Prevent is not designed to be punitive. Not like the PRC’s Minority Report on steroids stuff.

Under UK law you have to actually commit a crime, be convicted via legal proceedings with due process to be punished.

In the PRC you get punished simply because they state thinks you might be more likely to commit a crime.
