The General Assembly enacts as follows:

1. A "pandemic" is defined in this resolution as being an international outbreak of a serious disease.
2. No member state may enact any piece of proposed legislation into law during a pandemic, unless it:
   
   1. must be passed to ensure that member's compliance with international legislation,
   2. is no more than one reading or vote away from being so enacted, or
   3. is clearly necessary to protect public health.

As incredibly offensive and insane as the actions of the government in Idaho are, there are better ways to handle such activities than a blanket prohibition on any and all legislative efforts during a pandemic.

OOC: Disagree with the premise, but I'll give feedback in red, anyways.

1. A "pandemic" is defined in this resolution as being an international outbreak of a serious disease. This seems far too vague. As it stands, if two nations were to develop cases suddenly of a "serious disease" (which can be subjective in itself), all nations would have to undergo the provisions.
2. No member state may enact any piece of proposed legislation into law during a pandemic, unless it:
   
   1. must be passed to ensure that member's compliance with international legislation,
   2. is no more than one reading or vote away from being so enacted, or So this would make it so dictatorships in which only one person is responsible for the passage of law don't need to undergo the provision?
   3. is clearly necessary to protect public health.
