[DRAFT] International Inheritance Protocol

Estate - any assets or currency in an individuals name
Charity - any not-for-profit corporation dedicated to helping for a specific cause of the greater good

1. If an individual dies everything from the individuals estate shall be passed to the people named on their will

2. If an Individual fails to specify who their estate goes to it will be donated to charities chosen by their family

3. If an Individual does not have any living family members the government will decide which charity it goes to

4. Governments shall not tax individuals inheritances

OOC: Sadly, there is probably a need for international intestacy rules. Fortunately, I have a draft on that. This doesn't do...well, anything for the suggested problem.
