Issue with compulsory democracy?

My question is... what the HELL happened to the “Should Democracy be Compulsory” issue, I remember from two years ago with my old nations that it was just those 3 issues that cut straight to the point. Now, however, there are five options and four of them are rants about Bigtopia.
Following the 131 Parliamentary Election, the new Heneman Socialist Party has launched itself onto the political scene, drawing most of its votes from disgruntled Ex-Conservatives, the party claimed 21 seats (4 in the House of Lords, 17 in Commons), a modest u=but impressive start for the new party.

When I got it just now it was 5 options and only 1 was an original.

It seems you encountered this issue, which is a completely separate rewrite of the the original, in honor of 1000 issues being added to the game.
