(OOC: I also remember that with a political representation proposal. However, that was in reference to electing heads of state, not ambassadorial staff. Personally, I don’t see this as an ideological ban. The key element of a non-democratic government is not having the country’s leaders or laws decided by election. Ambassadors don’t directly pass laws or are involved in government.)
