I wrote the below one-line proposal in about 3-4 minutes in response to the WA Resolution Proposition - much like HR#22 "Outlaw Pedophilia" was passed to stop a much more unpopular proposal potentially becoming int'l law. Can't be bothered to do proper formatting + will abandon this if it contradicts or duplicates any other resolution.

Submission date: to be confirmed ABANDONED
De oppresso liber ("Liberty to the prisoner")
Civil Rights, Mild
No member state shall deprive any non-incarcerated person of any right protected in international law on the sole grounds that said person has been convicted of a civil or criminal offence at any point, where that member is not permitted or required to do so by prior and standing international law.

OOC: Member states are already prohibited from doing this unless such an exception has been written into the resolution so this amounts to no exceptions to international law unless there's an exception. What's the point?
