I think it just says that when you password-protect the region. I'm not sure since I've never done Z-day before.

While Z-day is active, all WA delegates have access to free border control policies which become visible after Z-day starts. There is lockdown border control, which completely bans immigration into the region, and keycode border control, which restricts entry by means of a randomly generated four digit keycode visible to all residents.
