[Description] A shortage in packaging at the largest cheese factory owned by the state has resulted in almost all the cheese in @@NAME@@ to go bad. The stoppage has also made the price of bread and many other foods that go with cheese to skyrocket. There's so much traffic from people buying things it took 4 days for you gather everyone needed. Many are starving and angry, some are even threatening to start a riot.

[Option 1] "Get rid of it all, it's that simple." says your top advisor @@RANDOMNAME@@ for all things gone bad. "This may cost us to make another cheese factory and some @@CURRENCY@@, but I mean what else are we going to do with this stuff." @@HE@@ adds.
[Effect] projects are often scraped after a single mistake.

[Option 2] Your aunt @@RANDOMNAMEFEMALE@@ walks in. "What did I always tell you, just cut off the bad parts and keep the rest." she remarks as she looks in the mirror to see if she has any grey hair.
[Effect] the title Aunt is the greatest title.

[Option 3] "That's just ridiculous!" screams Chester Cheeser, the top cheese taste tester. "Have y'all heard of blue cheese. Let's give every restaurant some of that stuff." @@HE@@ suggests while cleaning @@HIS@@ cowboy hat.
[Effect] chefs don't even know the secret ingredient.

[Option 4] "Have you ever smelled moldy cheese!" yells military general @@RANDOMNAME@@. "It's disgusting. We can use it to force enemies out of cover and maybe lend it to police!" @@HE@@ then gets on the ground and starts doing push ups.
[Effect] weaponized cheese is more popular than tanks.

[Option 5] Just then a TV turns on and knowledge battle with the controversial figure Alex Bones is on. "This is a set up by the government to help improve relations with other countries within @@REGION@@! We can't let them starve us while using our tax money to buy things we didn't need! The people come first! How about we riot!" he yells angrily .
[Effect] cheese man is an international hero for blocking a tank.

First, @@NAME@@ probably has more than one cheese factory. Second, people probably eat enough things that aren't cheese that a cheese shortage isn't going to cause an immediate famine.

You're approaching the issue from the wrong angle and that has caused it to be a massive non sequitur. Cheese going bad would only affect the prices of other products that use cheese - not all other dairy products. Furthermore, unless the State has artificially created a cheesemaking monopoly, no single company could account for "almost all the cheese in @@NAME@@ to go bad". I'd really suggest reading up on the Norwegian Butter Crisis as it seems to be close to what you're going for.

If you use the Wikipedia article for inspiration, I think you could come up with a much more compelling framing for the issue. Maybe the shortage is caused by some force outside of your control and the crazy option 3 is someone trying to control it. Or maybe it stays more similar to the current draft with it being a deficiency in the manufacturing process.

The Norwegian butter crisis would definitely make a better issue, I agree.

Also, the EU butter mountain that resulted from over-subsidization would be a good source for an issue: https://en.wikipedia.org/wiki/Butter_mountain

The premise you're currently on, however, doesn't work.
