truly Socialist society and we must embrace this trend!
Each time the Luftwaffe streaks across the skies or bandit raiders cross our border, our people are forced to flee with a fear so palpable it haunts their dreams, no more! We shall undertake a program of construction across the WSPR to build strong and well-made air-raid shelters across our cities, towns and villages. The first round of construction shall prioritize cities and major towns, namely Chelyabinsk, Tyumen, Kurgan, Shadrinsk and Ishim along with rural village communes most affected by bombings and in the path of most bandit entrypoints. In times of peace, these bunkers shall serve as air-raid shelters, in times of war, they shall be there to strengthen our defenses against Rokossowsky's and Karbyshev's traitors!
Active Measures:-
1: In order to boost the construction workforce for such a vital project, Worker's Brigades shall be formed in order to carry out earthworks and construction works across the major cities, towns and most affected village communes of the WSPR. Participation shall be incentivized with increased rations for oneself and ones family in order to reflect the tremendous importance of the National Survival Program. Headed by experienced foremen, the Worker's Brigades shall support ordinary construction workers.
2: Grant more protection to remaining facilities engaged in the production of construction materials needed for the construction of the National Survival Program's air-raid shelters and bunkers.
3: Raise three Worker-Peasant Red Guard Militia Brigades, each numbering 4000 men. One is to be raised in each of the three Oblasts under the control of the WSPR.
4: Re-start production of basic military equipment in those factories and workshops able to undertake said production. Said equipment will be used to expand the People's Red Army of the WSPR.

Election Results: Victory for President Mukanov and QUDP
- Presidential Elections Results
With 52% of the vote, President Sabit Mukanov has been reelected to a second term. Despite some mild dissatisfaction over the stagnant economy and the cautious stance of the President with regards to foreign policy, the President has managed to prevail once more. Analysts attribute the President's victory to his administration's announced economic reforms, which turned the attention of the electorate to the economy - rather than to foreign policy - and which persuaded voters dissatisfied with the economic stagnation of past years to give the President another chance. The President is now expected to push ahead with the announced economic reforms, which include the foundation of the Pavlodar Development Bank, the simplification of the tax code and protectionism for local industries.
Second came right-wing Rustam Ayanev, with 37% of the vote. Rustam managed to win a sizeable portion of the electorate thanks to his fierce nationalist rhetoric. He advocated for military reunification of Kazakhstan and promised that he would pursue aggressive action against the Communist South if elected. Moderate rightist voters, however, preferred the 'tried' Mukanov over the inexperienced Ayanev, especially as his economic pledges were deemed generic and ill-defined.
Center-leftist Azamat Sakenov underperformed compared with the performance of his party in the legislative elections, as a result of his bland persona and a number of gaffes on campaign trail. His 11% has been deemed a disaster for the left and Sakenov has resigned as chairman of the QHP.

In the National Assembly, the ruling center-right Kazakh National Democratic Party (QUDP) bled voters to the right-wing Radiant Fatherland (NO) party. The main causes were mild dissatisfaction with the economy and NOs strong nationalist stance. NO supports the need for a more aggressive policy against the Communist South, in order to reunify Kazakhstan. QUDP, on the other hand, prioritizes domestic development over national reunification. The center-left Kazakh People's Party (QHP) also lost seats, mainly due to tactical voting as center-left voters in certain electoral districts would vote for the QUDP candidate in order to prevent a NO victory.
The National Assembly has 200 seats. 100 Assemblymen are elected in single-member electoral districts using a first-past-the-post system. QUDP elected 58 Assemblymen, NO 35 Assemblymen and QHP 7 Assemblymen. The other 100 Assemblymen are elected on a party ticket, based on the nation-wide percentage of the parties. QUDP won 45% of the vote (electing 45 Assemblymen), NO 38% (electing 38 Assemblymen) and QHP 17% (electing 17 Assemblymen).
With 103 Assemblymen, QUDP maintains a slim majority in the National Assembly. NO elected 73 Assemblymen and QHP 24 Assemblymen. Both QUDP and NO have been bolstered by the results. QUDP because, despite its losses, it managed to maintain its majority. NO because it managed to substantially increase its number of seats. QHP has been the big loser of the election, being unable to capitalize on economic frustration. QHP will likely have to revise its outlook. Some in the QHP are calling for the party to move further to the center while others want it to become more radical. It is still too early, however, to tell which direction QHP will follow.Editorial Opinion: Liberalism Prevailed

Most states in what once was the Union of Soviet Socialist Republics are dictatorships at best or anarchic warzones at worst. The broad instability and political extremism that has prevailed in the former territories of the USSR have earned the countries of the region a rather dubious reputation. The fact that in such an environment the Republic of Pavlodar held its second consecutive free and fair democratic elections is an amazing feat and a triumph for political liberalism. Pavlodar has shown to the world that it is a mature nation with stable political institutions.
Many things could have gone wrong. In the late 40s and early 50s, much of the territory of Pavlodar was under the control of gangs, bandits and warlords. Years of bloody military campaigns were needed in order for the central government to impose its rule over the land. More than a few politicians and public intellectuals wanted the central government to retain martial law but the Founding Fathers of our Republic decided instead to take the risky - as it was considered - path of lifting the martial law and allowing free and fair elections to take place in 1957. President Sabit Mukanov could have used his triumph in those elections - and the legitimacy they conferred to him - to build a personalized regime, much like the ones prevalent in other parts of the former USSR. Instead, the President respected our democratic institutions and the 1962 elections were both fair and free.
The voters have also shown civic maturity. They have rejected the populist nationalism of NO and the economic populism of QHP, and instead they have supported once more the moderate center-right QUDP. President Mukanov does, however, need to heed the concerns of dissatisfied voters. He needs to push ahead with his reformist agenda and not stall, as he did in the past years. A strong economy and rising incomes will deal a blow to the populist forces. He also needs to persuade the electorate that a reunification of Kazakhstan can come only if Pavlodar becomes economically and socially developed.

President Forbes Burnham To Be Recovered From Injury
PARAMARIBO - President Forbes Burnham is expected to be recovered this month after a terrifying assassination attempt by a Guyanese nationalist last month during a speech about obstacles regarding the nation at Centrum, Paramaribo. The injury he received was minor, but he will have to deal with limping for the rest of his life. People throughout Guyana cheered as a miracle that he managed to survive it. However, President Forbes recently stated tight security measures to prevent another assassination attempt. He guaranteed to attempt a speech again at Centrum, Paramaribo but decided not to due to security concerns. His effort to forge Guyana into greatness continues, and the military government will be removed following his reinstallation into the government.
Separatist Uprisings Concern
PARAMARIBO - The Guyanese government and citizens had informed accounts of local separatist uprisings throughout the nation this month. Separatist organizations are said to be the Francophone Guyanese Front (FGF), the Anglophone Guyanese Front (AGF), and the Dutchophone Guyanese Front (DGF). These are meant for Guyana to be free from American influence, carrying a strong anti-American sentiment. Also, they want to form their own set of communities (or nations) separate from merging with other languages and cultures. President Forbes Burnham promise that the separatist uprisings will be dealt with by force to ensure the stability of Guyana and safety for the citizens. Following that, he declared a state of emergency. Currently, roughly 10,000 soldiers are preparing to fight the insurgency, and only 51 civilians are said to be killed by the insurgency.
