No, but it possesses the theoretical capability.

Cayucas has historically been a center for advancement in nuclear physics. While the majority of Cayucan nuclear research has been on peacetime application, the Allies began to express great interest in the Cayucan program's offensive application with the onset of World War II. The idea of using nuclear energy to make an unprecedented bomb was hypothesized and consider plausible. Horizons University privately denounced the idea, arguing harnessing the power of nuclear energy for offensive purposes could lead to profound, undesirable consequences. So when the government was approached by the United States to help conduct a nuclear weapons program, the Ministry of Infrastructure enabled the Military Ministry to use their own infrastructure and personnel to aid in the Manhattan Project. Cayucan guidance and resources were vital in establishing the US program. After the conclusion of the Manhattan Project, Cayucas also helped with the fruition of the British High Explosive Research post World War II.

Having contributed heavily to both the US and UK programs, the Military Ministry expressed interest in conducting its own program. By post World War II, the MM had enough experience and knowledge to successfully create its own nuclear weapons. Parliament denied permission, considering the non-proliferation of nuclear weapons to be a tactical and moral imperative.

While nuclear weapons are uniformly denounced, Cayucas has a rich history with nuclear energy. As a small yet dense island country, the development of a compact yet powerful power source became an explored interest as soon as the 20th century. The Ministry of Infrastructure, the Horizons University School of Sciences, and various private institutions were tasked with researching potential solutions. By the late 1920s, research accelerated in pace. The potential for electric fueled automation to augment the workforce first proved itself as a game changer in World War I. As the international political climate began to heat up with the decade, a secure and powerful means of power was seen as a national priority in the event of another war. There has been one significant accident in the history of Cayucan nuclear energy: the Pilgrim's Reach Island NPP Incident.

On August 11th, 1961, an earthquake and tsunami struck Pilgrim's Reach. The plant was following typical safety standards, but the natural disaster lead to a chain reaction of events that rendered the precautions futile. The plant experienced a full meltdown, resulting in an evacuation of the town and a temporary gap in part of the national power grid.

The incident was a spark for massive reforms and developments in the Cayucan nuclear energy program. With accountability and successful public relations efforts, the program was preserved. The program's safety standards were already robust, but they were made more strict and fleshed out. The incident also led to Cayucas becoming a leader in nuclear disaster containment and cleanup. Research and development was focused on naturally safer reactor designs, such as the LFTR. The Pilgrim's Reach Exclusion Zone was successfully decontaminated and re-opened to the public in 2015. Sections of the town and old power plant remain preserved in their meltdown-era form as a National Historical Park for its cultural and historic significance, collectively forming the PRINPP National Heritage Site.

The first was in 1987 when Never Gonna Give You Up was first released, with the entire power plant at Júró being abandoned for a Rick Astley concert. In Countesia, spent fuel rods are collected by the federal government to be chemically reprocessed to extract leftover plutonium and uranium. Most of this is re-used as fuel, but a considerable amount of plutonium is kept on to be enriched for use in nuclear warheads. The remaining fuel unable to be reprocessed is currently stored 3000 meters underground in a specialised nuclear storage facility, which also oversees nuclear decommissioning.

In 2018. The King vehemently opposed the Island acquiring nuclear weapons, but the Senate, who had been for it for years, finally achieved a 3/4 majority necessary to overrule the King. So, after they overrode his veto, the King very reluctantly oversaw the formation of the Coconut Palm Island Nuclear Program.
b) How large is your nation's nuclear arsenal?
300 warheads (100 on land, 200 in submarines). Just enough to retaliate against a rogue nation that attacks us, but certainly not powerful enough to decimate large countries.

b) Have there ever been any accidents at a nuclear power plant in your country? Nothing as catastrophic as a meltdown, and no radiation leaks, we take nuclear safety very seriously
c) How does your nation deal with the issue of nuclear waste? There is very little waste as we primarily use thorium, which produces significantly less waste and a significantly shorter is time needed to decay down safe levels of radiation (centuries instead of tens of millennia); We also reprocess byproducts back into usable material. Our method for handling the little waste we do produce is to pay other countries to store it for us
I use all NS stats (even the dumb ones like weather) except for population
Most of my lore is spread around the forums (In cases of conflict, the most recent is canon) because I can't be bothered to make a factbook for everything. There is no prize for finding all of it, not even bragging rights. Why would you brag about something like that?

Our Nuclear Weapons were first acquired through the Huracan project which brought together scientists and engineers from all over the ULAS to develop them. Keep note that this was during the formation of the nation, we developed them to deter American intervention as they are very keen on interfering in Latin American politics and sovereignty. We later developed Thermonuclear weapons, but we quickly shifted our focus to even more powerful weapons: pure fusion and anti-matter weapons.
