It depends on the time period, but if we are speaking modern Italy, Fascist Italy 2: Electric Boogaloo happens. This leads to a rise of catholicism in domestic Italy, and also possibly sanctions on Italy as the surrounding lands fear invasion. Also, the return of the Emperor may not be taken kindly by the left-wing side of Italy, and massive protests occur. With the combination of sanctions, this may lead to civil unrest.

I'm assuming for all intents and purposes that Bjornson somehow managed to wake up and find himself in Suga's suit one day because I just find that hilarious for some reason.

Now, here's what happens: First off everyone and their grandma gets into a panic. After all, this one 外人 just became their prime minister overnight. Nevertheless, barring the legal and social details Bjornson also has to deal with a stronger, more insidious enemy.

The Japanese Political System.

You see, Bjornson's policies are way, WAY different from the conservative bend of the dominant LDP. Understandably, this would cause friction between Bjornson and pretty much everyone else. However, one thing that Bjornson and the LDP may see eye to eye on is Article 9. Bjornson may move to make amendments to Article 9, a movement that would curry favor from the Japanese Right Wing. Additionally, Bjornson's emphasis on civil rights would also attract the attention of Japan's left-wing and I could very well see the left-wing becoming more prominent as a result of Bjornson's tenure.

Overall, while many social issues prevent Bjornson from fully carrying out his potential were he to rule Japan, nonetheless if IF he plays his cards right then perhaps he would be able to make a change in Japan's political system.
