Following the overthrow of the Libyan Arab Republic, the Democratic Republic of Libya has been in a state of disrepair. Factionalism within the government and the Libyan Army has strained rebuilding efforts, as did attacks from Saidist loyalists and Islamic terror groups such as Wilayat Libya. Healthcare, education and utilities are all in various states of neglect. While towns away from the frontline have managed to regain some semblance of normality, those near the frontlines itself remain locked in a state of devastation, and are often the ones in most dire need of aid.

Navigating the twisted web of politics is essential to the success of Libya as a functioning nation-state. Make the wrong moves, and the Saidist defeat would mean nothing to the future of Libya.

  • Libyan Army (~11000) - A disparate alliance of militias vying for power, the Libyan Army of today is a pale shadow of even its infamous predecessor. Nominally, its numbers are a fair match against the Saidist faction and the self-proclaimed Wilayat Libya, but corruption, factionalism, and desertions had severely hampered the effectiveness of the army. As a result, deciding on which units and militias could be trusted had become a tricky guessing game, one where a wrong move could see funds disappearing in a single man's pocket, and weapons in the wrong hands.

    Libyan army weaponry remains overwhelmingly of Orussian or Chinese origin, though attempts have been made to supply them with Western arms and vehicles. The varying levels of Western equipment is an indication of the level of support enjoyed by each militia from the Western nations prior to the current intervention, and how much they could be trusted not to let them go 'missing'.
    • Tripoli Defence Force (~3000) - An amalgamation of several Tripoli-based militias under President Anwar Masud El-Zawia and his National Alliance political party. While among the largest and most organized of the Libyan resistance, the Tripoli Defence Force suffers from severe infighting and corruption, often used in standoffs against the opposition-controlled Tripoli Revolutionary Guard. While a self-declared moderate and reformer, President Anwar is known to have used underhanded tactics to muzzle opposition to his increasing use of emergency powers. If anything, he appears to have more in common with El-Said. Like many resistance groups, the militia has benefitted from NATO assistance, though much of their equipment remains pre-revolutionary Orussian stocks, or additional Chinese supplies.
    • Libyan Revolutionary Guard (~2800) - Controlled by liberal opposition leader Mahmud Fayez El-Siyan, the Libyan Revolutionary Guard is, next to its Tripolitanian counterpart, among the largest and most organized of the Libyan republican forces. While overtly professing a desire to secularize the country along a Western-style democracy, Mahmud has proven little better than the man he is running against. Years of aid from Liberion had amounted to nowhere, as Mahmud's opposition allies and even personal aides had absconded of millions intended for the militia. The fact that much of its weapons ended up with the formerly pro-Saidist's Petroleum Sector Guard was a point of caution for anyone considering backing Mahmud.
    • Misrata Security Force (~1500) - The counterpart to its Tripoli-based ally, the Misrata Security Force is controlled by Abdul Karamanli, a Libyan Turkish governor who had ran on an independent ticket. While corruption remains a problem in the Misrata-based militia, Karamanli, at the very least, is attempting to rein his commanders in. Unfortunately, this provided an opportunity for Hashemite 'advisors' to insert themselves in the militia on such a pretext. While the militia's performance has since drastically improved, some have wondered if it had become a proxy by doing so.
    • Fezzan Alliance (~1200) - An alliance of Taureg militias in the Fezzan region, the loyalties of the Fezzan Alliance under Hassan Ghaly to the Tripoli government are nominal at best. Ranging from autonomists to independence fighters, the Tauregs of Fezzan seek only self-determination against the successive Arab-centric regimes that had dominated them. The Libyan Republic, as far as they cared, was no different. While nowhere cleaner than the hodgepodge of Arab-Berber militias near the coast (and in some cases, worse), the Tauregs, at least, had a clearer goal in mind.
    • Petroleum Sector Guard (~1000) - A militia formed by Sirtenaft (Sirte Petroleum Company), the Petroleum Sector Guards was formerly allied to Hosni El-Said, until a dramatic falling out prompted CEO Qasim Abdullahi El-Qaddadfa to switch sides, allegedly due to pressure from Hosni to hand over increasingly excessive bribes. With most of his assets outside his Sirte stronghold seized by the warlord, Qasim is now organizing a defence, and plans to reclaim his property with the support of the Libyan republican government. Despite his disdain for Western liberal political thought, Qasim is not entirely opposed to open cooperation on some level. His personal finances, despite being under attack from Western sanctions and El-Said, also enabled him to procure large amounts of Western armaments through grey and black channels, a point of personal pride he had since mocked his new erstwhile allies for.
    • Senussi Legion (~120) - Despite the population's fairly high support for the former monarchy, few, if any, see any need for its return. This is most ominously reflected in the small size of the royalist militia, barely amounting to a company. Worse, the royalists are cleanly split between supporters of Prince Omar Al-Senussi & his cousin, Prince Faisal. Only the guiding hand of the venerable religious scholar, Ahmed Al-Mukhtar, is able to bridge the divide for now. But he does not have long for this world, and the Senussi Legion risk complete disintegration without an immediate solution. Fortunately, relations between the two rival lines are not completely acrimonious, with the princes' daughters serving together in the Libyan Air Force. More importantly, they have ready access to Western armaments, although the Senussi Legion would likely need far more, especially in terms of manpower.
    • Others (~1400)
  • Libyan Navy - Shattered by the NATO intervention a decade ago, much of what remains of the nascent Libyan Navy had defected to El-Said's faction. Save for a few scattered coastal battery garrisons, and a barely seaworthy Beir Grassa class fast attack craft, the Libyan Navy effectively does not exist.

  • Libyan Air Force - Perhaps the only trustworthy force in the Libyan military, the Libyan Air Force had been rebuilt from scratch since the fall of the despotic Arab Republic. Despite the loss of the bulk of its Orussian arsenal, the Libyan Air Force had since been rearmed with Gallian Mirage series fighters and Striker Packs. While competent under Gallian supervision, the Air Force remains limited in its capabilities, and hampered by a lack of coordination with the fragmented army. Overall, the air force remains the only fully functioning branch of the Libyan military, though short of introducing its own Luftwaffe-style ground troops, it is only able to play a supporting role in NATO operations.

Years of civil conflict had left much of Libya's civilian infrastructure in ruins. While the Libyan government had attempted to rebuild in the face of fierce fighting against the Saidists & Islamists, the current state of Libya's healthcare, education and utilities remains far below that of the pre-revolutionary Arab Republic. Distance from the fighting often affected the infrastructure's current state of damage and repair. While most of republican-help Libya had yet to recover fully, those closest to the fighting are undoubtedly the ones in most dire need of aid.

  • Healthcare- Healthcare in Libya remains in crisis as the post-regime conflict dragged on over the years. While hospitals away from the front, such as those in Tripoli and Misrata, had been partially rebuilt, much of its health infrastructure remains devastated. This is especially severe in towns near the frontline, such as Sirte. Extensive reconstruction will be required, particularly for frontline areas.
    • Tripoli Central Hospital, Tripoli - Located in the city center, Tripoli Central Hospital had been around since Romagna's colonization of Libya. Houses a teaching facility, organ transplant program and trauma center, it had been extensively rebuilt since the overthrow of the Saidist regime. However, rumours are abound that its director, Mr Abulfaz El-Alahi, had curried favour with President Anwar to secure funding and aid for the hospital. Whatever deal he had made remains unknown, nor is the extent in which the director has profitted from it.
    • Hunayn Ishaq Hospital, Tripoli - Established by missionaries during Romagnan colonial times, St. John's Hospital (renamed Hunayn Ishaq Hospital after independence) has also been rebuilt since the end of the civil war in 2011. Run by Dr Daud Fathallah, the hospital had been subject to periodic harassment by members of the Tripoli Defence Force. An outspoken critic of President Anwar, Dr Daud had since been under the protection of the Libyan Revolutionary Guard to stave off harassment. However, despite his support for Mahmud's coalition, Dr Daud remains steadfastly devoted to his impartiality as a doctor. Obtaining much-needed aid would allow him to wean off such overt displays of partisanship and obtain better amenities for the beleaguered hospital.
    • Misrata Field Hospital, Misrata - Located near Misrata Airport, the Misrata Field Hospital has been established since the end of the civil war to supplement the current local hospitals damaged from the conflict. Run by Lebanese doctor Michel Anduyar with the help of several Western aid agencies, the hospital has come under attacks and bombings by radical Sunni and Shi'ite extremists, accused of being a vehicle for 'Christian proselytizing'. While such accusations had long been denied, the fact that several of his staff are missionaries as well had not endeared many in Misrata. The Misrata Security Force currently devotes a fair number of troops to the hospital as security, although Karamanli himself is hesitant to offer more, at the risk of losing support from the local population and his Hashemite sponsors.
    • Ibn Hubal Hospital, Sirte - Like many in the former Saidist stronghold, Ibn Hubal Hospital had been devastated by attempts from Saidist forces to expel the Petroleum Sector Guard. Run by Swiss doctor Roux Metzger from Doctors Without Borders, the hospital had struggled to rebuild, especially as casualities overwhelmed the hospital staff. The fact that Dr Metzger was a friend of Qasim himself during his studies in Switzerland is also a point of contention. While the doctor insisted that her relationship with the oil magnate is no impediment to her profession in any way, the surprising rate of reconstruction so close to the frontline remains nonetheless suspicious.
    • Sabha General Hospital, Sabha - Located deep withn the Libyan interior, Sabha General had been languishing from a lack of aid for a decade. Damaged from the civil war, reconstruction had been slow, hampered by bureaucratic red tape and interference from Taureg forces occupying the town. Desperate to break the impasse, interim Director Hakim El-Azar had pleaded directly to President Anwar for help. This had led to tensions with the Fezzan Alliance, who had openly threatened to seize the hospital should the Arab staff supersede their authority again.

  • NGOs - Due to the current threat of Islamic terrorist groups under Wilayat Libya and Hezbollah, NGOs in Libya are forced to work with limited manpower and government support. Major groups still remaining are the League of Nations High Commision for Refugees, Doctors Without Borders, and various Sunni, Shi'ite and Christian missions (e.g. Protestant Evangelicals, Latter-Day Saints, etc). The latter two proved especially unwelcome, despite their insistence that their missionary work is focused only on the small Coptic, Romagnan and Indian communities. The fact that more than half of them reside in Saidist-held Cyrenaica is a point of contention for the Libyan government.

  • Education - Close to a decade of fighting had left thousands of children without education. Combined with a lack of educators, widespread damage to school infrastructure (particularly in Sirte and other frontline towns), and rampant recruitment of child soldiers by the militias are just some of the most serious problems facing the Libyan education system. Major universities include:

    • Al-Zahrawi Medical University, Tripoli
    • Misrata University, Misrata
    • Al-Jazari Technological University, Sirte
    • Sirte University, Sirte
    • Sabha University, Sabha

Water Utilities - Unsurprisingly, the water utilities in Libya are also in shambles from years of heavy fighting. What remains of the Great Man-Made River project proved unable to sustain the coastal and inland cities after decades of wear, tear and damage. Armed groups also target its facilities, either for ransom or sabotage. Further down the road, even if fighting subsides, the looming threat of depletion of the Nubian Sandstone Aquifer System is also of concern.

We might even lose the latter as the guys appeared once again in Afghanistan alongside the Taliban... So... Yikes!!

I'm just waiting for enough time to justify that fleet to be around the med before I join the fun, but at least on my end I'll see what I can do at least?

I believe not even with a destroyer or cruiser escorting them that is?? If so, understood, I'll wait until the battle moves beyond the city and keep them in tripoli as well.
