[DRAFT] International Disease Control and Research

A resolution to modify universal standards of healthcare.
Area of Effect: Research
The World Assembly

Aware of the death tolls of deadly diseases and viruses worldwide has been extremely high,

Seeing that international research foundation is what is needed to combat the ever-increasing threat of diseases,

Declaring that the International Disease Control and Research Foundation (IDCRF) shall be founded to assist nations in their fights to end the spread of deadly and devastating viruses,

Requiring all nations to let the IDCRF to set up an office in their respective nation

Understanding that there would need to be boundaries for the IDCRF in order to establish what it can and cannot do

The IDCRF CAN do the following:

1. Attend to nations with disease issues in order to conduct domestic research

2. Publish studies in each nation about the risks for potentially deadly diseases

3. Determine which nations are at the highest risk for certain diseases

4. Establish a universal severity graph in order to determine which diseases are the worst and most contagious

5. Add these disease concerns to the national agenda and will make government-funded health companies, using the given knowledge, carry out treatment and inform the public

The IDCRF CANNOT do the following:

1. Restrict the practices of private health companies in order for them to use their research, in other words, this action is voluntary

2. Publish their research without nationally-funded health organizations reviewing it

3. Conduct research without permission from the national government

4. Publish an identical report for multiple nations as certain national problems will most likely not be the same internationally

5. Force a proposed measure into law

Hereby establishes the International Disease Control and Research Foundation

OOC: You might want to look over the World Health Authority's current functions and that of their Epidemic and Pandemic Alert and Response Center. Very similar agenda to what you've drafted, which might give rise to some legality issues on overlapping purposes and what not.

As much as there are many areas of growth in legislation for this assembly on a variety of topics, health has seemed to be a pretty persistent target by ambassadors throughout NS History (especially outbreak control).

The ambassador for Tinfect, though still obliged by this resolution since 2009 in a more comfortable wording, makes a fair point as to the questionable status of this bill. Presently, I have nothing further to comment.

"This draft has not been passed by the World Assembly, neither I nor the Imperium are obligated to abide by it's provisions. Further; the correct way to refer to the Imperium, is as the Imperium, Tinfect, is a continent."

(OOC: Furthermore, you need to make sure that your new draft has some actual mandate on member states. In other words, there needs to be some clause which requires or at least encourages, directly, that member nations perform some course of action. Currently, all you mandate is the committee.)

Kenmoria is an illiberal yet democratic nation pursuing the goals of communism in a semi-effective fashion. It has a very broad diplomatic presence despite being economically developing, mainly to seek help in recovering from the effect of a recent civil war. Law is law, no matter the age. All it took me was a review of passed legislation to familiarize myself. The Imperium is accepting of the active World Health Authority by being a member of this World Assembly, which as already stated is very similar to this non-passed draft in many tasks and functions.
