I can provide you the total budget of the Ministry of Health, which is 700 billion Tridents.
Remembering that citizens who prove that they are unable to pay the annual fee for the government health insurance can receive a fee exemption through the Ministry of Housing and Social Welfare which in turn, has a budget of another 200 billion of tridents.

Merulla has tried to ban alcohol consumption in the past and failed, since then it has adopted a policy of not banning something that is already rooted in the population, instead banning new things, before they take root in the population, so it was decided not to properly ban conventional tobacco products such as cigarettes, cigars or pipes.
However, the Merullean government has the practice of the "disincentive tax", where it increases the value of tax on a certain product every three years to make people stop buying it, this practice is used in cigarettes and other conventional tobacco products. Currently, for each pack of cigarettes, you pay the equivalent of three packs. One for you to consume and the other two in taxes for the government.

Yes and no.
Alcohol falls into the same line as the conventional means of smoking, only with a slighter version of the discouraging taxation.
Recreational drugs, however, are strictly prohibited and there is no restrictions or special permissions to justify its use.
Medical drugs, on the other hand, are considered legal and are not taxed by the federal government, although some states decide to tax them on a case-by-case basis. Obviously there are laws that regulate the use of these medicines, requiring that certain medicines be sold only with a doctor's prescription.

Yes.
If they are able to pay for the services of these professionals, of course. Otherwise, they can look for the government's health insurance.

Naturally.
This is the minimum legal requirement for the operation of any private school. Although in public schools, there is a tolerance if it is a small or very poor city that is unable to provide the necessary quality standards. It's better to study in precarious situations than not study at all, right? Fortunately, these schools that do not meet the minimum requirements are less than 2% of public schools in Merulla.

Of course.

Unofficial data points to around 1.3% of the population.
However, we consider the completion of high school as mandatory. Therefore, it is illegal not to be in school unless you have completed this level of education. We do not have an appropriate percentage to give, as there are public measures to force citizens to complete secondary education, regardless of their age.
Parents that fail to keep their children in school until they finish the high school can lose custody of their children and even be arrested. Considering that this became law only in December of 1990, there are certainly alive persons who do not have the expected level of education among the older people, but we have no official data on this.

Merulla has great political plurality in all political spheres and levels.
The Merullean Advancement Party, the party of the current Prime Minister (and of the current Lord Senator), is a right-wing party whose political-ideological banners are Libertarianism, Laissez-faire capitalism, Fiscal conservatism, Minarchism and non-interventionism policies.
The Deputy Prime Minister, on the other hand, is from the Merulla United Christians Party. This center-right party is more focused on banners such as social conservatism, Christian democracy, Municipalism and Merullean nationalism.
The High Representative's party is the Merullean Social Democratic Party, which is a center-left party that preaches the ideologies of social democracy, progressivism, laborism, left-wing populism and anti-Stalinism.
