I actually drew inspiration for this from [Real Life], and the penalties for violation are similar to those of the Act as well. What you're suggesting is that I remove the penalties and let the nations decide their own or something?
Look for the reasons WHY the penalties are what they are in RL, and use the REASON instead of the amount of years or money. The reason is more likely to apply to the majority of WA nations than any fixed number.
