High MV cards are usually (with a few exceptions) result of bank transfers. A transfer is when a nation sells a card to a puppet for a high price, in order to move the bank to the main nation. Those cards gain a high market value, but it is purely artificial, and is bound to fall one day once the high trade drops off the list of 10 most recent trades.
Anyways, for the people who still buy them, I'd say 10% to 20% of MV is a good price. I don't buy them, though.
