OOC: Very rough draft. No IC justification yet, especially as I'm not entirely convinced this is necessary, myself.

The Whole Hog of Preventing Pregnancies

The World Assembly,

Responding to suspicions about corkscrewed intentions,

Wishing to address pleas to go the whole hog,

Inspired by pig-headedness of ambassadors ignoring existing resolutions and the obligations of compliant nations,

Hereby,

1. Defines a "preventative" as a reliable method or item, or a combination of methods and items, to prevent the start of a pregnancy,

2. Reaffirms nations' responsibility to [obey the existing sex ed resolution, text to come later],

3. Requires that member nations make a reasonable effort to provide preventatives to all their inhabitants as part of reproductive healthcare,

4. Reminds everyone that a pig's bladder is not an effective condom.

OOC still: "Reasonable effort" because some species' reproduction cycle is not as easily interrupted as humans', and I'm fairly sure that even without me throwing the WA status over to the Tikrr account, there are some in the WA. So, just like we can't require cures be provided to incurable diseases, same here. Hence reasonable effort only. And "reproductive healthcare" is just a stand-in until I have time or inclination to find out what the exact term is in English. But it's tied to healthcare, because there already are resolutions that allow nations to make inhabitants to pay for their healthcare - they just need to make sure it's affordable. Not free.

(OOC: Looking at the proposal, I don’t think this is necessary either. Due to the already-existent legislation on the matter and the difficulties, as you mentioned, with requiring all member nations to find a way to stop conception for their respective circumstances, there’s no legislative gap that this could fulfil.)

For mainstream Ursine culture in this nation, pigs are favoured working animals & even pets (similar to the position of dogs in many RL human societies) and 'Pig' himself -- the spirit archetype of all mundane pigs -- is one of the 'Seven Holy Helpers' whom 'The Great Bear' (i.e. God, the Creator) is believed to have sent to teach & guide Bearkind. For people from that culture, terms like "going the whole hog" or "pig-headed" would therefore both have implied meanings along the lines of "doggedly" and "in loyal friendship"...
