[PASSED] Condemn Raionitu

Another draft I have been thinking about for a while. It's been close to three years since the last raider condemn, but here's a draft to change that. Thank you for tips, comments, etc., in advance :)
The Security Council,

Observing that Raionitu is a high ranking member of The Black Hawks, an infamous raider group previously condemned by SC#52 and SC#217, and currently serves as Council Advisor in that region;

Noting that Raionitu has a long history of raiding, being responsible for several of the largest operations in The Black Hawks' history, but which have largely gone unnoticed by the Security Council;

Dismayed that Raionitu has participated in hundreds of raids, as well as assisting in the invasions and occupations of notable regions such as Westphalia, Japan, The Western Colonies, SPACE and The Dank Meme Alliance;

Shocked that Raionitu has led invasions and occupations of Shadow Proclamation, Laisezz Faireholm, District 12, World Space Administration and Philippines;

Stunned that, in 2016, Raionitu organised and led Operation Blackout, where The Black Hawks seized control of over 120 regions in a single night;

Disturbed that, in 2017, Raionitu infiltrated Illuminati, a region of over 100 nations, gaining the trust of it's native residents. Raionitu then proceeded to use that trust to invade, occupy and destroy the region completely;

Further noting that Raionitu infiltrated and gained the trust of the residents of Communist Alliance, another region of over 100 nations, using their influence as Vice-Delegate of that region to invade and occupy that region;

Denouncing Raionitu's actions against the Security Council, unseating several delegates in order to influence the outcome of votes, notably against resolutions to liberate Illuminati from The Black Hawks' occupation of that region;

Acknowledging that Raionitu served on the Council of Hawks, the Black Hawks' ruling body, as Head of Training. In their capacity as Head of Training, Raionitu instructed and mentored others on how to invade;

Appalled that Raionitu also served as Overseer of Talon, teaching new members of The Black Hawks in the ways of infiltration, as well as overseeing several large scale invasions and occupations;

Reaffirming that Raionitu's actions warrant condemnation,

Hereby condemns Raionitu.


The Security Council,

This came directly after the discovery of Predator, a superweapon in violation of international law. Operation Blackout served as a rallying cry for further raids, and showed that raids of this size could be done without the use of illegal weaponry. This in turn inspired further raids of similar or bigger scale, and the operation continues to be seen as a point of pride by invaders today;

Disturbed that, in 2017, agents from The Kings Rangers, a puppet regime controlled by Raionitu, infiltrated Illuminati, a region of over 150 nations, gaining the trust of its native residents. Raionitu then proceeded to use this trust to organise a raid and occupation of the region, featuring over 140 raider nations, one of the largest in recent history. With the backing of those nations, Raionitu forcefully exiled all native nations and instituted border control measures to keep the region from being retaken by defenders;

Further noting that Raionitu controls Elwyn-Maria, a puppet regime Raionitu used to infiltrate and gain the trust of the residents of Communist Alliance, another region of over 100 nations. Elwyn-Maria, using it's standing and influence as Vice-Delegate, then turned against Communist Alliance in order to invade and occupy that region. The occupation served as a way to unite invaders in celebration of raider history through the annual RaiderCon event;

Denouncing Raionitu's actions against the Security Council, unseating several delegates in order to influence the outcome of votes, notably against resolutions to liberate Illuminati from The Black Hawks' occupation of that region;

Acknowledging that Raionitu served on the Council of Hawks, the Black Hawks' ruling body, as Head of Training. In their capacity as Head of Training, Raionitu instructed and mentored others on how to invade, encouraging new nations to raid and showing them how to do so. During their tenure, Raionitu reworked the Black Hawks' training guides, for the purpose of instructing new member nations in the most modern and effective techniques of invading;

Appalled that Raionitu also served on the Council of Hawks as Overseer of Talon, teaching new members of The Black Hawks in the ways of infiltration and intelligence gathering, as well as overseeing several large scale invasions and occupations. Many of these new nations proceeded to use Raionitu's teachings to cause further destruction and chaos, infiltrating unsuspecting regions in order to raid and occupy them;

Reaffirming that Raionitu's actions warrant condemnation,

Hereby condemns Raionitu.

Indeed, I’m going to look into expanding on the Blackout and Illuminati parts, further explaining their significance, as well as further explain the other parts - it’s a work in progress.

A couple of very minor things:

Firstly, I'd move the 'Shocked' paragraph about raids led by Rai so it is above the one about others they participated in.

Grammatically I don't like 'such as' examples then ending with 'and many others' - there only needs to be one phrase indicating that it is only a selective group of examples.

Similarly, why refer to Operation Blackout as 'over 120 regions' rather than stating 121 - we should be specific about records where we are referring to them. You might also want to refer to that as 'the unprecedented' Operation Blackout or something similar.

The Illuminati clause isn't an obvious rule violation, but it still reads as a bit 'non-nationy'. Agents from Raionitu could infiltrate a region and gain the trust of its nations, you could consider an addition stating "with an agent gaining the trust of its native residents" (I also removed an unnecessary apostrophe in "it's" btw).

I think it’s the Dank Meme Alliance and Laissez Faireholm.

I feel that further noting should be further disturbed, since the Disturbed clause is pretty similar to that one.

Also I agree this should have a more fun tone. It feels pretty bland at the moment.

What really should be included here is the reason why Operation Blackout was so significant in context, given its proximity to the Predator bans. I remember Souls writing about it somewhere but I can't find it right now; the TL;DR as I remember is that it showed that it demonstrated both to the outside world but also to raiderdom itself that all these things can be done without needing to resort to deliberately illegal tools to pull it off.

Blackout was significant because it came directly in the wake of the Predator scandal. I'm looking to incorporate more about it, as it is probably the most important tag run in raiding history.

Chan Island's condemn is the single best example of condemning for Issues Authorship; there, Ransium framed the issues as "covert operations to cause trouble in other nations". You might be able to frame #520 as agents from Raionitu either convincing chaplains (or impersonating chaplains) in order to

  • convert citizens from across the multiverse to a malicious religion
  • convince other nations to wage war in the name of a false god

#520 is probably an easy one to do this with, the premise lends itself quite well to blaming another nation for the troubles.

A nicely presented draft, but needs more meat on the bones. I wouldn't bother with any issues they may haver authored, concentrate on their raiding history and why that's important.

I am now opposed to this due to the Black Hawks 'delegate toppling' at the last update to try and stop proposals it simply doesn't like going to a vote (Repeal Commend Evil Wolf).

If TBH won't respect the democratic processes of this Security Council then we shouldn't respect its people by giving them badges of any kind. The Black Hawks do not have a right to single-handedly determine the agenda of this Council by force.

I mean commend and condemns, not authoring badges. But no region should be arrogant enough to consider itself the arbiter of what this body votes on and it is time we united against that.

Your comment indicates that you either did not actually read this proposal in full or did that understand this clause:

TBH has done this many times. If you are suddenly trying to go against proposals of TBH members for topping delegates (even if it is a proposal that actively condemns the action AND even if that particular member was not even involved in the action), why is Repeal Evil Wolf so special to you?
