The international community would take enough actions (please specify which actions) to force the USA to relinquish Canada. International laws and norms do work.

No, that's a misunderstanding of the term. Casus belli is a Latin expression meaning "an act or event that provokes or is used to justify war" (literally, "an occasion of war"). A motivating ideology is not casus belli. If the Soviet Union had provoked Germany into war, then that act of provocation could have been used as casus belli.

Oh, I thought casus belli was an excuse that led to war, such as the Pearl Harbor attack in 1941 that led the U.S. to attack Japan.

Japan's attack on Pearl Harbor was a valid casus belli. In contrast, the Soviet Union didn't do anything that provoked Germany into war, but it did anyway.
