My interpretation: Building an observatory where locals may oppose it, such as in Hawaii

Issue name: To turn our eyes upwards?
Eligibility: Devolution
Background: @@NATION@@'s Ministry of Science had approved plans to build the largest telescope in all of @@REGION@@, and it was planned to begin building yesterday. However, protesters have blocked the roads leading to the build site at the top of Mt. @@ANIMAL@@, claiming this land is sacred and the project went ahead without their permission. Now locals and scientists are in a fierce debate over the future of this project.

Option A: "This was to be the largest optical telescope in the history of @@NATION@@" says your Minister of Science. "We can't give up scientific progress just for the sake of some religious folks who don't want our telescope. The next-best site is 2000 metres lower, and would be covered by clouds! Remove the protesters, and let us finish the telescope. For science! "
Result: People who live their whole lives on their land are forced to move for observation of galaxies.

Option B: "Stop the construction now!" yells a protester. "This land is not your land, this place is not your place. We were here before you, we did not give our permission for you to build here, and we do not want you here. For the sake of our people, give us back this stolen lane. @@LEADER@@, make them relocate it."
Result: People who lived somewhere their whole lives are surprised when they are forced to move somewhere else for religious purposes.

Option C: An old man comes up to you with a pained look on his face. "The debate here is a punishment from the Divine itself, for humanity has sinned by seeking false truth. If Heavens wanted us to look skyward, we would not have eyes but telescopes instead. End funding for any scientific research that dares go beyond the boundaries of our planet."
Result: The Geocentric model is back in fashion.

There are a lot of science v religion issues, so to make it stand out concentrate on the unique aspects. The TMT protests in Hawaii had to do with issues of indigenous rights. I think it might be better to cast the issue more about indigenous land rights than about religion; given NS's heavily secular leaning player base, a raw "science v religion" conflict like this isn't much of a conundrum.

I see, thank you. It is difficult for me to think of that kind of issue, but I will try to make it more like you said.
