United States of Natan's State Factbooks

The United States of Natan is a large nation. We have 161 states, as well as a capital district. As you can imagine, that's a lot of states, so I thought it would be fun to get advice from the community on designing factbooks for each of them. More specifically, I'd like help to assign each one a reasonable population based on my national population (which I'm gonna set at 10,485,938,189 for purposes of this) so that I can eventually draw congressional districts in each state (Seat allocation will be done based on the population in each state, and districts will be drawn based on that). This project will be taken one state at a time, so no rush!.
