Your nation's full name (including pretitle) [The Republic of] Federated Mandate
Your nation's (IC, non-NS) population 135 million
Would you like to receive a TG updating you when your nation has been scored? yes

Corruption Prevalence
How many corruption-related arrests are made every year? On average, around 200 per year
How many acts of corruption are estimated to go unchecked every year? Unsure, but roughly 10-20
Do citizens complain about corruption via social media or other channels? Sometimes. Most of the time, it is about unfair systems put into place by local administrators and bureaucrats.
Have you (the official participating in this survey) seen corruption in the past year? No.
Did your leader come to power via transparent, trusted and legal means? Our leader is not elected, but by all means was appointed in the typical manner expected by the government.

Corruption Prevention
Are there specific laws prohibiting individuals from participating in corrupt acts? Yes. Accepting personal favors are prohibited. When multiple family members apply to work at the same workplace, investigative bodies have to make sure that there is no sign of nepotism.
Are elections for national, state and local government free, fair, open and subject to inspection? No. There are no elections for public figures. However, appointments of public figures still have to take into consideration anticorruption laws when they are made.
Are individuals standing for public office required to adhere to an oath or other agreement regarding corruption? Yes, and it is specific about what that entails, involving monetary or personal benefit.
Is there a framework for preventing corruption in all public sectors, including health, education, police and military? Yes. To preserve efficiency in state-oriented workplaces, corruption is an inefficient element that should be expunged, even if it requires more work to do so.
Is reporting of corruption able to be done anonymously and discretely? For the most part, yes. We actually have universal management software that can be used to submit reports of corruption digitally.

Corruption Monitoring and Reporting
Is there a government body in place to monitor and report incidences of corruption? Yes.
If so, how much authority does this body have? Can it make arrests? Yes, and it can give out warrants the Federal Security Service for arrests.
Are there non-government bodies who investigate and report corruption? No.
If so, are they given freedom to report on confirmed and possible cases of corruption? N/A
Are journalists and members of the public free to express their concerns regarding corruption in your nation? Technically yes, although the government does not take anything into consideration from non-government entities unless evidence is provided by our own internal anti-corruption investigation.

Corruption Punishment
What is the maximum sentence for committing financial fraud via government means? 30 years, which can become a reduced sentence if the corrupt official gets their certification and degree revoked. Since all public officials are of the intelligentsia, one can only find employment as a public official with the proper education. By having their degree revoked, they are effectively banned from seeking public office again.
What is the maximum sentence for committing electoral fraud? Elections don't happen. However, if someone commits fraud to have their application "moved up" for a public official position, or pay off the interview committee (which has happened before), the same sentence from above applies here as well.
What is the maximum sentence for misleading voters in an election? N/A
What is the maximum sentence for committing a conflict of interest crime? 10 years, which can also become a reduced sentence in the same way as above.
Are those suspected of corruption-related crimes stood down from office while the investigation takes place? Yes.

END
Are you satisfied with this index? Yes.
Any suggestions or comments on how to improve? No.

How many acts of corruption are estimated to go unchecked every year? 964.76 as of July 26, 2023.
Do citizens complain about corruption via social media or other channels? No. The Internet is divided into two forums, an internal "Internet" where citizens are monitored extensively and daily, and an external "Internet" connecting to the larger world where business is conducted.
Have you (the official participating in this survey) seen corruption in the past year? No. slides a wad of local currency over Yes, several instances involving favorable positions within the bureaucratic complex of the local subgovernment I hail from.
Did your leader come to power via transparent, trusted and legal means? No. He overthrew and killed the former ruler of Jar Wattinree in a populist uprising.

Corruption Prevention
Are there specific laws prohibiting individuals from participating in corrupt acts? Yes. They're seldom ever acted upon.
Are elections for national, state and local government free, fair, open and subject to inspection? There are no elections.
Are individuals standing for public office required to adhere to an oath or other agreement regarding corruption? A Pledge of Allegiance is recited when appointed into an office, but as before, it is more of "legal guidelines" than actually enforced.
Is there a framework for preventing corruption in all public sectors, including health, education, police and military? Nominally, yes; in actuality, it is never followed through unless something extreme appears.

Corruption Monitoring and Reporting
Is there a government body in place to monitor and report incidences of corruption? Yes.
If so, how much authority does this body have? Can it make arrests? Officially, it is known to be above the local courts and legal authorities, for "who watches the watchers?" as the saying goes. In actuality, it is only ever activated when it is really needed.
Are there non-government bodies who investigate and report corruption? No.
If so, are they given freedom to report on confirmed and possible cases of corruption? N/A
Are journalists and members of the public free to express their concerns regarding corruption in your nation? The State Press does not report on such things.

Corruption Punishment
What is the maximum sentence for committing financial fraud via government means? Life.
What is the maximum sentence for committing electoral fraud? N/A
What is the maximum sentence for misleading voters in an election? N/A
What is the maximum sentence for committing a conflict of interest crime? N/A
Are those suspected of corruption-related crimes stood down from office while the investigation takes place? Yes. Oftentimes, for the most serious cases where the law does get involved, they take mandatory health breaks and either reappear a changed man or woman, or are replaced within the week.

END
Are you satisfied with this index? Yes.
Any suggestions or comments on how to improve? None.

Your nation's full name (including pretitle): The Federal Republic of Rybzierzyn
Your nation's (IC, non-NS) population: 5.08 millions
Would you like to receive a TG updating you when your nation has been scored?: Yes, thank you very much.

DISCLAIMER: Many of these answers are based on what I want my nation to be, instead of what it is by NationStates data (for the most part).

Corruption Prevalence
How many corruption-related arrests are made every year?:
How many acts of corruption are estimated to go unchecked every year?:

Do citizens complain about corruption via social media or other channels?: As the citizens enjoy great political freedoms, they tend to denounce corruption.
Have you (the official participating in this survey) seen corruption in the past year?: Yes, but in low amounts. Given that there are worker councils in many communities that elect proletarian leaders, and normally they have connection with their voters, corruption is normally low. There can be ways to exploit for your own benefit with the socialist public economy, but these are cases that normally don't get past the regional scales (unless the representative isn't elected by the councils, instead by a more Western type of democracy).
Did your leader come to power via transparent, trusted and legal means?: Based on many international organizations, yes.

Corruption Prevention
Are there specific laws prohibiting individuals from participating in corrupt acts?: Representatives are required to be proletarians to be elected in many councils. The ones that didn't do this yet (which are few) still have the requirement for the candidates to be aligned with a labor union and be checked for their whereabouts. Endorsements exist, and lobbying can happen in the non-council elections, but these tend to be few cases.
Are elections for national, state and local government free, fair, open and subject to inspection?: Yes. The bureaucrats tend to check the elections, and many international organisms have confirmed they are.
Are individuals standing for public office required to adhere to an oath or other agreement regarding corruption?: They oath normally in formal speech to "not do anything for anyone but the people", but this isn't a great barrier.
Is there a framework for preventing corruption in all public sectors, including health, education, police and military?:
  • Health tends to be highly regulated, with broad possibility to denounce a professional if you think he has done harm to you for his own benefit. Inspections and checks are common.
  • Education is also broadly regulated in matters of corruption.
  • Police is more complicated, because the officials aren't that regulated and denouncing is not as easy, and checks are less common.
  • Military is another subject. As it's held in high esteem and privilege from the rebellions, the denouncing is a more of a matter of medium and high-ranking government officials.
Is reporting of corruption able to be done anonymously and discretely?: Yes.

Corruption Monitoring and Reporting
Is there a government body in place to monitor and report incidences of corruption?: No, but the bureaucracy tends to cover these matters.
If so, how much authority does this body have? Can it make arrests?: The bureaucrats may get an order to investigate a possibly corrupt politician, and if they have proofs, they can make arrests.
Are there non-government bodies who investigate and report corruption?: Both national and international organizations do investigations, but these are regulated by the government and have to give reports to the government.
Are journalists and members of the public free to express their concerns regarding corruption in your nation?: Yes, they can.

Corruption Punishment
What is the maximum sentence for committing financial fraud via government means:? 12 years of prison.
What is the maximum sentence for committing electoral fraud?: 10 years of prison for national elections.
What is the maximum sentence for misleading voters in an election?: 1 year of prison for national elections.
What is the maximum sentence for committing a conflict of interest crime?:
Are those suspected of corruption-related crimes stood down from office while the investigation takes place?: The investigations tend to be secret, so no.

END
Are you satisfied with this index?: Yeah.
Any suggestions or comments on how to improve?

Information
Your nation's full name (including pretitle) The Glorious Corporate State of Zvunnia.
Your nation's (IC, non-NS) population 27.43 millions.
Would you like to receive a TG updating you when your nation has been scored? Yes.

Corruption Prevalence
How many corruption-related arrests are made every year? Very little, and most of them are shams to kill rebels.
How many acts of corruption are estimated to go unchecked every year? Almost every of them.
Do citizens complain about corruption via social media or other channels? There is no Internet in Zvunnia, and technology isn't accessible to the majority of the population.
Have you (the official participating in this survey) seen corruption in the past year? A lot. Almost every official has built a fortune of the black market.
Did your leader come to power via transparent, trusted and legal means? He couped the government.

Corruption Prevention
Are there specific laws prohibiting individuals from participating in corrupt acts? No. There are no trials, prisons, or constitution in Zvunnia. Everything is the word of the local authority, normally a lord, that responds to the commands of higher authorities.
Are elections for national, state and local government free, fair, open and subject to inspection? There are no elections.
Are individuals standing for public office required to adhere to an oath or other agreement regarding corruption? No.
Is there a framework for preventing corruption in all public sectors, including health, education, police and military? There is no spending on the first two. The rest has embraced corruption, actually.
Is reporting of corruption able to be done anonymously and discretely? No, and if you do, you'll probably be going to get killed.

Corruption Monitoring and Reporting
Is there a government body in place to monitor and report incidences of corruption? No.
If so, how much authority does this body have? Can it make arrests?
Are there non-government bodies who investigate and report corruption? No, as people cannot enter or get out of Zvunnia without permission from the government.
If so, are they given freedom to report on confirmed and possible cases of corruption?
Are journalists and members of the public free to express their concerns regarding corruption in your nation? No. People that do are normally murdered.

Corruption Punishment
What is the maximum sentence for committing financial fraud via government means? Religious sacrifice, death, or torture.
What is the maximum sentence for committing electoral fraud? Religious sacrifice, death, or torture.
What is the maximum sentence for misleading voters in an election? Religious sacrifice, death, or torture.
What is the maximum sentence for committing a conflict of interest crime? Religious sacrifice, death, or torture. There are no trials or prisons in Zvunnia, so people that commit a crime (or anger the feudal lords) are normally raided by the privatized police and the authorities do what they want with them.
Are those suspected of corruption-related crimes stood down from office while the investigation takes place? No, as investigations are barely there.

END
Are you satisfied with this index? Yes.
Any suggestions or comments on how to improve?

Your nation's full name (including pretitle)The Commonwealth of Narland
Your nation's (IC, non-NS) population 192, 000,000 (68,000 non-military public servants)
Would you like to receive a TG updating you when your nation has been scored?yes

Corruption Prevalence
How many corruption-related arrests are made every year? appx 30 to 120 with an average of 75. 80% of Arrests result in prosecution, discipline, or reprimand. Appx. 10% are deemed baseless. Those who knowingly falsley accuse someone who are innocent of the charges receives the maximum sentence of the crime they attempted to frame the other party for.
{b]How many acts of corruption are estimated to go unchecked every year?[/b] Society for the Defenestration of Faithless Public Servants (SDFP) estimates that 300 to 500 acts of corruption occur, and 30% - 50% go unnoticed each year. .
Do citizens complain about corruption via social media or other channels? Yes, especially in Vigilance Watch Committees.
Have you (the official participating in this survey) seen corruption in the past year? No.
Did your leader come to power via transparent, trusted and legal means? Yes.

Corruption Prevention
Are there specific laws prohibiting individuals from participating in corrupt acts? Yes. All acts of fraud and coercion (specifically deprivation of rights under color of authority or law; misprisions of crime and felony; and gross negligence or recklessness in the discharging of one's duties are especially strict for public servants (usually twice the sentencing of the civilian population and some warranting the death penalty).
Are elections for national, state and local government free, fair, open and subject to inspection? Yes. It is a capital offence to break the chain of custody, alter certification, or obfuscate or otherwise alter official tally counts.
Are individuals standing for public office required to adhere to an oath or other agreement regarding corruption? Yes.
Is there a framework for preventing corruption in all public sectors, including health, education, police and military? Yes.
Is reporting of corruption able to be done anonymously and discretely? Yes.

Corruption Monitoring and Reporting
Is there a government body in place to monitor and report incidences of corruption? No. The people do not trust government to police itself, so government bodies are not allowed to police themselves for corruption. Instead public organizations do so. The government does not have police powers without special statute from the appropriate legislature, and it is used sparingly. All police agencies are civic organizations, and not integrated into government (state) institutions.
If so, how much authority does this body have? Can it make arrests? All political power resides in the citizenry, and any citizen can arrest any public servant for torts and crimes against the citizenry. All schoolchildren are taught how to police themselves, how policing works, how to make citizens arrest and how to present the case in court to see the arrest through.
Are there non-government bodies who investigate and report corruption? Yes
If so, are they given freedom to report on confirmed and possible cases of corruption? Yes.
Are journalists and members of the public free to express their concerns regarding corruption in your nation? It is their duty. Journalists who fail to report corruption are usually publicly shamed for their cowardice.

Corruption Punishment
What is the maximum sentence for committing financial fraud via government means? Execution by hanging or defenestration.
What is the maximum sentence for committing electoral fraud? Execution by hanging or defenestration.
What is the maximum sentence for misleading voters in an election? Execution by firing squad, hanging, or defenestration.
What is the maximum sentence for committing a conflict of interest crime? Execution by defenestration.
Are those suspected of corruption-related crimes stood down from office while the investigation takes place? For baseless accusations no. Yes if caught dead to rights. Otherwise, innocent until proven guilty in a court of law.

END
Are you satisfied with this index? Yes
Any suggestions or comments on how to improve? In the Corruption Punishment section, perhaps ask what the usual punishment is (Fine, and possible prison sentence) as that is the usual punishment in our country, but the maximum (rarely sentenced) is the death penalty.

Is there a framework for preventing corruption in all public sectors, including health, education, police and military? Yes.

Would you like to receive a TG updating you when your nation has been scored? Yes, please.

Corruption Prevalence
How many corruption-related arrests are made every year? around 851, calculating a national average for 2013-2023, but bear in mind the 2015 Corruption Scandal ocurred in that decade. 2003-2013 was 103.

Did your leader come to power via transparent, trusted and legal means? For the most part. He probably had limited involvement in the 2015 Corruption Scandal, but has not been convicted. In securing his position as a lord, officials may have been bribed, and he and his party may have set the scene for the 2017 Financial Crisis which destroyed his predecessor's reputation, but since 2016 has had a firm honest, anti-corruption stance, helping police to collect information on many of his colleagues.

Is there a framework for preventing corruption in all public sectors, including health, education, police and military? The EP-CP coalition of 2016 introduced several laws to allow for easier investigation and harsher punishments as a deterrent in 2016.
Is reporting of corruption able to be done anonymously and discretely? In theory yes, but in practice only if it is reported to major newspapers, many of whom are corrupt in some form.

Corruption Monitoring and Reporting
Is there a government body in place to monitor and report incidences of corruption? No
If so, how much authority does this body have? Can it make arrests? N/A
Are there non-government bodies who investigate and report corruption? Yes, the Corruption Watch Agency (CWA) was created in 2016 for this purpose.
If so, are they given freedom to report on confirmed and possible cases of corruption? Yes.
Are journalists and members of the public free to express their concerns regarding corruption in your nation? Yes, but they may face backlash and criticism from government officials.

Corruption Punishment
What is the maximum sentence for committing financial fraud via government means? As per the 2016 Corruption Act, 30 years' imprisonment.

Your nation's full name (including pretitle)
The Great Kingdom of Merulla
Your nation's (IC, non-NS) population
217.713.175
Would you like to receive a TG updating you when your nation has been scored?
Yes, please.

Corruption Prevalence
How many corruption-related arrests are made every year?
An average of 150 people are arrested per year for corruption crimes.
How many acts of corruption are estimated to go unchecked every year?
Independent bodies claim that there are no more than 100 per year.
Do citizens complain about corruption via social media or other channels?
Usually as unfounded criticism of politicians they don't like, but nothing too serious.
Have you (the official participating in this survey) seen corruption in the past year?
Last year there were some cases publicly reported, but all were tried and the culprits arrested. As well as other cases that were not exposed to the public and were still judged.
Did your leader come to power via transparent, trusted and legal means?
Completely. The elections for Prime Minister in Merulla are direct and totally democratic and the two main parties are well-known examples of suitability and integrity, these are precisely the two parties that are known for having fewer cases of corruption.

Corruption Prevention
Are there specific laws prohibiting individuals from participating in corrupt acts?
There are no very specific laws, there are only common laws that determine the practice of corruption. Laws that prohibit and curb corrupt practices with strong penalties, seeking to set an example.
Are elections for national, state and local government free, fair, open and subject to inspection?
Yes, completely. Also, national, state and municipal elections take place in different years (each of the modalities), to avoid political collusion and let the voter decide by better evaluating the political scenario.
Are individuals standing for public office required to adhere to an oath or other agreement regarding corruption?
Yes, obviously. Even a politician who is convicted of corruption is banned from political life, never being able to run for office again.
Is there a framework for preventing corruption in all public sectors, including health, education, police and military?
The basic laws that seek to prohibit corruption have heavy punishments to discourage the practice, such as many years in prison, very high fines and the aforementioned ban from political life. Furthermore, every public body in Merulla has its own internal affairs department to investigate, investigate, punish and report any cases of corruption to the Justice.
Is reporting of corruption able to be done anonymously and discretely?
Yes, like any and all reports of crime in Merulla.

Corruption Monitoring and Reporting
Is there a government body in place to monitor and report incidences of corruption?
Yes! We have the FITA (Federal Inspection and
Transparency Agency) which is a federal agency that reports to the Ministry of Justice and Internal Security and serves precisely to investigate cases of corruption in all possible areas, public or private.
If so, how much authority does this body have? Can it make arrests?
FITA does not have the autonomy to carry out arrests on its own. But it has complete autonomy and independence to investigate and report, sending evidence and conclusions directly to the Ministry of Justice and Homeland Security, suggesting plea bargains or arrests as necessary. The Ministry of Justice and Internal Security usually follows the FITA decision and orders the arrests that are carried out by the RBI (Royal Bureau of Investigation), the Merullean federal police.
Are there non-government bodies who investigate and report corruption?
Yes, there are several independent investigation and anti-corruption groups. Everyone can, and is encouraged, to submit their reports and evidence to FITA.
If so, are they given freedom to report on confirmed and possible cases of corruption?
Of course, FITA even tends to reward financially when these groups find concrete evidence and report it directly to them.
Are journalists and members of the public free to express their concerns regarding corruption in your nation?
Of course, this is something quite common in Merulla.

Corruption Punishment
What is the maximum sentence for committing financial fraud via government means?
50 years in jail.
What is the maximum sentence for committing electoral fraud?
Also 50 years.
What is the maximum sentence for misleading voters in an election?
It varies greatly depending on the level of severity of the mislead. But if a more serious effect is proven, it could face up to 35 years.
What is the maximum sentence for committing a conflict of interest crime?
Up to 35 years as well.
Are those suspected of corruption-related crimes stood down from office while the investigation takes place?
This will depend on the level of evidence. At Merulla we believe that everyone is innocent until proven guilty, so it will depend on the amount of evidence and how definitive it is.

END
Are you satisfied with this index?
Sure!
Any suggestions or comments on how to improve?
Nope.
Merulla is the land of the brave, the fair and of the heroes.

Would you like to receive a TG updating you when your nation has been scored? Yes please.

Corruption Prevalence
How many corruption-related arrests are made every year? None for the last 30 years (~30 a year before that, we're a post Soviet nation and that time period was full of that sort of thing. Note that most of those arrests, while being corruption related arrests, were a cover up for discreetly getting rid of political dissidents and prominent members of the indigenous population.)
How many acts of corruption are estimated to go unchecked every year? 3-5.
Do citizens complain about corruption via social media or other channels? Very rarely.
Have you (the official participating in this survey) seen corruption in the past year? No.
Did your leader come to power via transparent, trusted and legal means? Yes.

Corruption Prevention
Are there specific laws prohibiting individuals from participating in corrupt acts? Not really, though it is mentioned.
Are elections for national, state and local government free, fair, open and subject to inspection? Yes, if anything people are encouraged to ask questions.
Are individuals standing for public office required to adhere to an oath or other agreement regarding corruption? No.
Is there a framework for preventing corruption in all public sectors, including health, education, police and military? Kind of, it's lumped in with the same framework for preventing abuse in public sectors.
Is reporting of corruption able to be done anonymously and discretely? In theory yes, in practice no. If it were to happen, the authorities would try to keep them anonymous, but anyone could find out who they were if they wanted to.

Corruption Monitoring and Reporting
Is there a government body in place to monitor and report incidences of corruption? No.
If so, how much authority does this body have? Can it make arrests? N/A
Are there non-government bodies who investigate and report corruption? Yes.
If so, are they given freedom to report on confirmed and possible cases of corruption? Yes, though it's rare that there are cases to report on.
Are journalists and members of the public free to express their concerns regarding corruption in your nation? Absolutely, they're encouraged to.

Corruption Punishment
What is the maximum sentence for committing financial fraud via government means? They'd never be allowed to participate directly in government again, and all transactions would have to be approved by a kind of financial parole officer beforehand. Also people really wouldn't like them, and in our culture that is not a force to be underestimated.
What is the maximum sentence for committing electoral fraud? Prison (if you could call it that) during every election season for the next 30 years. Note that our prisons are basically just monitored accommodation, Nordic style.
What is the maximum sentence for misleading voters in an election? That offence isn't mentioned in our legislation, though people really wouldn't like them, and in some cases that leads to outright exile. The justice system has a lot of power, but so do the people: there are only 8,000 of us, and in such a close-knit community, everyone works together.
What is the maximum sentence for committing a conflict of interest crime? See above.
Are those suspected of corruption-related crimes stood down from office while the investigation takes place? Of course.

END
Are you satisfied with this index? Yes, all of these indices are brilliant.
Any suggestions or comments on how to improve? Nope.

Are there specific laws prohibiting individuals from participating in corrupt acts? Yes. All jurisdictions of the Realm have laws concerning corruption, and all are bound by Realm-wide corruption legislation.
Are elections for national, state and local government free, fair, open and subject to inspection? Yes.
Are individuals standing for public office required to adhere to an oath or other agreement regarding corruption? Yes, although corruption isn't mentioned explicitly.

Corruption Monitoring and Reporting
Is there a government body in place to monitor and report incidences of corruption? Yes, there are several, in addition to non-governmental citizens organizations in States and localities.
