The protests are not what this seeks to prevent,

No, it very obviously attempts to limit police brutality, through measures that simply, materially, do not work.

and the cops are not the people who are making the protests violent.

They literally are. They're the ones who start the tear gas and rubber bullets, which, for the record, are 37mm shells lightly coated in rubber much of the time. They're the ones mass-arresting and assaulting peaceful protesters and forcing the protests to become riots. They're the ones putting undercover cops in the crowds and setting up stacks of bait-bricks and bait cars to manufacture violence and give them an excuse to crack down. For fucks sake there are videos of the cops themselves looting stores. The cops are absolutely the people making the protests violent.

And, at least from what I've seen in Seattle, many of the people in charge do want more black cops and see this as a problem.

There is no one 'in charge' of the protests, for one, and for two, black cops literally, materially, do not affect the prevalence of police brutality in fundamentally racist institutions. This is not an individual problem. This is not something that can be solved by getting the right people in the right places. This sort of thing requires massive fundamental overhauls of the police and even reconsideration of the nature of policing itself.

Make your draft about that, rather than this sillyness.
