I think what people are trying to tell you here is that you need to do more research in order to write out a specific and original resolution.

Considering they already have 2 shiny condemn badges, I also don't know how much support you would receive even if the resolution met those requirements - if you expect this to pass I imagine that the proposal must be perfect.
