The World Assembly;

Noting GA #260 Repeal: "Access To Science In Schools", which repealed GA #48 Access to Science in Schools for its loopholes and structural flaws;

Concerned, however, that there have since been little to no standards in ensuring the students of WA member states a quality science education;

Reckoning that science is a universal truth that can connect nations all across the Multiverse;

Believing that access to a quality science education can open the doors to countless scientific careers;

Hereby;
  1. Creates the World Assembly Scientific Programme for Education (WASPE), a subcommittee within the World Assembly Scientific Program (WASP), that is tasked with the following;
    1. Creating a list of the minimum science curriculum and standards respective to a nation's technology level for the teaching of in all WA member states, with the exceptions being for;
      1. Graduate schools not related to scientific fields teaching curriculum beyond the need of standards;
      2. Vocational or trade schools teaching curriculum that makes science education unnecessary; and
      3. Arts schools where science curriculum is not necessary;
    2. Reviewing all science standards and curriculum set by a national jurisdiction, a subnational jurisdiction, or a public school district;
    3. Notifying and instructing said party to change immediately if their science standards and/or curriculum is to be insufficient or scientifically inaccurate;
  2. Requires funding that is no less than 10% of a nation's education budget be directed towards science education; and
  3. Requires sufficient (as stated by WASPE) science education to all schools, excepting the schools stated above.

OOC: So regarding 1a, while I'm not entirely opposed to the idea of a minimum standard for curriculum, I do think the minimum standard should depend in the nation, atleast in the WA since not all nations have the same level of technology. A school in a nation equivalent to 1970s US is probably expected to follow a different level of minimum standard than one in a galactic empire.

Clause 4 is a bit redundant since you already mandate a minimum standard for curriculum. I mean why does it matter if a school is teching creationism if it is also teaching darwism and evolution in detail. Plus, it might piss off theocracies.

We refer the proponent delegation to GA 475, Promoting Natural Sciences in Schools authored by the [somewhat] honourable delegation of Kenmoria as, contrary to claims here, imposing standards regarding science education. We are and will likely continue to be of the opinion that any further efforts, especially the micromanagement of educational budgets and curriculum by the WA as envisioned in this proposal, as unwarranted, inappropriate, and contrary to the purpose of a sound education system.
