By 2120 Pacifica has over two-point-six billion citizens, and every one of them a potential criminal.

Welcome to Vice, a role play set in the early half of the 22nd Century. A world of cybernetic enhancements, crime around every corner, technology run amok, and the only thing fighting for order in this dysfunctional civilization are the men and women of the Judiciary. Though, morality being subjective, one may find out where exactly you draw the line. Its a rough world and you may just as easily become a dirty cop as end up on the wrong end of a gun. So tread carefully...

Pacifica: 2120

It is the year 2120 and the Mega-City of Pacifica stretches from the Southern tip of Baja all the way to the Aleutian Islands. From the Pacific Coast, and threading through the Cascade and Rocky Mountain Ranges. Covering much of the former United States, Canada, and North-Western Mexico within its boundary walls. Built to originally house a billion citizens, Pacifica by 2120 is closing on nearly three times that number of registered citizens, with millions more undocumented. A city of immense wealth and squalor. Rolling villas in carefully preserved nature reserves are dwarfed by the horizon stretching urbanity and arcologies where the teeming masses of Pacifica live, work, and die. A city of ruthless corporate enterprise, scientific wonders for those who can afford it, and a mercifully short existence for the rest.

For crime is rampant and violence common in Pacifica, considered the worst place to live on Earth, and yet everyone still wants to live here. Probably because everywhere else is either a shadow of Pacifica's potential offerings or a radioactive wasteland. How common you might ask? Every three seconds a violent crime is reported. Gangs run many regions of the underground and block wars happen sporadically in various sectors leaving hundreds or thousands dead and wounded. If you can think it, then a black market for it exists somewhere in Pacifica. Everything from human trafficking, narcotics, weapons, laundering of cash, to illegal organ harvesting. You name it, its all there, just below the surface...

Where do you fit in? The Judiciary of course

The only people fighting for order in Pacifica are the men and women of the Judiciary, or informally known as the Justice Department. The most powerful organization in the City-State of Pacifica's government and by far the most critical to maintaining some semblance of stability. Even if its tenuous at best. The Judiciary of 2120 is very much an evolution of the United States Justice Department. Albeit, enjoying more power than its predecessor held, and out of necessity doing away with most court proceedings. Instead, opting for the creation of the Inspectorate; Judges, if you go by the word on the street. Inspectors are charged with the dispensation of justice as outlined in the Lex Pacifica and the Juris Americana. The first being the actual book of laws which Inspectors in order to graduate from the Academy of Law must have at least 25% of all three thousand pages memorized. The second being the practical application of the law which in effect is merely the standards and protocols the Inspectorate lives by in their applications of street justice. Every Inspector carries miniature copies of both with them when in the field. But what does this mean in dispensing justice? Inspectors have the ability and expectation to conduct a summary judgement of crimes and offenses by anyone within the boundary walls of Pacifica or its colonies. Up too and including summary execution.

And you? You're a rookie. Your badge all shiny and new but not yet earned. You still need to pass your final assessment. Your first trial by fire. The veterans who may become your peers would call it, 'The Baptism.' You and if available other rookies are assigned to a veteran Inspector who will conduct your final assessment before your newly minted badges are considered official, earned, and logged as fully made members of the Inspectorate. This assessment is pass or fail and entirely at the discretion of your supervising Inspector. Good Luck...

Earth: 2120

Earth is mostly a polluted, radioactive, or ecologically destroyed wasteland by 2120. The only preserved wilderness and nature surviving is in the territorial boundaries of the City-States which dot the globe. The survivors of past conflicts and the evolution of several nations. Pacifica is merely the largest and mightiest of them. Other such Mega-Cities or surviving nations include: Euro-City, covering much of England, France, Spain, Italy, Switzerland, Low Countries, and Germany with Portugal and Ireland serving as massive penal colonies; Eurasia, dominated by the Mega-City of Moskva-Minsk and including much of the former Soviet Union and the Ukrainian Rad-Wastes; Reformed Japan dominated by the Mega-City of Neo-Tokyo; Mega-Cities of Beijing and Neo-Canton which vie for control of mainland China with the latter allied to the surviving nation of Taiwan which is in turn a protectorate of Pacifica and Neo-Tokyo; Appalachia, a poor confederation of surviving towns and territories from Kentucky to New York; Neo-Brasil and Magna Medellin in South America as the two Mega-City States which dominate the continent; the rest of the planet is a patchwork of warlording petty states and the ruins of past civilization.

But how did this all come about?

The 21st Century and Beyond

In the mid-2020's increasing violent unrest, rising human population, and increasingly inefficient government bureaucracy led to the creation of the first 'Super-Municipalities' under the Donald Trump administration's second term. Dismantling the collapsing and corrupt West coast states into a single directly administered 'Super-State' within the confines of the framework of the United States Government. By the 2030's the groundwork of Pacifica was laid and urban sprawl began to see the formation of the first Mega-Cities. In North America from Tijuana to San Francisco and on the East Coast from New York City down to Washington D.C., necessitating the formation of other such 'Super-Municipalities' being formed in the United States and across the globe. The unintended consequence of this being by the late 2040's to early 2050's these semi-autonomous government structures began to exercise real autonomy over their internal workings.

This process of course was accelerated by the resource wars of the 2060's and 2070's as the planet's major fossil fuel producing regions began to have exhaust themselves. While, the first colonies on Luna, Mars, and the Jovian Moons were not yet ready to begin supplying Earth with the raw material she so desperately needed as the global population topped twelve billion. Leading to the 2063 Terra Accords which led to the solidification or creation of various supra-national blocs like the North American Union, European Union, ASEAN, and the African Union into effective super-states. Even if in name only while in 2064 the Treaty of Solar Colonization, establishing the boundaries and rights of each bloc, which added the LATAM League in 2065. But the worst began in 2072 with a flashpoint between India and Pakistan over diminishing fishing and clean water access. Resulting in a nuclear exchange that soon drew in most nations on Earth in the first global conflict not seen since the end of World War II. Nuclear Arsenals were unleashed and much of Earth's struggling ecosystem collapsed. Hundreds of millions died, millions more starved, and the greatest population displacement in history began. Leading to the swelling up of surviving polities with millions of refugees while civil order fragmented.

Several Mega-Cities and a few nations survived. Either as indirect targets or through their own defense systems. For when the dust cleared they declared themselves as independent states and the game of geopolitics began to dance around them as Humanity tried to recover through much of the 2080s and 2090s.

2095 and the Birth of the Pacifican empire

In 2095 the Supreme Assembly of Pacifica elected Winston van Cawlhorn as President of Pacifica and former Chief Justice for the Pacifican Judiciary. Van Cawlhorn and the newly incumbent Chief Justice, Theodore Delano MacNamara, instituted an aggressive foreign policy and internal strong arming. Facilitating a large military build up which eventually saw Pacifica exercise hegemonic superpower status over the entire Pacific Ocean region from Taiwan to Neo-Tokyo and back all the way to the Strayan Colonies and New Zealand Union Territory. While the Pacifican Solar Fleet patrolled the increasingly important commercial supply lines between Earth and the colonies dotting Venus, Luna, Mars, Asteroid Belts, Jovian Moons, and Neptunian Moons, and by 2105 including Pluto. In turn the Inspectorate also began to exercise judicial duties on various solar colonies and became the prime enforcers of Pacifican authority. Even extending jurisdiction over the Pacifican Military under MacNamara.


2120: Current Era

Pacifica is a dichotomy of Imperial glory rising from the ashes of civilization, but with a rotten core. The city is a microcosm of extreme affluence and horrendous poverty. Order may be present, but Law is a dream for many, and you're most likely to have the former enforced by a gang thug than an actual officer of the law...




Mega-City of Pacifica


The Mega-City is divided into three-hundred and nine Sectors grouped into six regions; North, which covers Alaska, British Columbia, and Washington State. Cascadia, covering Idaho, Oregon, and parts of Montana and Wyoming; East, covering Colorado, Utah, and Nevada; Sonora, comprising Arizona, New Mexico, and former North-Western Mexico down to Mexico City; South, covering Baja and former Southern California; Center, covering Northern California and the regions around the California Sea (former Central Valley). Each Sector is in turn broken up into various Zones signified by Letters A through Z. Though the number of Zones in a sector fluctuate and based on Sector demographics. It is common for more less densely populated Sectors to have only four to seven zones while others in former Los Angeles and San Francisco-Oakland will have over twenty. Sometimes a single arcology if large enough will be considered it's own zone.

The cityscape of Pacifica is punctuated by Mega-Blocks and Arcologies. While technically one and the same in function there is a colloquial difference by scale. Mega-Blocks are very much the size of one to a few city blocks in ground level square footage. Rising upwards like a massive skyscraper. While an Arcology is often its own self-contained sub-city stretching over as many as fifty square miles. It is not unheard of for citizens to be born, live and work, and then die in an arcology without ever stepping outside of its walls.

Technology and Themes

Pacifica is a city that could be described as Cyberpunk but leaning towards the darker side of the genre rather than neon. Its a gritty mega-city of the future were drugs and guns go hand in hand. Sex, violence, and rock and roll are the attitude of the night life. Cybernetics and other body modification exists throughout the city. However, much of the poor cannot afford these or have to obtain them from shady backstreet dealers. Much advanced technology of the early 21st century has spread to be common or further developed. It is not uncommon for the upper middle class or affluent to greatly extend their life spans with organ replacement, bionics, and high end cybernetic implants. Gene editing and mutations abound from the radiological damage afflicting neighborhood slums up against the boundary walls. Especially in the Southern and Sonora Regions in particular.

It is a cruel city overseen by an outwardly democratic government which is merely the superficial face of an authoritarian government primarily focused on keeping tenuous control over Pacifica and its external dominions. But it is not all grim and terrible. There are nice sectors of the city and zones where those with the Pacific Dollars and connections live well to do lifestyles.

As such the themes of Pacifica also are inspired by Dredd and other Dark Cyberpunk Settings rather than the slightly less dreary and more fantastical Neon Cyberpunk sub-genre.

The Judiciary


The Judiciary, more commonly known as the Justice Department, is the most powerful branch of Pacifican government and the city's enforcers of law and order. The Judiciary at first glance is a monolithic governmental organ of justice and stability. In reality their control is tenuous and unequal across Pacifica. Some sectors are well patrolled and maintained. Others it is uncommon for them to be under-policed and treated more as active warzones than a municipality. The Judiciary is a paramilitary in all but name and exercises control even over the formal military in their operations. The Judiciary's personnel operate grav-bikes, aircars, all the way to armoured vehicles and aircraft which people a hundred years prior would think belonged in a war. Armed with advanced weaponry and equipment it is all barely enough to keep the chaos under wraps.

The central headquarters of which is the Ministry of Justice located in Sector 1 in the former city of Los Angeles. Its grounds up against the Pacific Ocean and an imposing arcology itself. Housing the various facilities and administrative organs required to keep such a system running. Covering fifteen square miles and an additional five in adjacent auxiliary facilities such as the Southern Training Complex and the Military Command California Headquarters.

Other important facilities include the Academy of Law and the Regional Magistrates which in turn oversee the Sector Precincts.

The Inspectorate

The Inspectorate is the most infamous branch of the Justice Department. Given the power to summarily dispense justice in the field anywhere in the city and solar territories. All trainees, mostly chosen from state run orphanages, but also from volunteers that meet the stringent entrance requirements are sent to the Academy of Law located in the former Yosemite National Park. Inspectorate training is harsh, uncompromising, and demanding. Trainees are put through a grueling process of physical fitness, mental conditioning, specialist training in a chosen field, and survival programs. The wash out rate is 86% for every one hundred candidates. Upon graduation Trainee-Inspectors are sent to a Sector Precinct for their final assessment. Either as single pupils or in teams and supervised by a veteran Inspector for their first tour of duty which doubles as their final assessment. Effectively a six month probationary period where they are weighed as successful or failed Inspectors. Failure is immediate expulsion from the Inspectorate but not the Judiciary were they can still serve Pacifica in some other capacity. Success sees their badge be enrolled as fully 'sanctioned' Inspectors and no longer under another Inspector's supervision.

However, despite this intense level of training and the length of such tutelage the failure rate is seldom below 75%. This is accounting for a first year mortality rate of 33% and a 47% attrition rate of all causes over a five year period. As such merely making it through your first year earns you the status of veteran among the members of the Inspectorate and upon a successful completion of three years of service it is possible to enter even more specialized job functions like the Special Judicial Service, Internal Inspectoral Affairs, Mutant Operations, Wardenship, Undercover Operations, or Void-Inspectorship and sent to a solar colony to dispense justice there.

Inspector equipment is advanced but rugged and generally distributed by the availability of resources at a Sector Precinct. High Inspectors which oversee the Sector Precincts as such tend to be logistically frugal individuals and as such it is not uncommon for new Inspectors to be more sparingly equipped than their veteran, and seen as more valuable and reliable, peers. Inspectorate field equipment is typically broken up into Light, Extended Patrol, and Heavy categories.

Light equipment is often merely a close fitting body glove or leather riding suit with poly-carbon kevlar jacket and pads with optional hard plate inserts. Trusty Mark III Lawman side arm and a helmet which is equipped with an advanced computerization suite allowing broad spectrum vision, acoustic sensory senses, and data feeds. Alongside the usual gear of handcuffs, non-lethal restraint gear, and so forth.

Extended Patrol loadouts typically see sleek armor suits suited for combating gang elements and enough survival equipment for spending multiple days in the field. Only superseded by the Heavy loadouts which are typically only seen during periods of riot control, full on block wars, and civil conflicts.

The Mark III Lawman very much resembles a highly sophisticated Glock. Though slightly larger and having more electronic parts. The Mark III is highly versatile with a standard 9mm 13 round magazine with an additional 25 round front magazine capable of being cycled via voice command and manually via an electronic screen mounted to the left of the gun slid. The screen is capable of folding out from the weapon. Typical front magazine load outs include Incendiary, Armour-Piercing, High Explosive, Fragmentation, and the more exotic types including Heat Seeker, EMP Detonation, Non-Fatal Neurotoxin and Mass Reactive. The front of the weapon can also be fitted with a variety of attachments while the weapon itself is highly durable and rugged. Not entirely uncommon for Inspectors to use their Lawman in close end self-defense as a bludgeoning instrument. For security the Lawman is equipped with gene-sequenced ID technology and will detonate if used by anyone else other than the Inspector coded to use it. This detonation feature can also be activated by the owner of the weapon as a last ditch grenade weapon to explode on a three second timer. Other such benefits of the weapon include distance to target and aim assist features.

Arbitrator Corps

Due to the nature of the Inspectorate it is infeasible that they be the sole law enforcement force in Pacifica. As such the existence of the Arbitrators exist in parallel to the Inspectorate while also subservient to it in the field. The Arbitrators are more closely what 21st century police forces are. They do not have the authority to dispense summary justice but make up for this in numbers and operate as an internal armed force for the Pacifican Government to call upon. Arbitrators are often made up of Inspectorate wash outs, volunteers, or orphans from state run institutions. As such they often share extreme loyalty to the state and as such have earned them a plethora of nicknames including 'bucket heads,' 'plastic boy,' or, 'Stormtroopers.' All of which earned from their equipment appearance, their true para-military doctrine and ability to deploy in sufficient numbers as to wage war themselves if need be. The Arbitrators like the Inspectorate have their own specialist formations including special operations, undercover, void operations, and so forth.

Arbitrators are based out of Arbitration Command in the former Yosemite National Park.

Pacifican Armed Forces

Not necessarily part of the Judiciary but more or less subservient to it. The Pacifican Armed Forces have become more a token force than a full military outfit. Their role increasingly taken over by the Arbitration Corps and marginalized to Naval or Voidship spheres. This can be seen in the gradually increasing funding, equipment, and personnel transfers to the Arbitrator Corps as MacNamara's tenure as Chief Justice has continued.

Pacifica Government


The Pacifica Government is made up of three branches as befits it original United States roots. Legislative in the form of the Pacifican Supreme Assembly which is made up of representatives of each Sector and Regional Councils forming a Lower and Upper House. The Executive Government in the form of the Presidency and Cabinet. Then the Judiciary headed by the Chief Justice and the Council of Joint Justices. However, the Judiciary is by far the most powerful and often more than capable of cajoling the other branches into conceding to Judicial requests or demands.

The Pacifican Assembly is made up of 731 members. Each Sector able to field one to three representatives based on population and then the seven to twenty-one member Regional Councils. Sector Representatives serve for three year terms for two term limits and democratically elected among the Sector's regional population. The Regional Councils are chosen by bloc voting from each Zone in a winner take all election every eight years and serve for life or voted out of office if a 'No Confidence vote' is called by the Sector Representatives.

The Executive branch is headed by the Presidency with the current President being Annabeth Bei-Xi and supported by a cabinet covering various spheres needed to run Pacifica. The President serves four year terms with a three term limit. The current President is in her second term after winning the 2118 elections. Political parties technically banned since 2092 but more or less operate as lobbying interest groups in the Legislative and Executive branches.

The Judicial, headed by long time Chief Justice MacNamara is overseen by himself and the fifteen member Council of Joint Justices of which he is the fifteenth member. But forbidden from voting on rulings unless it is to break a tie.

9. I reserve all operator rights and character death may be a concern. Plot armor doesn't exist for you. Walking blindly into gunfire probably won't end well.

Appearance: Inspector Zvezda stands at 180cm and well proportioned and muscled due to years of training and the hardships of being an Inspector. She bears no scars or tattoos except for a serial number on her left wrist that she states is from her old Ward House. Described as beautiful in an icy sort of way, with a serious expression and often a scowl on her face when in the field.
Personality: Zvezda is best described as a 'no nonsense' type. At least when in the field. Though this does not seem to inhibit a certain crass sense of humor about various situations. When not in the field Zvezda is either training or allowing socialization with her peers. Though, various officers from the Inspectorate and other branches of government have noted her almost single minded nature regarding her job and duty. Complimented by a socially present if aloof mentality that borders on the anti-social.

Family Background: Zvezda is an orphan and never knew her parents. Further all records of her birth were lost in a fire which saw much of the sector Administration building archives damaged. Though, she is supposedly from Pacifica North and possibly the Polyarnaya Arcology which is were her middle name is derived. An arcology with numerous slavic migrants from the wars of the 2070's and as such she is likely of Eastern European stock.
Personal History:
Inspector Zvezda grew up in Pacifica Ward House Zero-One-Five in Pacifica North's Vancouver Arcology from the age of five to eleven. At which point she was taken to the Academy of Law in the former Yosemite National Park and raised as a prospective servant of the state. Graduating top of her class in law and field survival. At age fifteen she was selected for Inspectorate Training and began as the youngest in her intake class. Apparently, the Council of Joint Justices providing an exemption to the normal age sixteen minimum entrance level. Whereby, Zvezda progressed and portrayed a single minded loyalty to Law and State. Much to the chagrin of tutors who made frequent dismissive reports that Zvezda was 'too uncompromising' when working with teams of trainees. This was often complimented by reports of anti-social or stilted behavior around her peers.

At age Eighteen she graduated and was to her first field assignment in Sonora's Sector 111 with five other newly minted Inspectors. One was killed by the second month, another transferred to the Arbitrators, one maimed, and the fourth wounded but recovered. Zvezda passed and was then transferred to Pacifica North's Sector 55 around the Anchorage Starport. There she and other Inspectors brought down a human trafficking ring smuggling people from mainland China to Pacifica.

Zvezda at age 22 purchased a small apartment in Pacifica East in the former Rocky Mountains. Though she apparently uses it rarely and has spent the last two years serving in Sector 13, Pacifica Center, one of the most notoriously violent Sectors in the city. Two years later she has been selected to conduct the final assessment for a team of trainees fresh from the Academy of Law.

Additional Information:
Zvezda is known to make use of the Mark V Shadow suit when in the field. A specialized suit only distributed direct from the Ministry of Justice's own armory in its sub-levels.

Incorporating stealth technology on top of the usual capabilities of allowing Inspectors to survive knife stabs on the plates, concussive mesh, and survive certain small arms fire while also allowing uplinks to vehicles and equipment in use by the Inspector.

Face Claim: Niko Bellic

Appearance: Around 5'9, with pale skin, short brown hair and distinctively Slavic features. 170lbs, with noticeable muscle tone and several healed scars. Notable tattoo of the Serbian National Coat of Arms on his left arm.

Personality: Gruff, quiet, a bit cold, though not outwardly unfriendly. Pasha has simply seen enough things in life to know that it's better to keep your mouth shut most of the time.

Specialization: Frontal Assault / Direct action.

Cybernetics: Mostly Standard issue Pacific Military augments, most of the more advance ones that could be removed safely were upon the end of his term of service, leaving only the ones that couldn't be removed with out great cost to the state.
Series 3, Mk.4 Skeletal augmentation - The replacement of weaker bones with a metal composite and the reinforcing of the rest with a 8 micron thick layer of ceramic carbide, does not exceed 3% total bone mass due to possible white blood cell necrosis.
Series 3, Mk.2 Muscular augmentation - The coating of natural muscle tissue with a carbon nano-fiber meshing, both reinforcing it and increasing its tensile strength, rated for up to 440 lbs dead lifts.
Series 3, Mk.8 Augmentation Controller chip and neural network - The Replacement of the natural nervous system with a synthetic grown copy designed to interface with Series 3 augments, 20% increase in reaction time and accuracy, controlled by a Controller chip embedded at the base of the skull with external port for interfacing, requires Military grade decryption to access by default.

Family Background: Even mix of Ethnic Serbian and Russian. He had an older brother, Markos, and a younger sister, Sofia. Markos is confirmed dead as of 2099, and Sofia is crippled from the waste down.

Personal History: Born in the 2084 in the former republic of Serbia, in it's former capital of Belgrade, Mikhail watched as former Serbia crumbled around him in his youth. Loosing an older Brother in what would become known as "The Second Yugoslav Wars" or simply "The Second Yugo wars" as the countries that made up Former Yugoslavia went to war with each other as Eastern Europe suffered in the aftermath of WW3.

His father, having ties to former Russian intelligence networks still operating in Eastern Europe to pay passage to America at the cost of having to stay behind. Good things come to an end though, and with in a week, his mother died, his younger sister was nearly killed in a gang land shooting and paralyzed from the waste down, and his business was broken in to by a rival shop, stealing most of his parts and equipment. With a younger sister who was now dependent on him, and which his only usable qualification left being his war time experience, he took up the offer to join the Judiciary and soon left for the academy.

He did well, passed his physical exams with flying colors and ranked among the highest in his class in the fields of Fire arms, hand to hand combat and urban warfare. He did suffer in the areas revolving administrative work, paperwork, and memorized the bare minimum of the Lex Pacifica, finding the book utterly painful to read. He did how ever score rather high on escalation tactics conversational tactics, often preferring to attempt to stop a fight before it began. Now with his final test coming up, he aims to make something of him self among the Lawmen of Pacifica and hopefully actually make a change in the community he lives in.


Additional Information:

Being some one will and truly intimate with all things involving fighting, he has chosen to tailor his kit to his liking. Using the light uniform body glove as a base, he ops outs of the soft vest and instead chooses a proper hard plate carrier affording him proper protection, preferring to use heavier Boron-Carbide plate inserts combined with softer, flexible armor coverings over his arms, legs, and hands while making use of hard knee caps and elbow pads. He carries his duty pistol on his right hip, a back up pistol hidden in a soft holster on the inside of his plate carrier, and will often carry a long rifle on a sling.

Family background - Ethnically Laotian. Born to a pair of low level Triad gangsters in Zone F, Sector 3, of the South region. Both parents deceased as of 2118.

Personal History - Born into the Triad and raised to be a fighter for the underground. Then know as Akamu, Connor was extremely adept in the ring. He began fighting formally in the Triad underground at age 16 after having spent almost his entire life up until that point training in the dirtier and less honorable forms of hand to hand combat. He rarely saw his parents. They sold him to the Triad in almost every meaningful way. His memories of them extend only to major holidays.

The Triad was tough but not cruel. He had a certain degree of freedom. As long as he never missed any training sessions, and never hurt himself too severely, the Triad handlers that would care for him hardly gave a damn what he got into. He eventually fell in love with a girl. And outside of his training, she became his world.

When he began fighting formally, he seemed unstoppable. He went over a year being undefeated in the ring. But the Triad care more for their profits than they do the well being of their people. One day the Triad told Akamu to throw a fight. The odds were so far in his favor a minor bet against his was set to make them billions. He could not do it. He didn't understand why he was told to lose. And he believed that being the best fighter the Triad had made him untouchable. He was wrong. They punished him by severing his arms. But that was just the beginning. They took the woman he was in love with, and destroyed her in every heinous was a person could imagine. And they made him watch all the while.

He was tossed into the gutter to die. But the unlikely kindness of a stranger got him help. He sat in a hospital, armless, and racking up debts that he could never hope to pay. So he turned to the only place he thought could give him power, and help him justly right the wrongs done to him in this world at the Triad's hands, the Judiciary.

Disowned by surviving mother, no contact between the two for the past two years.

Personal History: Born to a Mafioso Irish Family, Michael was put into a series of highbrow institutions, under a pseudonym bought through government corruption, that would sharpen his mental intuition and apathy for organic life. He quickly found himself excelling in biological and chemical studies by the age of ten. Michael found himself in the belief that organic life was naturally flawed and could only be improved through the introduction of cybernetic augmentation until all that is left is the human brain. Due to this, Michael would expand his horizons into cybernetic and computer technologies while also studying chemical compounds. He found a great deal of enjoyment in experimenting with explosive chemicals. This would result in a tragic accident that would scorch the entire lower half of his chin at the age of 15. He spent a year having dead tissue removed from his face including his scared nose and destroyed jaw. During this time, he was sustained through feeding and breathing tubes. Michael would take the opportunity and his famalies wealth to have his face and throat cybernetically reconstructed. This included the implantation of a robotic voice box to replace his own organic one. He would return home by the ave of 17 when a raid on his family hous by an opposing criminal family left his father dead and his mother mentally scarred. His relationship with his mother would quickly fall apart and he would leave the family at age 18. In the time from 18-20, michael would decide to reject the family history of criminal activity and commit his specific skills to law enforcement.

Personal History: From a young age Uxia was taught the art of stealth by her smuggler parents, frequently being taken on smuggling runs. This came to an end when she was ten when her parents got busted by the Inspectorate and Uxia herself was taken into the care of the state in one of Pacifica's Ward Houses. At age sixteen she was chosen as part of a draft of prospective Inspectorate recruits for the Academy of Law.

Uxia's time at the Academy is marked by her insubordinate streak, her rebellious nature and disdain for authority meant she came close to being kicked out of the Academy. She was stubborn enough to prove her instructors wrong to pass her training, admittedly scoring high enough to avoid washing out. The skills she learnt from her parents to evade patrols whilst doing smuggling runs helps her act under the radar of security systems, something that was noted in her time at the Academy.

By the time Uxia graduated from the Academy, perhaps to the relief of some of her instructors, she'd been tempered somewhat. Though still stubborn and disrespectful of authority, she's less confrontational than when she started her training.

Additional Information: Perhaps due to her smuggler heritage, Uxia has a naturally affinity towards covert surveillance ops. Her Academy record also notes high marksmanship scores.

The long civil war between the coalition of narco cartels and patronage networks on one side and the crumbling government on the other was coming to an end. Being a military family, the Marroquins had instinctively sided with the Colombian government without seeing the writing on the wall, which was that the narcos often provided better security for the masses than the government could, precipitating the latter's gradual loss of public support.

Captain Arturo Marroquin of the Colombian Army knew that the war was lost by this point, but he was not about to allow his family to become a blood-soaked example to other defeated opponents of the narcos. In a massive smuggling operation that required a great deal of money and even more luck, he organized the flight of the entire clan to Pacifica. Several million other Colombian refugees opposed to narco rule, known as Montoneras, went with them through similar means.

Since the family expended all of their material wealth in the mere act of getting to Pacifica, they arrived completely destitute, settling in the primarily Spanish-speaking Sonora region outside of what had once been called Tuscon. This was how Jaime grew up: in mud-brick shack that had electricity for seven hours a day and 'water' that couldn't be trusted not to kill you. Internet happened at the public library, which doubled as the HQ of the local Sinaloa chapter, or not at all. In the 21st Century they had called where he lived Pima County. In Jaime's day, administrators called it Section 44 - but most people just called it 'Magnum' - in reference to the caliber of revolver.

Magnum is claimed, notionally, by Pacifica, but owned and operated by the Sinaloa Cartel. During Jaime's childhood this was even more true than now. This fact of life was particularly grating to his father, who as a former army officer who had just lost a war to narcos in his home country, was not predisposed to work with the local cartel authorities. With no money and only military service to market himself with, Arturo had fallen quite naturally into a new role as an Arbitrator Lieutenant. His particular passion for hunting down narcos earned him a bullet in the back of the head when Jaime was ten years old, from one of his own men no less.

Not long after, a social worker visited and determined that Jaime would benefit immensely if he was uprooted from his mother and sister and deposited in a state-run ward in San Diego. Amanda only escaped this fate by being one year older than the cut-off age of twelve.

Being a ward of the state made Jaime a bitter child, but fighting and racing bigger, older kids also turned him into an athlete, and poking around the streets of San Diego during unsanctioned urban expeditions taught him how to lie with the proficiency of an international spy or big-city lawyer. It may have made him an Asshole in the social sphere, but given his eventual career 'choice', this was the best thing to ever happen to him.

At seventeen, Jaime went from one institution to another when he was drafted for Inspectorate training. Hardly expected to crack the crucial two-month mark, let alone graduate, he was one of tens of thousands of poor kids the Academy taps for the purpose of being warm bodies.

But, though the Academy had hardly been his choice, a white-hot rage towards the particular kind of crook that had killed his father and sent his family into political exile drove him to success where others might have washed out. He over preformed in field workouts and took to the coursework with gusto, though he was no one's idea of an A student. Where Jaime had talent, he applied it, and where he didn't, he simply forced himself to work harder than most. He developed a particular aptitude for undercover work shaped by his life in San Diego - this quickly became his specialization. Instructors noted a frightening ability to lie, manipulate, convince others of his own credibility, and otherwise ingratiate himself with people that in the real world, he would very much like to hurt.

Being a ward of the state made Jaime a bitter child, but fighting and racing bigger, older kids also turned him into an athlete, and poking around the streets of San Diego during unsanctioned urban expeditions taught him how to lie with the proficiency of an international spy or big-city lawyer. It may have made him an Asshole in the social sphere, but given his eventual career 'choice', this was the best thing to ever happen to him.

At seventeen, Jaime went from one institution to another when he was drafted for Inspectorate training. Hardly expected to crack the crucial two-month mark, let alone graduate, he was one of tens of thousands of poor kids the Academy taps for the purpose of being warm bodies.

But, though the Academy had hardly been his choice, a white-hot rage towards the particular kind of crook that had killed his father and sent his family into political exile drove him to success where others might have washed out. He over preformed in field workouts and took to the coursework with gusto, though he was no one's idea of an A student. Where Jaime had talent, he applied it, and where he didn't, he simply forced himself to work harder than most. He developed a particular aptitude for undercover work shaped by his life in San Diego - this quickly became his specialization. Instructors noted a frightening ability to lie, manipulate, convince others of his own credibility, and otherwise ingratiate himself with people that in the real world, he would very much like to hurt.

Uxia's time at the Academy is marked by her insubordinate streak, her rebellious nature and disdain for authority meant she came close to being kicked out of the Academy. She was stubborn enough to prove her instructors wrong to pass her training, admittedly scoring high enough to avoid washing out. The skills she learnt from her parents to evade patrols whilst doing smuggling runs helps her act under the radar of security systems, something that was noted in her time at the Academy.

By the time Uxia graduated from the Academy, perhaps to the relief of some of her instructors, she'd been tempered somewhat. Though still stubborn and disrespectful of authority, she's less confrontational than when she started her training.

Additional Information: Perhaps due to her smuggler heritage, Uxia has a naturally affinity towards covert surveillance ops.

Her father helped install the sense of discipline and fortitude that she would need later in her life. The father daughter moments they had together always involved something martial or businesslike, for he wanted her to take over the business when he was gone. This was not to come though, in a freak accident dreadfully similar to her mothers years before, Savannahs father was taken away from her. It was so unexpected that he had not even written a will, and like vultures at a meal, the body of his business was picked apart. Savannah, 15 at the time, was left enough to live by herself in Edens Lawn and even had enough to make most of her life comfortable. However she felt empty like this, as if the purpose in her life had vanished.

Depression hit her hard and she contemplated suicide multiple times. Family members who once doted on her as the perfect daughter and the heir to the families pride now had nothing to do with her. It was this and a bit of propoganda that snapped her out of her stupor. She was gazing out the window of her apartment one day, as she did most days, when the peaceful streets before her erupted into anarchy as the Judiciary cracked down hard on a neighbor of hers.

She later learned that the man who the Judiciary captured was guilty of much high level fraud, but that didn’t matter to her, what mattered to her was what she saw. Like a moth drawn to light she found the idea of becoming one of the best law enforcement in the nation irresistible.

Another neighbor of hers, a kind elderly man who had once been a member of that elite order was delighted when the once energetic young woman pounced on him at her first change and bombarded him with questions about how to join. He hit her with the hard truth, she would need to fully devote her next few years towards preparing her mind and body in order to be a inspector.

In his spare time, he would focus on various puzzle and mental games to satisfy his growing need for mental stimulation. Jonathan had always wanted to become an investigator and wished to join the Academy of Law, but pressure from his family meant that he settled for a desk job that involved sitting in front of a computer and handling various sheets.

That was until one of the corporate executives at the corporation he was working at got murdered. The investigators sent by the Judiciary to handle the case failed to find out who the murderer was. Jonathan, acting on his own and launching a private investigation, was able to discover who murdered the corporate executive; it was a hit job ordered by a former business partner, who years ago had been cheated from his money by the victim. The Judiciary took notice of Jonathan's talented handling of the investigation and offered him to join their body.

First, though, he would have to attend the Academy of Law. While hesitant at first, as he was older than most attendees at the academy, Jonathan decided to give it a go. He felt that becoming an investigator would finally satisfy his need for mental stimulation. Academically, Jonathan did excellent as he was able to memorize completely the Lex Pacifica and the Juris Americana. On the other hand, though, he was barely - and with great effort on his part - able to pass the physical examinations. Instead they were at the mercy of their guards, whose whims proved fatal to his mother.

Despite this his father managed to get himself and Adrian to a human smuggler's boat to escape their sentence by crossing the Atlantic. Yet the ship was in less than adequate shape resulting in another tragedy. Upon arriving to the gulf of Mexico a freak accident sparked fire that took down both the ship and his father. Hadn't it been for the timely arrival of some corporate coast guards the sea would've claimed him too. The guards then proceeded to relieve Adrian of what valuables he still had, before rushing him to a Pacifican orphanage.

In orphanage this boy, who had known little else than hardship, sparked the interest of the Justice department. Despite all, his will was still unbroken, will to uphold order in a world that to him had had none.

Additional Information:

Adrian has a curious fascination with fire, sparked by the accident that took his father. In his day to day routines this is visible through his preference of traditional cigarettes over electrical ones. When inquired, the answer has been "i simply enjoy watching the embers".

Personality: Victoria can be quite outgoing, she enjoys life and every once in a while enjoys a good, heavy party, and she'll never pass on a drink, though she is smart enough to not get hammered, as that could and would often lead to death or injury back in her neighborhood. However she is also quite brunt and can be outright aggressive at times, usually happier to settle things with fists then words.

Personal History: Victoria had a very rough childhood, living in a rather poor and violent neighborhood. She lived alone with her mother, her father having died shortly after her birth. She was mostly home schooled by her mother, more out of necessity then desire, as it wasn't always safe to travel to or stay in the local schools, though the times that there was a relative peace in the neighborhood she would be sent to school, where most were surprised to find she was a natural learner, with a keen and sharp mind. However even with this, Victoria mostly ended up running with the local kids in street gangs, nothing too heavy, mostly just gangs of kids getting into fights with gangs of kids from other neighborhoods.

She learned early that where she lived might made right, and as she grew older and her body began to develop and mature, this fact was reinforced, and she made damn sure to be able to fend for herself in case she had too, and there were several times she did. Even in all the chaos of her life, Victoria did brave the streets and gangs to travel to a nearby Mega Block that offered a free library, where she devoured the books that were available.

With her mind, looks, strength, and general situation Victoria was sure she would end up in one gang or another and that would be her life, however short it would turn out to be, but when she was fifteen her mother was severely hurt and crippled. A long lost uncle showed up at the hospital, surprised to find he had a niece, and insisted on having them move in with his family, after all he lived comfortably enough as an engineer employed by the state. With little real options, Victoria ended up agreeing, and while getting to know the extended family she had never known existed, her uncle pulled some favors and got her tested for the Academy. To her own surprise she was admitted pretty readily.

Once in the Academy she seemed to excel, especially in physical aspects, and her childhood and teen years of fighting seemed to give her an edge over those who hadn't had such a rough upbringing. It was also at the Academy that really saw her mental prowess take off, becoming a highly ranked academic student and memorizing almost the entirety of the Lex Pacifica, though her physical abilities remained her primary strong suite, themselves also expanding considerably with the Academy's diet and strict physical regimens, which she happily embraced regardless of how grueling they were.

Additional Information:
She is a highly skilled fighter, and has a fighting grace most wouldn't think she possessed, as she almost always seems to be able to win her fights with brute force and shock.
She is quite proficient in firearms, especially with the Mark III Lawman sidearm.
Victoria is also armed with the Armat Battlefield Systems Peacemaker Series 2119 combat shotgun.
Victoria is a developing psychic, though she is totally clueless to this development.
