Eh, actually the borders of Srpska were drawn to match the local divisions. That is why they are awkward. The local divisions are messy and awkward, the people are not necessarily clustered in a compact contiguous area.
So “fixing them” is not easy. Especially as governments of the region do not necessarily agree on where the borders should be.

Poorer countries with more ethnic hatred managed to do the same thing plenty of times. Yes it would have been hard but it isn't like that is an unheard of thing in Europe. People need an incentive to move, and when you're incentive is "don't get killed" you're essentially bullying them to move, meaning that you'll end up with the very same hostility you've tried to prevent. Yugoslavia needed loans, and was denied said loans. If Yugoslavia got the desperately needed loans, we could've seen the Balkan History unfolding differently, and much less tragically.

Edit: I'm sure the charges against the Kosovoan President are legitimate, just as they've been legitimate for every single fucking Balkan leader that ever served during the armed conflicts of the 1990s. That alone doesn't undermine Kosovo's rightful sovereignty and right to remain independent from Serbia.

Horrific point if you're a Serb living in North Kosovo. Returning North Kosovo to Serbia, de jure, wouldn't be complicated, since it already has clearly defined borders which are rather easy to defend. And it's a part of it de facto. I'm also confused as to what makes Kosovo's sovereignty rightful - was it the ethnic cleansing or the organ trade? Here's an actual map of North Kosovo:
