The Condominium (REBOOT / OOC / OPEN)

The Condominium - An out of the way island chain in the tropics. South Pacific, to be more exact, but no one minds where you come from. At one time an outpost of British and Dutch merchant-colonizers; now a place for corporate interests and organized crime from across the globe. A stark contrast makes itself known, from the tourist-friendly beaches, nightclubs, and casinos of Whitaker Island and the local branches of large multinational companies on Fairway Island, to the middle-class housing and “suburban” areas of the Clovis Marches, to the slums on Khonar Island.

Anywhere in the Condominium, though, doing business means making a deal with this syndicate or that gang. High to low or small to big makes no difference in the end; only that the more money is involved, the more civilized (and civilized-looking) the criminals tend to be. In the past, the main conflicts were between groups fighting over territory, or control over a specific racket.

That was then; this is now. As the Condo’s tourist industry grows and grows, the companies begin to turn their attention to expanding out of Whitaker Island. But to make things appealing enough, the rest of the island chain needs a decent fixer-upper - and so, one way or another, the criminals must become a thing of the past. Enter Lichter Solutions, the private security company.

Things are about to get messy, since the criminals, in a very real sense, are the islands...and the only thing certain is impending uncertainty, no matter whether you’re a criminal, a Lichter contractor, or just a regular island resident. Will criminals choose to band together across groups, or stay in the same old pit of vipers mode from before, or even go legit? Will the men and women of Lichter stay committed to the job or go native and join the criminals? How will events affect residents - and how will they react?

Only time will tell.

This RP reboots the original Condominium, and is (intended to be) a Sunshine Noir-ish work. Players are free to RP criminals, Lichter contractors, or Condo inhabitants as they feel like; so that the focus could be character psych, events, or realism, wherever their particular strength/preference is. Note (added in edit) that criminal and island resident characters will be a bit more on their own while contractors will be operating as part of a team, so criminal and resident apps will need to be more detailed to make the characters stand up more as compared to the contractors. Sorry, my bad! Forgot to mention this earlier.

As with the original, creating establishments, neighborhoods, markets, shantytowns, etc., on the islands is welcome and encouraged. Cylarn’s writeups of the original islands remain essentially unchanged.

THE ISLANDS (CURRENTLY)
  • Whitaker Island. This mile-wide island is a maze of “entertainment” buildings and neon lights, home to some of the wildest casinos and venues in the entire world. Violence in the boroughs of Whitaker is often hushed up quickly, and the general atmosphere is one of intoxicated revelry. Most venues are owned exclusively by OCGs, who carry out their warfare under cover of night.
    • Hero Dunes. On the western coast of Whitaker Island lies Hero Dunes, a conglomerate of various beaches that call the white sands and clear blue waters home. Wild parties and wilder concerts are the norm. The primary venue at the Dunes is Spearpoint Pier; the home of the Condominium’s popular “shark-baiting” matches.
  • Khonar Island. A sprawl of existing tenements, floating shanty towns, and an atmosphere of general squalor, Khonar is the home of slums - the dark side of the Condominium. Gangs control almost every street and the numerous small businesses pay heavy extortion fees in order to stay afloat. Basic amenities in this area are squalorous at best, and daily life is often disrupted by ongoing urban warfare.
  • Fairway Island. Partly clean, partly dirty. Many criminal groups maintain drug labs, chop shops, and other centers of industry on this island. Legit business is split between multinational offices and, in Sibley Harbor, refurbishing boats. Life here isn’t up to “armored VIP car” level as it might be in Khonar, but the people don’t go out alone, or after dark.
    • Sibley Harbor. Named for the East India Company officer Commodore James Sibley, the harbor itself covers half of Fairway Island. Ships carrying everything from TVs to bananas to people to cocaine dock in this harbor. The warehouses and piers are constantly under low-level threat, although unpredictable surges happen every now and then, due to the dynamic turf wars waged here.
  • The Clovis Marches. The last of the four main islands that comprise the Condominium, the Marches are a combination of individual markets and apartments considered to be of a higher quality than those in Khonar. From fresh fruit to fragmentation grenades, the markets have it all. Life here for the average resident is bearable, but as with the rest of the Condominium, strife is ever-present and a wide variety of gangs and syndicates call this place home.

THE RACKETS
  • ARMS PRODUCTIONS - The production of weapons of any make or mark. You're not running a massive munitions factory, however, if the smugglers have anything to say about it.
  • ARMS TRAFFICKING - Stolen pistols from family homes, hand-me-downs from forgotten wars, or expensive pieces bought from unscrupulous quartermasters in the world's premier militaries, the vast number of weapons in the city come from these guys.
  • CHOP-SHOP/VEHICLE THEFT - The art of stealing automobiles and stripping/adding parts in order to sell the (usually stolen) vehicles. Chopping is an art form for some, perpetuated since the early days of mass-produced automobiles.
  • CONTRACT-KILLING - Life is cheap in the Condominium, and there will always be those who will pay every cost to extinguish another person, for every reason imaginable. Any stiff with a gun can get paid to take a life, but there are a treasured few who have made murder-for-hire into a much coveted form of business.
  • COUNTERFEITING/FORGERY - Contrary to popular belief, paper money is but one of the few things that can be duplicated into a counterfeit item. An industry exists in the Condominium that provides a forged document for any purpose, from visa papers and passports to conscription waivers and doctor’s notes. Quality is in the eye of the beholder, and in the price tag.
  • DRUG PRODUCTION - Anything from shake-’n-bake methamphetamine to long-lost research chemicals, made by those who have found the capability to produce drugs. You get what you pay for, and accept the consequences on a case-by-case basis.
  • DRUG DEALING - Most criminal groups in the Condominium delve into drug sales, regardless of the amounts sold.
  • IMPORT/EXPORT - You're a force of progressive dynamics on the docks; if someone needs something, you get it in. Easy to do business with both sides of the Condominium, for you know the importance of keeping your contacts happy.
  • LUXURY ITEMS FENCING - Lost Nazi treasure, genuine Rolexes, expensive cars - this business provides people with a discount on the finer things in life. These items are usually sold to tourists, or to the multinational execs.
  • ORGANIZED PROSTITUTION - The trade of bare skin, by one avenue or another. Some use bars, some are prone to curbs, and there are many "houses of pleasure" that one can find.

THE MULTINATIONALS
Lichter Solutions - The private security firm hired by the tourist companies. Its staff come from a variety of sources; former analysts, investigators, operators, the whole works.

Grand Summit Holdings - The Condo’s own banking system. In a bit of an awkward place, since it’s the only place that has to serve everyone who doesn’t store their own cash and valuables. Absolutely neutral, kinda like the hotels in John Wick.

Seraph House - UK-headquartered. Specialty insurance company dealing primarily with insuring ship cargoes and sailors. Life insurance, disability/workers’ comp, cargo loss at sea, pirates.

Trend Line Inc. - A pharmaceutical company with a factory in the islands. Word on the street says some of their guards and employees look the other way when a crime boss wants some supplies.

BIOGRAPHY / BACKGROUND INFORMATION - John was just a regular boy in southern england, running down the street with his mates, racing his sister to the sweets shop with their monthly allowance, and pretending to have sword fights with sticks and branches. His father owns a small shipping company.
When John was 18, his father died of a heart attack, and as stated in his father's will. John was handed ownership of his father's buissness.
But over the years, john found that doing buissness was tough when there was growing competition among the industry, and so he decided that he needed to move his operations to somewhere else, somewhere that Shipping and transporting goods, be it legal or illegal is in high demand,
and that's when he heard of the Condominium.

Has a high concentration of people? Check.
Has a Port? Check.
Has a high demand for contractors importing or exporting goods? It's mostly illegal stuff they're importing or exporting, Check.

And so, john sold off All of his assets, laid off each and every one of his employees, and moved this buissness to Sibley harbor, ready to rebuild his company from the ground up, the foundation being shady Drug manufacturers and Orginaized crime groups that need a thing or two to be shipped out of the condominium.

Interesting to see this back. It looks like Grand Summit Holdings has usurped the role Steve Collins and the Exchequer played in the original, though, so I may just be an observer.

"At eighteen, that's when I signed up for the service, and not the national kind. Hauled my ass to France and presented myself before the recruiters of the French Foreign Legion. Why? A desire for adventure and a casual flirtation with masochism, I'd wager at this point when I look back. If don't know much about them, it's a sordid lot. For a Afrikaner kid thousands of miles away from home, it was jarring. There were multiple opportunities for me to fall out, head home with the stink of failure about me. I don't give motivational speeches, so don't expect me to say that I earned a bunch of respect and admiration by squeaking past the odds. I barely eked through it with a handful of other guys, and if my instructors had any personal respect for me, they were damn good at hiding it."

"Although I was far from exemplary, my efforts merited membership in the 2nd Foreign Para Regiment. The cream of the crop, where I spent the next eight years of my life - and ironically, where my criminal journey begins. First deployment was to Afghanistan, with ISAF. Found things to do, whether it be selling five seized and smuggled Khyber AKs to hoodrats in Marseilles, or stealing a brick of brown to deal out. Made more than an immigrant should make, anyway."

Fella's name was Michael Giorno, and he'd made himself something special as a Made Man in the Italian Mafia. Ran a smuggling op from the ports in Durban. Said he needed some guys for wet work at a minimum of five-grand a pop. Enforcers or hitmen in a way, but Giorno's operation was much bigger than Durban, or really the country. The man ran high-grade pharmaceuticals all over Africa, and was the fella who sold flashy luxury goods to despots and socialites alike throughout the continent. I did my assignments out of country, going in when 'liasons' needed a talking-to. A talking-to could be anything from simply beating an uncooperative associate, or helping them out with their own personal bullshit. I considered the latter more than I did the former, and it paid off most of the time. Even saw some combat; I led a street gang in a series of firefights in the port district of Monrovia against a rival, and did much more."

"The money came in well enough, enough for me to purchase a luxury apartment in Durban and lead a dapper lifestyle. I flew first-class to go do my work, and could buy whatever I needed on the ground. By 2016, Giorno saw me as more than his best fixer, and a promotion in the ranks was shoved my way. No more continental work; I was to form an allied, autonomous organization elsewhere in the world, to facilitate an expansion of Giorno's networks, and he knew exactly where he wanted me: the Condo."

"It's an open secret, this place. No country technically owns it, and regardless of who might be here on Whitaker, things have remained the same for a while. Lots of squabbling amid the struggle of criminals to coexist; no peace is to be found. To start a new operation in the Condo, you have to land hard. Remember Ayala? I made contact with him, found out he was stationed at Subic Bay and I decided to visit him before proceeding to the Condo. The two of us made a deal; I'd sell his Afghan heroin in the Condo, in exchange for his support in providing arms, equipment, and additional bodies for staking a claim in the Condo. I had twelve men of my own, including three fellas from the Regiment, but Ayala gave me forty more men. Mostly Filipinos, and a handful of ex-Marines from the States who'd burned out all of their normal civilian prospects. Armed with decommissioned Filipino equipment, we took a freighter to Sibley Harbor."

"The first month in the Condo was crammed with endless phone calls and constant shootouts in the Harbor. Without asking for permission, we overran a local warehouse and shored it up. Few of the gangs in the docks, already embroiled in perpetual gang warfare, appreciated our arrival. Selling the heroin was hit or miss amid the fighting. Dealers were getting killed because we were breaking into an already-crowded market. Perseverance was what got us through fifteen dead and everyone taking licks in order to stick our dicks in the dirt here. But in the end, on top of all of the reprisal attacks and shootouts and abductions, we made it. Things calmed down within four months, and aside from the typical danger of this place, we did our business. While Ayala kept sending in heroin, I checked in with associates in the ports of places like Durban, Monrovia, and elsewhere. Started bringing in A/C units, high-def televisions, Rolexes, expensive cars, and the like. Legit shit, none of it fabricated or knocked-off. Made me more money than I'd think."

I bought a crumbling ruin of an old casino there on the cheap, and after a series of painstaking renovations and additions, the Whitaker Grand made its debut on the entertainment scene. Casino drama; it's fucking great, with all of the competition and leering. I am immensely proud of the Bouts; where we hold the beast fights. Bought some docks next to the Grand, and built a complex to host two fighting 'stadiums', one submerged and one on solid ground. Fat cats and starving dogs alike come here, cashing in every penny and paycheck on the hopes that their tiger shark, or gator, or what-have-you, will come out on top. Some call it cruel, but it's not like I don't feed the animals or anything."

Working on something. A wanted fugitive/prison escapee (no extradition treaty on the island. Let me know if anybody among you wants to tie our stories together. Hope this rp is still on. I'm thinking MC has friends on the island including but not limited to fellow escapees and a powerful/wealthy benefactor/s that he may or may not be employed by/owe favors (perhaps being a part of their gang).

BIOGRAPHY / BACKGROUND INFORMATION – “His Holiness, after giving me my appointment, wished me a pleasant journey home. It is good that my faith in Him and the Church is so strong, or I would begin to doubt His infallibility. I don’t feel home on Whitaker island, even though I can see my birthplace from my penthouse apartment. Had I had the misfortune of still living on Khonar, I don’t think I would be feeling at home either. But neither did I feel at home in Barcelona, or Rome.

“I was born on Khonar Island, some weeks and 42 years ago. A small clinic run by some man I could call ‘uncle’. I had many ‘uncles’ in my life. My mother never told what she did for a living, or who my dad was, but looking back, her late work hours and the amount of large denomination bills made it pretty obvious. My mother always told me that she was a virgin, though, so maybe I am just a child of miracle, hidden away at the ends of the earth. Life on Khonar was hard, but I don’t know if it has gotten easier or harder. At least during the Cold War, the US spent a lot of money here on development. Didn’t want nukes stationed in range of its major pacific bases. But after ’91, that all dried out. Replaced soon after by a different kind of foreign investment, the drug trade. And everything that came with it, including the employ of my mother.

“She told me grand stories of her youth. Old Polynesian aristocracy, she used to say. I didn’t believe any of the fanciful tales, but I never bothered to check the genealogy records. It could be true, I guess, but it wouldn’t help. There is only one kind of aristocracy left on Khonar, and they are about to be replaced by another. My mother disappeared when I was 13. One evening she was there, the next morning, she was gone. Left a note with my name, 500 dollars and a phone number. A Christian orphanage on the island, the last bit of charity left from the outside, situated in an old mission. The 500 bucks made sure I was on the top of their list for adoption, which happened only a few months later. I was shipped off to a family in Barcelona. I only met them once before traveling there. They spoke a funny sort of Spanish, and I didn’t understand them half the time.

“But they were kind enough, the Sant’Angelo family. I could not believe my eyes when they showed me their home. Nowadays, Clovis is full of them, but back in the day, I had never seen the likes. Clean, with running drinkable water. Parks, broad avenues, beautiful architecture. And the Sacrada Familia at the centre. I didn’t fall in love with Christianity back at the orphanage, but I did then. A people this wealthy must have been blessed by God. And, conversely, the Condo must have been especially cursed. In the Divine Comedy, Jerusalem is seen as the centre of the Earth and the gateway to Heaven. The Condo must have been on the exact opposite side, I thought.

“Now, my parents were not entirely unproblematic in my upbringing. Something I noticed. They did not know how to handle a boy who had seen his first fatal shooting at age six. Neither did they know how to treaty a fourteen year old who had seen more shit than his adoptive father had. And they never lost a smug superiority over ‘saving and civilising’ me, even though they never dared say that aloud. I still write them from time to time. They are so proud of me. I see them for Christmas every other year. Despite that, they never felt like my true parents. And neither did my biological mother, who might still be alive on Khonar somewhere. I haven’t bothered to check yet.

“At age 18, I went to university. Studied Art History, because of course I did. I was obsessed with Christian art, with the idea of divine inspiration. Bernini, Da Vinci, Michelangelo… All the Ninja Turtles, my professor used to say. But also more modern Christian art. Antoni Gaudí was an inspiration, and I spent more time in his Cathedral than I care to admit. I even met a friend there, who I fell madly in love with, but my adoptive parents wouldn’t allow it. Actually sent me to Sunday school to get it all out of my system. After I graduated, I did some odd jobs here and there. Worked for this newspaper, worked for that museum, but I never landed a good, well-paying, long term job, despite my adoptive father’s best efforts.

“So, at age 28, with a small apartment where I could barely turn my ass, I applied for a theology study. I actually managed to land a scholarship for poor youth from a developing country, so being born on Khonar wasn’t all bad. At 33 I finished my studies. At 35, I got my PhD in the theology of depictions of Christ. At 36, I finally landed a job, as one of the curators of Vatican art. It consisted of giving tours to ambassadors and high paying Catholic donors, instructing the Pope in matters of art, and doing research in the Vatican library. This job was good. This job paid well.

“But something was gnawing at me. I travelled the world, saw all these beautiful paintings, just rotting away in museums. Unloved, not inspiring any kind of religious fervour or devotion. There was no passion. People take such art for granted, and why shouldn’t they? They did not work for it, and they have no connection to Christ. Art is not meant for uninterested mass consumption. It is deeply personal, and can only inspire through rigorous study. Which is why it is better suited in the hands of private collectors who pay large sums for the privilege. I would rather have one of those people grow a love for Christ our Saviour than I would have the paintings grow dim under the breath of a million uninterested teenagers.

“The Holy Father is old, sentimental, and has some misplaced love for developing countries. So, when I asked him if I could lead his efforts in the Condominium, to represent the Church and care for the lost souls, like I had once been, He accepted and appointed me his nuncio, Papal ambassador, to the islands. Of course, I care for the island’s wellbeing. I helped set up some Catholic hospitals and clinics, as well as modern orphanages and schools. I have to, because my money needs laundering, and there is no better way than through poor people’s cash flow. My diplomatic immunity, and the use of the diplomatic briefcase, has made me the perfect person to act as a mediator between those stealing high value art, and those willing to buy it. My knowledge in the field is unmatched, as well as my ability to make people pay out of their asses for the privilege. And I get paid, not only in millions and millions worth of untraceable dollar bills, I get paid in the glimmer and gleam of someone’s eyes when they first set eyes on their new acquisition. When I explain to them the history and hidden meanings, and the Christian symbolism. Even if they don’t know it, everyone who leaves the confines of my diplomatic Mission leaves a bit more Christian than when they entered.

“The world changes, though. The Condominium, now still the Wild West beyond the West, is beginning to fall in line. The tourist industry and petty drug crime can’t go together. Soon, the islands will know a new richness, built not by export but through the wallets of people with more money than sense. They will value the island as a paradise, and the mere thought of their millions will make this island crack down. And when they come, this island will see a renaissance like no part of the world has ever seen. And I hope to be at the forefront of that development.”
