You are a police officer. You've be in the force for a few years now. You're nothing spectacular; just an average, hum-drum law enforcement officer. Unfortunately you work in a precinct notorious for it's corruption. One day you walk in on what appears to be a group of officers sharing videos of what looks like several of the officers present beating a young man who the officers accused of spitting at them. The man in the video denies this claim and does not resist but is still brutalized by the officers, who laugh at him. As this is the first you've seen or heard of this incident you can only assume the man who was assaulted by your fellow officers never went forward with an accusation.

The officers notice you and prevent you from leaving. They encourage you to forget what you've seen or there will be "consequences", though they do not explain what they mean by this. It could be an empty threat or a very real, very lethal threat. You notice that several of the officers watching the video or present in the video are veterans, some of which have been decorated for their exemplary service. In other words these are popular, model officers with highly successful careers. You have multiple options.

You can inform your superiors, leak the story to the press, keep quiet, or resign. If you choose to confront your superiors with this information there is no guarantee they'll help you and could in fact cover it up. If you leak the story the officers will know it was you and nothing may come of it. By keeping the secret you've made yourself a party to this corruption. By leaving you've turned your back on your duty as a police officers to upheld the law and protect the citizenry. There is thus no "best" option; you must choose what you believe is the right decision.

Talk to the superiors first, very carefully, to determine who's friends and foes. Think of a strategy, document evidences – the incident suggests that such abuse will be common and widespread within my police institution. Leak it to the press, and then play carefully to ensure that the scandal benefit my position. I mean, decorated high position is just more flammable fuel for NYT and CNN. Brand myself as a reformist, but not to the point that I'll be seen as playing dirty politics. Make contacts with liberal political leaders, think of ways to ensure the security of my career, etc.

Of course, this is assuming that the scenario happens in the US. If it's in my country, I'll just keep my fucking mouth shut until the end of time, else I'll lose my face to an acid attack by paid thugs before Thursday.

I would never keep quiet about what I saw because that would make me just as bad as those cops. No one likes a bystander. I also wouldn't tell my superiors (maybe later on, but definitely not at first) because the chances of them covering it up are high. That removes any anonymity I could have had and if they are really corrupt they could get me fired or harm me. Tbh I would expose them to the public.

There is no way they can 100% know it was me who exposed them. Bonus points if it's leaked on social media (by the press), that could spread like wildfire.

Option 1 and 2 at the same time, leak to the press trough an anonimous tip while I report to my superiors, then the next step is to start posting in social media, if possible then at least audio could have been collected wich would help a lot to expose the corrupt ones, I would also try to contact the victim of the brutality, I shall never be silenced even if bribed, if I get killed for all that I guess I'll become a martyr.

That would be of course be if I'm not killed the moment I become vocal and before I've been noticed by enough people.
