I disagree. The Cards Lottery preceded the guild and was something initially met with apprehension. It was an important and notable step to the creation of the Guild.

Commends based on regional contributions are fine, but this clause does not describe an internal change that had a positive external change like creating stability, or defense from raiders for other regions.

Building up a stock of rewards is actually really important as it allows the Guild to institute new programs and bigger rewards without having to worry about the cost. Such programs directly contribute to regional stability.

Agreed, that is massively underfunding the programs the country needs to survive. Although since the decimation of the tax code on Nov 27th last year, they have been making positive progress in increasing the tax rate, albeit gradually. This is similar to your nation, although you have a lot further to go before your nation manages to properly fund its programs.
