I'm trying to send a telegram using the %NATION% but it doesnt work for me. Am I doing something wrong?

You answered your own question. Obviously you are doing something wrong.

You didn't provide enough context for anyone to answer the question. Are you using it in the body of the message? Are you trying to use it in the address line? Context, please.

In my experience it only works when sending a telegram to multiple recipients. If you are sending it to one person I don't think it works.

This is true. From the FAQ:

What are the differences between Mass Telegrams and regular telegrams?

Mass TGs support personalization via the macro %NATION%, which, when used in the body of a message, expands into the name of the nation reading it.

Anyway, it would be pretty useless to use the %NATION% macro if you're sending a telegram only to one person, since you'd know whom you were sending it to anyway.
