The USSR
France
and the U.K

there are 10 non-permanent positions that a country is elected to in 2 year cycles
Position A: Vacant- Polaria awaiting vote: 7/8 votes (14 active members) 5 no's, 2 undecided
Position B: Vacant- Turkey (Until April 1951
Position C: Iran (until may 1951)
Position D: Vacant- Poland awaiting vote: 6/8 votes (14 active members) 4 no's, 3 undecided
Position E: Vacant- Brazil awaiting vote: 6/8 votes (14 active members) 4 no's, 3 undecided
Position F: Vacant- Siam awaiting vote: 7/8 votes (14 active members) 3 no's, 4 undecided
Position G: India (Until Sep. 1951)
Position H: Germany (Until Oct. 1951)
Position I: Vacant- Uruguay awaiting vote: 4/8 votes (14 active members) 3 no's, 8 undecided
Position J: Vacant- Netherlands 5/8 votes (14 active members) 1 no's, 7 undecided 1 abstain

I do believe that Polaria and Turkey were put as temp. members of the SC.

I would presume the UN needs to vote on whether to allow Polaria and Turkey into the SC. In that case:

The Free State of Uruguay votes yes to both Turkey and Polaria being appointed to seats in the Security Council.
