It’s technically supposed to be IC considering the existence of Rule 4 but nobody actually RPs here.
In=character, Kaboomlandia is a World Assembly member and abides by its resolutions. If this nation isn't in the WA, it's for practical reasons.

Rule 4 requires a small level of RP gloss to proposals (or at least no glaring OOCness). Other than that, you can post in the SC as you please - IC or OOC.
