Notice to Foreign Governments:

The Imperium of Tinfect has received reports of Critically Infectious Autonomous Agents within multiple foreign states.
Prior foreign responses to the development of Critically Infectious Autonomous Agents within foreign states has been determined to be inadequate.
Operating State Antigenesis is hereby declared. The Emergency Antigenesis Division is hereby activated in accordance with Operations State.
In order to prevent the spread of Critically Infectious Autonomous Agents The Imperial Division of Military Command and Administration has been authorized by Imperial Law to enforce the following provisions of Mandate M139566 §37:

1. Imperial Forces assigned to Antigenesis operations are to be directed via special command infrastructure Emergency Antigenesis Division under Military Oversight.
2. The Emergency Antigenesis Division is authorized to appropriate and temporarily integrate foreign volunteer and non-volunteer forces engaged in Foreign Antigenesis Action,
3. The Emergency Antigenesis Division is authorized appropriate and temporarily integrate any and all foreign infrastructure or territories so as to effectively undertake Emergency Mitigation Actions.
4. The Emergency Antigenesis Division is authorized to claim any and all non-critical forces [§36] within Military Oversight for Emergency Mitigation Actions,
5. The Emergency Antigenesis Division is authorized to undertake Emergency Mitigation Actions, including, but not limited to:
   
   1. Commencement of Orbital Bombardment of foreign territories with which the Imperium is not at war in order to clear infected sites,
   2. Deployment of Antigenesis Legionary forces to foreign territories with which the Imperium is not at war in order to clear infected sites and secure uninfected agents,
   3. Destruction of foreign facilities dedicated to the development or reproduction of Critically Infectious Autonomous Agents,
   4. Deployment of Planetcrackers in order to eliminate areas of Critically Infectious Autonomous Agents in which no substantial uninfected presence persists, or which cannot be effectively cleared with other methods,

Per Mandate D562 §7, the Imperium of Tinfect is obligated to disseminate this notice to foreign states deemed actionable under Mandate M139566 §37 prior to the commencement of Emergency Mitigation Actions. Foreign states are to be additionally aware that any attempt to impede the progress of Imperial forces will be considered an act of war.
