It was probably not the best idea to do so without the consent of the people living there, but I don't think Israel is the only example of that, so there you go.

Annexation would definitely lead to war. Its almost certain. Genocide might not exactly happen. But war does mean death. Hundreds of lives would be lost. If not hundreds, then thousands, tens of thousands and so on.
