The F.C.S. C.A. has officially opened applications for the consideration of consulic relations by way of the establishment of Embassies. States wishing to enter into such relations with the Commonwealth are encouraged to read the provided information and then complete an application.

The collapse of the government of the Federal Republic of Belize and Honduras has been confirmed, as of the present. Whilst the cause of this sudden dissolution is currently unknown, due to the complete severance of all channels of communication, it is believed, and held likely, that the United States and its aligned paramilitary forces within the region may have instigated a coup or otherwise forcefully dismantled the legitimate government of the nation. Such an act, to erradicate a growing, unifying, and socially progressing neighbour, is nothing new on the United States' despicable imperialist agenda, and as soon as such reports can be confirmed of such an action, Australia will issue a most condemning denouncement and an accompanying declaration of support for the right to self-determination and democracy of the centroamerican peoples.

At present, the centroamerican Consulic delegation in Suva is being briefed on the situation in conjunction with our own cabinet, and will be offered asylum and citizenship in the case that their return home may place them or their families and associates at risk of human rights violations.

As per protocol, the Australic Embassy in San Salvador has entered into a defensive lockdown, with arms distributed to all staff. Apart from Consulic staff, there are no Australic citizens thought to be within the region. Evacuation will not begin until the safety of the region's airspace can be confirmed, or until an alternate route can be arranged should the airspace be hostile.

Should any members of the (until recently) incumbent government be able, they are encouraged to reopen official channels, provided this does not jeopardise their own safety.

The F.C.S C.A., in tandem with the Committee for Metaphysical Philosophy, has restructured and revised it's classifications for consulic relations to better account for varying degrees of congruity between multiversal relations and the Commonwealth. All extant relations will be updated accordingly - both here and on the relevant intranet page - whilst future prospective relations may optionally complete the revised application. It is the interest of the Commonwealth to develop more than perfunctory bilateral relations.

The F.C.S. C.A. acknowledges the sovereignty and indelible connection to Canberra of the indigenous Ngunnawal peoples, past and present, whose traditional lands we share and endeavour to respect in the facilitation of consulic cooperation.

The F.C.S. C.A. also accepts applications from states-in-exile, as well as from those with limited recognition or from self-determination movements.

An Introduction to Consulic Relations
Consulic Relations is the term used in Anglo-Australic for what most refer to as diplomatic or bi/multi-lateral relations. This covers both the establishment of embassies, consulates, legations, and other types of diplomatic missions, as well as the development and signing of pacts, treaties, and other international agreements. All consulic relations are handled under the purview of the Federal Consolidated Syndicate for Consulic Affairs, a branch of our syndicalist executive government, though particulars (e.g. defence and trade agreements) may then be referred to other syndicates for further development.

All nations of the ~~world~~ multiverse are welcome to apply for consulic relations with Australia. There are very few situations in which the F.C.S. C.A. would consider denying outright applications:

Overtly fascist, authoritarian, unconstitutional, or otherwise highly repressive regimes will in all likelihood be denied.

In addition, the F.C.S. C.A. reserves the right to limit, pause, or accept applications in proviso under some circumstances:

To request further information beyond what is readily available within a nation's factbook, especially for the purposes of trade, to ensure a clarity of understanding.

To request modifications to the requisitions and declarations made within the applicant nation's application for consulic relations.

If the existence of the applicant nation is incongruent with the reality in which the Commonwealth of Syndic Australia exists - Do Note that this does not preclude nations that explicitly do not exist within our reality.

If the applicant state is actively at war or in the midst of a civil conflict.

Locations
It is expected that a state would open up its embassy in the capital city of Canberra. However, should a state wish to, they may chose another location. Additionally, a state may apply to open consulates as well as their embassy, in as many cities as they wish. The main options, aside from the capital, are as follows, though this list is not exhaustive:

Melbourne - the largest city and Victorian capital.
Perth - capital of Western Australia and main international transport hub
Suva, Honiara, or Auckland - capitals of Fiji, Melanesia, and New Zealand respectively, better suited for Pacific states
Another State capital (Adelaide, Mt. Gambier, Brisbane, Townsville, Sydney, Grafton, Darwin, or Albury-Wodonga)
Mparntwe-Alice, capital of the Central Territories, best for those seeking to establish indigenous relations

Within Canberra, embassies are typically allocated depending on a state's global position relative to Australia; most embassies are located to the northwest, west, or south-west of Parliament House in the capital's main consulic district. However, should an applicant wish, there is also space for embassies to the south, and on the other side of Griffin Lake (the central lake of Canberra). In most other cities, embassies will be allocated within the city centre, though again another area may be requested.

Should a nation wish, the F.C.S. C.A. can dispatch, by mail, a current and accurate map of consulic missions and available space within Canberra.

Regardless of the location chosen, the areas demarcated for consulic use are within walking distance from the regional seat of government and most places consulic staff would need to visit as part of their missions. Elsewise, public transport is ubiquitous, as are pedestrian and cycling paths, and our high-speed train networks allows for rapid interstate travel.

Declarations
In regards to the equipage of consulic delegations, weapons and vehicles must be declared. In Australia, consulic security are limited to the use of semi-automatic rifles and pistols; shotguns, anything automatic, explosives, and other lethal weaponry are prohibited. Most non-lethal weaponry (batons, tazers, etc...) are allowed, with the exception of any sort of gas, as chemical weapons of any kind are prohibited.

In Australia, almost all vehicles are electric, or at the very least hybrid. Delegations are welcome to bring their own vehicles, though the F.C.S. C.A. recommends limiting the number of consulic vehicles to less than 10, as not only are numerous other options for transport available, parking may be difficult for such a large fleet as our road infrastructure is designed primarily for freight and commercial travel. The F.C.S. is able to provide up to 5 Australian-made consulic vehicles to any delegation, that are purpose-built for such use. Other transport, such as ships and aircraft, may be negotiated on a case-by-case basis.

Finally, plants and animals not endemic to Australia should be declared as well. Unless a plant or animal is considered invasive in Australia, it should be allowed.

The application for consulic relations submitted by the Community of Shoalhaven has been reviewed by the Secretariat of the Federal Consolidated Syndicate for Consulic Affairs.

The overlap of claimed territory between Shoalhaven and the Commonwealth has been, quite sensibly, voiced within the Syndicate Assembly as a possible issue in regards to consulic relations. However, the multiversal nature of Shoalhaven has been deemed sufficiently extenuating to assuage or nullify any potential disputes of this nature. As such, the Secretariat has deemed it appropriate to confer unto the Community of Shoalhaven the approval to establish a provisory embassy in the nation's capital. The Honorable Kathleen Gadnar, her husband, and her adjunctary staff are to be afforded a most amicable welcome, with the caveat that they should attempt to avoid any and all contact with any citizens who may or may not be this realities versions of themselves. A pastry chef has already been identified, though they live in Perth and should pose minimal risk.

Regarding the Community of Shoalhaven's additional consulic requests, these two - too - have been approved in proviso. The Commonwealth will accept trade relations from Shoalhaven on the provision that the chain of production meets our standards for ethics and labor rights. Seeing as, technically speaking, Shoalhaven's produce is produced domestically within Australia, the constitutionality and legality of the application of tariffs will be deliberated upon by the High Court. Those seeking tertiary exchange will also be screened for doppelgangers and advised to avoid them if they should exist, with their freedom of movement upheld in good faith.

The Secretariat has found the provided information satisfactory and, upon review of the Kingdom of the Vatican States' application, has approved a full embassy and the specified additional consulic relations - with the usual caveat regarding imported goods. The specified models of vehicle will require modification for use in Australia to be either fully or partially electric, and due to our embargo with the United States in particular we encourage the use of another model of vehicle in place of the Lincoln Town Car BP, such as our own A.M.I. Mindarie sedan. Furthermore, we would encourage the use of as few vehicles as necessary, as public transport in Australia is ubiquitous and consulic staff should find themselves within walking distance of most important government buildings. As such, we would request that the number of consulic vehicles be lowered to at most 7 in total.

Lastly, regarding additional consulic relations between Australia and Arvan Irawer, a Non-aggression pact and scientific cooperation have been fully approved. The request for economic agreements shall be forwarded and deliberated on by the relevant syndicates - greater clarification into what Arvan Irawer would like to import/export would be welcome in facilitating a more promt conclusion - but should be approved in due time. 1. Right, so both houses are divided up by provinces. In Lorrana there are 10 provinces of roughly proportional population. The Upper House (Assembly of Delegates) is divided up into 10 seats per province, so there are 100 seats. Each district is also divided into 5 districts, and each district has a representative in the Lower House which has 500 seats. The Grand Assembly (which is how both houses together are referred to) is voted through a direct IRV (instant runoff vote) by the people who live in that District or Province. Once all those seats are taken, any number of Delegates (upper house members) can run for President. They are also voted through direct IRV. So the President also serves as a Delegate usually. Also, Lorrana doesn't have any political parties. Rather, certain Grand Assembly members sometimes team up in Coalitions, but those vary vastly year to year.
