It's been around 2 years since I clicked "Dismiss issue" on my special edition issue regarding my nation's national religion. I haven't gotten it since. What do I do?

It's purely RNG - it will come around eventually. I got mine last year, having dismissed the issue when I first received it in 2016.

Go onto your settings page, and it will be there. You can change it via that.

If they haven't received the issue then they very well can't change it since they would need to unlock it first.
