Create such a strict entry exam into the police that only the best can join. I would also offer deescalation training, only hire officers who live in the city, deploy officers specifically to patrol the neighborhood they're from, and end the usage of police in welfare checks or dealing with the homeless. Also we would end the war on drugs and offer drug addicts treatment instead of prison. And the police union would be abolished and any officers who breaks the law would be fired and charged.
