If anywhere, I would say the One-Stop Rules Shop. I didn't see it when I did a quick check, but it's still the best place to look.
If you can't find it, a good rule of thumb is that a nation name cannot be anything obscene. (ie sexual, racist, etc.) Nation names with IRL political themes are acceptable, from what I've seen.

Furthermore, people who insist on repeatedly trolling us via rude nation creation will find themselves losing non-troll nations, or possibly being banned from the site entirely.
