Noting that there have been many countries to repress cultures,
Recognizing that many people have ancestry from cultures that were repressed in some way,
Noting that cultures and languages have been lost due to mistreatment and/or violence,
Further noting that tribal lands are very commonly lost due to settlers,
Believing that those who have tribal and cultural ancestry might want to learn more about their ancestors,
Further believing that those who lived before are part of a nation’s history,
Regretting how the previous attempt at protecting culture, quote, “fails to perform its function without placing an undue burden on WA nations,”
Acknowledging that many nations
Hereby;
- Defines:
- An artifact as an item modified from its natural state for a certain culture
- A cultural site as a place important in a culture or a place that has been modified to serve an important role for a certain culture
- Encourages that
- cultural sites and artifacts are preserved
- languages that otherwise might die out are presented as optional classes in middle and high school.
- Establishes the World Assembly Culture, Language, and Heritage Preservation Office (WACLHO)
- Prohibits the use of explosives, machinery, or guns to destroy cultural sites in times of war.
- Allows and Strongly Encourages WACLHO to take artifacts and firmly preserve cultural sites if the nation whose jurisdiction the artifact or site is currently under has plans to destroy that site for
- Roads
- Military sites
- Skyscrapers
- Farms
- Quarries
- Factories
- Buildings deemed unfit by WACLHO
- Clarifies that section 5 does not mean that nations are or can be prohibited from using cultural sites as museums, as long as said site is not destroyed in the making of that museum
