Allow names of nations of "significant size" be made available for use again after 3 years or so.

I grew one nation for 7 years, but it ceated in 2010 when I got busy with RL stuff. I long forgot the password. It had a unique name that had a deep meaning to me and I still can't use it, even though it has been 10 years now
