It's possible you didn't realize I was talking about in the first paragraph.

The word you're looking for is unprecedented, and in a context more clearly about UCR alliances.

Unparalleled, in context here (or lack thereof), is about contributing to the international community, with the implication that every prior commended nation's contributions have been lesser.

Nitpicky, but important to me.

Maybe try to specify what benefits the relations mentioned in the commend had? The ones with TSP & FNR embassies and the TNP treaty. Since that's usually done in commends as far as I know
