No, that's a misunderstanding of the term. Casus belli is a Latin expression meaning "an act or event that provokes or is used to justify war" (literally, "an occasion of war"). A motivating ideology is not casus belli. If the Soviet Union had provoked Germany into war, then that act of provocation could have been used as casus belli.

Japan's attack on Pearl Harbor was a valid casus belli. In contrast, the Soviet Union didn't do anything that provoked Germany into war, but it did anyway.
