By the beginning of 1918, the Great Powers had been embroiled in four grueling years of war across the world, which many felt would be won by a final push by either the Entente or Central Powers. Instead, January of 1918 saw the first reported cases of influenza in Kansas rapidly unfold into a pandemic the likes of which the world had not seen since the medieval era. The first months saw tens of millions die, with over one hundred million dead within the year. Hostilities ended on both fronts by early 1919, as the sick and dying soon became the priority of the war weary nations of the world. Soldiers deserted armies or joined local militias en masse, to defend their homes, families, or their own skins. Cities burned and industry shuddered to a halt. As society unraveled through the years of death and sorrow, the old empires finally collapsed, ushering the Earth into the grasps of a new Dark Age. Against all this though, hope endured.

The year is 1936, almost a decade after the fall of modern society, and new powers are rising from the ashes of the old. Will you reclaim the glory of a lost dynasty? Or will you forge a new path in a fragile new world. The choice is yours...





RULES AND REGULATIONS

  1. General.
    1. There are a few rules and guidelines for the RP, listed here. These following six are basic and should be easily understood and followed, and after that will follow more specific info that is more liable to change.
    2. Obey NationStates forum rules
    3. Obey the OP and those appointed as per their role
    4. Make sure you are not metagaming, godmodding, numberspamming, or generally RPing in bad form
    5. Have a couple of paragraphs a post and good grammar & spelling
    6. Exercise common sense generously
    7. Be active every couple of days at least
  2. Lore and Concepts.
    1. There is some loose backstory you are able to work with for sandboxing past the POD in 1918. The following will be updated at OP discretion
    2. Population decreased from 1919's totals by 40-60 percent universally, mostly affecting young adults and mid aged people at the time. This is to allow for easy computation bases and to make game play fairer. 40 percent loss is for nations that historically did better than their contemporaries, whereas 60 percent is for places like the front lines in Europe that were ravaged by the disease.
    3. Population may be increased past this, however, the final decision on what is acceptable is the OPs. Do not try to dispute our judgement on the matter.
    4. Assume general aesthetic to be post apocalyptic. Not to the extent of a nuclear holocaust, but still, 50% of the world's population died, the old order fell, things were not very good for a very long time.
    5. Equipment and technology has likely not advanced much past 1919 development compared to our world. Some anachronistic older elements may be pervasive as well as alternative period technologies with justification. Some specifics to follow.
    6. The oil industry has suffered greatly owing to many nations reversion to coal.
    7. Civil aviation has likewise suffered. Planes do not utilize coal, and without a reliable source of oil, more efficient travel would be sought (Likely trains).
    8. Contact with other states may be unreliable. Some states may have more knowledge of the political landscape of the world than others. Surveys and exploration will be a game play element.

Breaching these rules may result in a user being expelled from this RP at the OP Board's discretion.

Brief Description of your People: England is largely a land of Anglo Protestants and the much more prominent than Otl Welsh, and though it does maintain many diasporas from the former British Empire, the people are as a whole far more xenophobic than the previous United Kingdom owing to the dissolution of the Empire and the association of the plague that wiped out half the world's population with Spain. The intolerance in particular towards the Spanish is largely ingrained in newer generations, to the point that Spanish merchants have difficulty in trade with the English, while the government finds it difficult to negotiate meaningful treaties of any kind owing to the public backlash possible.
Brief Description of your Culture: Anglo and Welsh largely, with small diaspora populations from the old Empire. A resurgence in religious fervor has been seen in the peoples of the Kingdom, most notably in the form of a strengthened High Church movement in the Anglican Church and other smaller churches. Saints are openly prayed to, with a movement growing for canonization of more recent figures in English history.

Army: The Army is comprised of 120.000 troops of good quality and equipment, with the vast majority being stationed in England proper, while a more minimal presence is had elsewhere. A disproportionate amount of troops (20,000) is dedicated to Newfoundland owing to fears of incursions into England's North American territory.
Navy: The Navy is a force to be reckoned with, but much diverged from the British navy of our world. Following the loss of most of the overseas empire, England was forced to adapt to resources that it had readily available, and thus has maintained a coal fleet for the few larger warships it has, while ships made for distance have been refitted to once again have sails to conserve on fuel. A recent campaign mounted to reclaim the South Atlantic islands was successful, leading to a renewed English Naval presence in the area.

Brief Description of your Economy: The English economy is strong, though no longer the workshop the world it once was. Industry has been redeveloped, with naval materials and manufactured goods being especially relevant, and trade is slowly transforming Cardiff into a great city, but the lack of the old food colonies has forced England to devote much more to agriculture than it once did. Victory Gardens grace the King's Palace in Cardiff, and it is considered the patriotic duty of the citizenry to try to grow what they can to aid in maintaining English food independence. Infrastructure is in the process of being refurbished, and effort are underway to reclaim the remains of the cities of the South East, though it remains to be seen if London will ever be reclaimed as the capital.
Goals: Expand trade networks, establish outposts to this effect. Continue to develop infrastructure and industry. Possibly Re-unify with Scotland, rekindle ties with the old dominions. Survey the world and establish contact with other states. Develop technology, especially medical technology to prevent another plague the likes of which happened in 1918.
History:
When the Spanish Flu began in 1918, at first Britain tried to censor the information, in an attempt to quell fear and keep morale high for the war effort. This quickly unraveled as soldiers on the front began dropping by the hundreds, while deaths at home were impossible to cover up. The decision was made in late 1918 to withdraw remaining British troops back to the mainland to maintain order, but by that point chaos was unavoidable.

General uprisings in Ireland followed by sympathetic elements in Scotland were unable to be put down, and further deaths brought the British economy crashing to a halt. By early 1919, the conflicts had stretched the British Army thin. Against their wishes, the King and the Royal Family were convinced to evacuate to the Isle of Wight in late 1919. Ports were closed to non priority ships in February of 1920, and although this helped prevent a more severe death toll, it had severe consequences abroad. Feeling abandoned by their mother country, many of Britain's oversees territories and dominions that could chose to forge their own path, while the rest dissolved in the general chaos that reigned across the world. By 1922, the United Kingdom had lost the vast majority of its empire, and the dire home situation was coming to a boiling point.

In late 1922, a series of riots broke out in London. The chaos escalated into full blown rebellion, and the government was forced to abandon the city by October, with radical elements declaring a Commune of London in November. With the heart of the nation fallen, the Scottish MPs declared their Union with England null and void, seceding in January of 1923.

With the nation in chaos, the cabinet with the joint input and consent of the King drafted legislation to transfer a large amount of effective executive power to the King. The parliament was declared dissolved until order was restored. With a stronger executive base established, royal ministers would negotiate favorable treaties with both Ireland and Scotland in late 1923 and early 1924 respectively, allowing for the redeployment of the now English Army elements into the South East of the country. London was finally retaken in mid 1925, but by that point was a smoldering ruin, necessitating the temporary function of Oxford as the national capital. With order for the most part restored in England, seaworthy ships were sent out in August of 1925 to reconnect the homeland with what remained of Empire.

Later years saw reconstruction of the nation with what resources were available. A drive from 1926-1928 was made to vastly increase England's agricultural production, allowing for proper self sufficiency. 1928 also saw the Charter of the Kingdom of England, which codified many of the laws previously observed in the United Kingdom, in addition to expanding suffrage for men and giving it to women for the first time. The Charter also vested a much greater emphasis on the executive role of the Monarch in government, with many of the powers traditionally given to the cabinet now being instead overseen by the King or Queen. The capital was relocated from Oxford to Cardiff in 1929 to facilitate better communication with England's remaining oversees territories. A national survey commission was established by royal decree in 1931 to assist in reclaiming old Imperial bases and making contact with other surviving polities. This bore some fruit, and by 1933 England had reclaimed the South Atlantic Islands and Mauritius.

1933 saw the refitting of many ships with masts for the Atlantic Squadrons, with newer ships beginning construction for both the Royal Navy and the Royal Survey Corps. Much of the old battleship fleet has been scrapped or hulked in favor of smaller ships, as fleet in being is phased out in favor of commerce protection. Talks have begun more earnestly with surviving continental powers regarding trade and sharing of technologies, though any military obligation is discarded by the English as not in their interest.

In 1936, the King is ill, but his programs have brought England from the brink of destruction to the edge of possible new prosperity. What the future holds is uncertain, but England plans to be prepared for it.

Brief Description of your People: German society has come to focus around the city of Berlin. During the reign of the disease, the city was culled in dramatic fashion. Many of those who did not die left for the countryside, eager to grow their own food. Now, however, with food production quite secure and the disease having died down, people are slowly returning to the city. However, Berlin is under constant military guard, and those willing to live and work there need a permit and an allocated residence. How these permits are issued and to whom is a constant political struggle. Questions of race, profession, gender and political persuasion change every other day, making daily life in Berlin a hassle. Still, it grants security as well, and better living standards than being a labourer in the countryside.
Brief Description of your Culture: The inhabitants under the sway of the German Empire are divided into three major classes: Citizens, artisans, and labourers. German society has taken after Sparta: the citizens are officers and soldiers, and they make up the upper strata of society. They spend their days training, exercising, and strategizing. The children of these families make up the elite Imperial Guard: extremely good shots, born and raised into soldiery. These units are kept at a constant state of readiness, because much is feared from the lower two classes: artisans are city-dwelling people who perform some non-military task. They are shopkeepers, merchants, stock-brokers, bank-tellers and the like. Labourers are manual labourers, such as farmers, miners, street-sweeps and some-such. They are kept under constant guard, since the upper classes are in constant fear of a communist uprising among the lower classes. They perform routine acts of cruelty in order to instil fear, and the government uses racism in order to keep these lower classes divided. These people are disallowed from serving in the military.

Military Info
Army: The Imperial Guard is the only active military unit. Four divisions, 44.000 men in total, are made up of the children of the civilian class. They are drilled from the time they learn how to walk, and are incredible shots. They are renowned for their martial ability, and recognisable by their trench armour. Since the army is so small, quality is necessary, since the civilian class fears arming any of the other classes in fear of rebellion. There is also a flying corps, which is also manned by the civilian class. However, civilian air transport is mostly handled by the artisan class, and since they also make up a number of drivers, the mechanised units (a small number of armoured vehicles) are piloted by them. The armoured corps is looked down upon for this reason, but no true civilian would want to stick their child in the death box that is the Kriegswagen: a sort of tank modelled on the A7V, but not produced in any assembly line.
Navy: The Kriegsmarine is no official branch of the German military. Rather, in time of need, sailors strap artillery to their vessels to duke it out that way. Old ships, repurposed for civilian use, are refitted with armaments, and sailors take up rifles as some sort of marine militia. This way, there is no active navy at all times, but the civilian fleet can be called upon.

Brief Description of your Economy: Based around both agriculture and urban development, with a lively trade in living permits for the city of Berlin. The economy is built to serve the upper classes most, and they control most of the land and resources.

History: It is hard to say at which point the German Empire collapsed. One could argue that it collapsed when the power of the imperial government failed to reach beyond the borders of Brandenburg. Or perhaps earlier, when the High Seas Fleet rebelled and steamed out of Kiel. Perhaps earlier still, when Ruprecht and his army mutinied. Truth be told, the Empire had collapsed before the disease had even touched European shores. Blockaded, beset on all sides by enemies, with Austria-Hungary eating itself up from the inside, there was no bright future for the Empire. The disease just changed that. Perhaps it even gave her more time.

The early days after the war, which was never formally ended and instead just ceased, were marked by mismanagement of a scale that reminded of the early Russian campaigns of 1914. The emperor, maddened with grief and loss, was moving armies around that had already dispersed into the countryside. Crown Prince Ruprecht was designated a traitor to the crown, as an example to any other general that would turn tail and run. He travelled around Germany, first to Poland and the Eastern Front, then to the South and Vienna, then to what remained of the West. His general staff was in tow the entire time, as the emperor tried to salvage what remained of his once-grand armies. His son and his generals urged him to go back to the safety of Potsdam, as roving bands of marauders, ideologues and new age cultists roved the countryside, as well as French units intent on destruction.

The emperor met his end in 1922, when visiting the port of Wilhelmshaven. The official report states that he was strangled to death by communist assassins in league with the High Seas Fleet. Whatever the cause, the party headed back to Potsdam, where the new emperor Wilhelm III barricaded himself in his imperial palace, along with his imperial staff. The only military unit that still followed orders was the imperial guard, which formed the backbone of Potsdam microstate. Berlin, ungovernable, tore itself apart over the next few years. Communists, anarchists, cultists and other idealists murdered each other in the streets, each quarter seeing a new form of government and a purge of the old. In the end, the city was abandoned in a large exodus, the survivors moving into the countryside to farm their own food.

In 1930, the first imperial guard units returned to Berlin, only to find it almost entirely empty. Some marauders had their bases there, as well as some cultists, but those were dispatched with relative ease. It was heart-breaking to see the imperial city so run-down. The soldiers returned with whatever gold and silver could be found, to fund a future German treasury. It was decided that Berlin would be colonised, but only with those deemed worthy. This is where the old imperial system broke down. On the 24th of July, 1931, imperial guard units broke down the door of the Potsdam Palace and abducted the emperor, taking him to a Berlin palace. There, at gunpoint, he signed an imperial decree stating that all residents of the New Berlin had to be of good Christian stock, by which his captor Felix von Bothmer meant 'Catholics'. The next few years saw six counter-coups. After the first, only pure-blooded Prussians were allowed in, and Catholics faced enormous prosecution. Then, a socialist general took over, allowing workers and farmers to take up in his new utopia. He was assassinated soon after. In the end, general Ludendorf got the last laugh in 1934, when he and his Spartists gained power. Spartism, already very popular under the higher classes, was a totalitarian ideology enamoured with ancient Sparta. Already, all soldiers in the imperial guard were trained to fight from the moment they could walk. Now, they would have supreme power. Of course, it is only a matter of time before the next counter-coup.

Brief Explanation of Government: The government is largely a union of three republics, these are the Republic of Tuscany (its capital is Florence), the Republic of Venice (capital in Venice), and the Republic of Genoa, sometimes referred to as Liguria, (Capital in Genoa). The Federal government exists to unite the power of the three republics and coordinate there actions. Thus, while each republic maintains its own army, the Federal Government can demand the unification of the armies in preparation for war. The Federal government also enforces a unified legal code so criminal laws are largely the same throughout the country. The final duty of the Federal government is the management of Foreign policy, the Republics are banned from undertaking their own foreign policy initiatives without federal permission, and all the diplomats are managed by the federal government, the Federal government also has direct control over the District of Mantua (essentially Bologna), it being the capital, it is not part of any republic and thus all local ordinances and services are managed by the federal government. Other than that, much of the other powers are delegated to the Republics, including the management of social services, the upkeep of infrastructure, and the management and implementation of local policies. Each republic has its own court system, legislative and executive branch, as well as a Constitution outlining the way their governments work (which can be quite variable, for example, Tuscany is a unicameral legislature with its Prime Minister selected by the Tuscan Parliament; while in Venice a bicameral legislature exists separate from executive branch, where the Doge is elected in a republic vote.) In this form there currently exist two major types of Republican government organization, these being the Most Serene Republic model and the Grand Republic model. The Most Serene Republic model is currently used by Venice and Genoa, while Tuscany runs on the Grand Republic model.
In the federal government there exists the Council of Order, which is the supreme decision making body of the federal branch, this is made up of a series of representatives selected by each of the Republics who are sent to run the federal government, among them the Duce of Italy is selected to become the national figurehead/leader of the confederacy. Each republic has one vote in this council, and if more republics are added and a tie breaker occurs, then the Duce can become the tie-breaking vote. The Duce then picks his Cabinet which comprises of several Federal Bureaus, each responsible for national coordination of a single issue group, this includes Infrastructure, Health, Military, Economy & Commerce, Agriculture, Foreign Affairs, Energy, and Education. Brief Description of your People: Homogeneously Italian, though small French villages exist on the outskirts of the Genoese Republic.
Brief Description of your Culture: In terms of religion the region is almost entirely catholic, however the eastern territories around Lombardy and in Genoa, largely follow the Ambrosian Rite of Catholicism, while the rest are Roman Catholic. There is a big emphasis on family and people are expected to support family members throughout their lives. There is more of an emphasis culturally on the beauty and appearance of things over their functionality and as such there is a big emphasis on beauty and elegance.

Military Info
Army: The Italian army is largely divided into the three components of the republics, however disconnected contingents exist. The military runs on a volunteer system and has about 90,000 Active troops. There are around 40,000 Tuscan Troops, 20,000 Genoan Troops, and 20,000 Venetian Troops. The remaining 10,000 are split into the 5,000 strong Bolognese Guard (an elite force), and 5,000 make up the the Federal Guards. There exists a further 10,000 troops in Paramilitary units including the Serpentine Division, Guards of Turin, and the Black Shirts (around 3,000 strong), these paramilitary units vary in quality and are largely privately funded but are occasionally including in Italian Military operations. Of the 90,000 Troops in the military around 70,000 are Infantry, and 20,000 Cavalry. The elite division, the Ariditi, is proportionally divided between each province, and has around 8,000 troops.
Navy: With the loss of the Sardinian Coal basin, Italy had no fossil fuel production, as such it was forced to retrofit many of its remaining ships to Sailing vessels, due to this, Italy has packed its ships full of guns to make up for lost speed with more firepower. The navy currently consists of 3 converted battle ships, and around 20 smaller vessels, remaining large ships have been maintained until Italy can re secure fuel production, they have been turned into offshore naval bases around the coast of Italy and Genoa and are moved around via tug boats.

Tuscany has largely converted into agricultural production and animal products, with Florence becoming an industrial center for the processing of agricultural products. Meanwhile, Venice is largely invested into Banking, Ship Building, and Shipping across the Mediterranean. Genoa is focused on Animal Products, Mining, Fishing, and some minor industry.
Goals: Unite Italy, jump start European trade again, see to a peaceful Europe.
History: In 1919 the Italian Government began to buckle under the weight of the disease, many magistrates in higher positions died and good quality replacements were hard to find amidst the chaos. Victor Emmanuel fled to Eritrea along with most of the remaining 'old guard'. In his wake the Italian state collapsed. From 1920-1922 there was complete and utter chaos. Around the time of 1922, some semblance of small regional governments were able to start bringing back order to the region. In 1923 the city of Florence united many of the small governments and communities across Tuscany and Southern Romagna forming the Republic of Tuscany. The following year, a new government arose in Venice, which began placing all sick people into a quarantine island off the coast of the city. People were not allowed to stay there for more than a few hours and only to unload the sick people, around 1928, the government determined the city was devoid of the sickness and allowed people to go to the island and held a mass burning ceremony of all the victims which had been placed there. Meanwhile, in late 1923, the Republic of Genoa formed claiming much of the Ligurian coast, sick people were quarantined in a handful of old forts and in 1925 mass burnings were held for all the victims of the disease. With the disease eradicated in all the three republics by 1929, they were all invited to Bologna by the militia holding control of the city, here the Charter of the Confederation was signed, uniting the three republics into a confederation.
By 1930 all rebel militias and warlords in the region were crushed and the confederation got to work redeveloping their road networks. They opted to not be reliant on any foreign powers for goods, believing that they might not have eradicated the disease, and thus could bring it back to the Confederation. In 1931 Venice reopened its port but did not allow foreigners outside a quarantine zone until a doctor had checked them for disease. In 1935 Genoa and Pisa would both pass the same legislation within their cities. Tuscany developed into the main farming region do to its vast swathes of somewhat fertile land. The federal government passed its first law into action in 1931 creating the Grain Dole act, which would store excess grain in public grain doles and if given a food stamp, people could withdraw rations from the dole if they couldn't afford food. This program helped bring health back into the region and gave a jump start to the economy as it began to go back into rebuilding. In 1933 Genoa opened textile and pottery factories as they did not require foreign imported coal, since in 1930 a ban was passed on importing coal from Sardinia so that Sardinia's economy might crash and they'd be forced to join the confederation. In 1934 the Public hospital act was passed stating that public hospitals should be constructed in regions which were lacking in medical care, shortly following this a domestic insurance industry was jump started out of Venice, followed shortly by a domestic banking industry. In 1935 The government began military exercises and was able to reopen its officer academies.

The Ford Trimotor and P-26 fighter plane are U.S> made so I could build them here. The other stuff? I could use part of the proceeds from my ongoing national lottery toward building factories to make licensed copies of the stuff Think how Mexico , Spain, and Chile got the Mauser rifle themselves, too. Additionally, civilian firms could also sell licenses copies of the same rifles, pistols, and SMGS to the public, also. THe revenues so gained could be udsed to up both police and military production. too.

The executive authorities that manage the day-to-day administration of the country hold no independent authority, serving at the pleasure of and being completely subservient to the legislative authorities that appointed them. These legislatures are not beholden to any written constitution, but are instead organised by custom. The government is also democratic; all authorities are either elected by the population that they represent or are simply directly composed of that population. The highest authority of the Commonwealth government, the Nordic Council, for example, is elected on a proportional-representative system, with the most recent 4th Council having been elected in 1934. Relations Quite surprisingly considering its early history, NSRS is broadly anti-militarist and maintains a fairly pragmatic foreign policy. It maintains a highly accommodating attitude to the splinter states of the British Isles, including England, and is actively advocating for closer academic, economic, social, and diplomatic cooperation between all the states in the North Sea region, although ideological differences does present some challenges to this. On the Continent itself, NSRS is somewhat suspicious towards the new states of Central and Eastern Europe, and is maintaining a defensive foreign policy largely aimed at preventing any alliance against itself from consolidating.

Army: Compared to the other nations on the European Continent, NSRS maintains a surprisingly small ground military compared to its population and industrial wealth. The more professional branch of ground forces, the Nordic Army responsible for holding the frontiers, comprises one motorised and four rifle divisions of 10,500 men each and seven ranger brigades, each 3,000 men, that are not considered part of a division, for a total of 73,500 in paper strength. The divisions are extremely well supplied in automatic weapons and artillery and are built with the grounded trench warfare that defined the western front of the Great War in mind, while the ranger brigades are generally infantry-heavy forces specialising in rapid movement, low dependence on supplies, and reconnaissance trained with the wild forests of NSRS' eastern frontier in mind. The NSRS Army is very well equipped and decently trained by Continental standards, but it is quite conspicuously lacking in armour, with a dozen or so Great War era British tanks being the extent of the NSRS' capabilities in this regard. In addition to the Army, NSRS also maintains a National Guard, command of which is devolved to its constituent states. They are intended to serve a garrison, military police, and similar functions, and together number a total of 20,000~25,000 men. The defence of NSRS is further bolstered by an extensive series of fortifications on its southern frontier against what used to be the German Empire.
Navy: NSRS considers itself a maritime nation, and as such its power on the seas is both the pride of the Nordic people and the central component of their defence. This is divided into a Navy and a Coast Guard. Between them they field roughly 21,000 men with half again as much in reserves. The Navy fields 3 battleships, 3 heavy cruisers, 7 light cruisers, 19 destroyers, 11 submarines as well as some support vessels, while the Coast Guard fields dozens of smaller minesweeping, support, light escort, and training vessels. Because the NSRS Navy and Coast Guard are both structured for the defence of its coasts and immediate waters, it is largely lacking in force projection capabilities. The quality of the ships vary considerably but are in general fairly good, and the men who crew them are heavily trained in exercises.

Brief Description of your Economy: The NSRS economy varies considerably by region. Generally speaking, the more heavily populated areas of the Commonwealth are also the wealthiest areas. Denmark maintains a highly sophisticated industrial economy; although its social infrastructure saw great damage in the influenza pandemic, the growth of the 1930s and an influx of cheap raw materials from the north fully recovered the former prosperity of this region. Sweden and Norway have sophisticated industrial economies, but these were heavily damaged - by a decline of social trust, worker skill, and international trade, if not necessarily damage to physical capital - during the turmoil of the 1920s. Iceland and Finland have only partially industrialised agrarian economies, and the latter in particular was heavily damaged by its long civil war.
Goals: In the long-term, NSRS desires an internationalist revolution, overthrowing the last vestiges of the aristocratic and hierarchical tendencies of the old world. In the short-to-medium term, however, the government generally considers war between the major European powers to be against its interests, and as such are highly interested in maintaining a relatively peaceful and stable order. History:
The 1918-1920 Influenza Pandemic shattered the existing social order of the old world, and Northern Europe was not an exception. While Scandinavia had sophisticated public health systems and, having stayed neutral in the Great War, still had relatively fresh resources to draw upon, the strain of having huge proportions of the population bedridden for weeks on end and dying by the hundreds of thousands collapsed the fragile stability of these countries. Existing social tensions were exacerbated as public faith in the government collapsed. The Scandinavian governments stayed technically intact, but their ability to meaningfully influence the situation faded as the actual administration of the country increasingly fell to local and municipal authorities less dependent on sophisticated organisation, communications, or supply.

While the disease, the kind of rapid-spreading, high-mortality plague that did not lend itself easily to being endemic, largely faded out of Scandinavia in the autumn months of 1920, the difficulties were not over. The increasingly powerless governments of these nations looked over a country in grief over the enormous human cost of the pandemic, with a distrustful population increasingly turning to an each-for-all mindset, trying to organise a complex, industrialised, and modern economy without the social infrastructure that such an economy so vitally needed.

Danish history during the pandemic was defined by its border with Germany. Thanks to its wealth and excellent public healthcare system, Denmark came out of the 1918-1920 pandemic in a much better position than the other two Scandinavian nations, with a coherent government that could still meaningfully govern the country. As its southern neighbour collapsed, however, and famine started to spread throughout Germany, there was much concern over the welfare of the Danish minority in German Slesvig-Holsten.

The folketing eventually decided to provide assistance from its own food stores to the region, with the first shipments being delivered in the winter of 1919. The prevailing sentiment at the time was that the Danish-speaking regions of Schleswig ought to be re-integrated into the Kingdom of Denmark, banking on the excellent public sentiment generated for Denmark due to the assistance it provided in the region. It was eventually decided that the affair would be decided by a referendum in the region, which was held on the 14th March 1920. Northern Schleswig, which had the largest Danish communities and which consequently received the bulk of the assistance, voted for integration into Denmark, while Central and Southern Schleswig, which being German-dominated received very little, did not. The government drafted plans for integration based on this result.

The King, however, refused to accept the results of this referendum, insisting that all of the former Duchy of Schleswig ought to be re-integrated into his kingdom. Christian the 10th ordered the government to re-draft the plans to include integration of Southern Schleswig. The Prime Minister resigned in protest, and Christian X dismissed the remainder of the cabinet on the 30th of March, 1920, replacing it with a conservative puppet more pliable to his wishes.

This was too much for the Danish public, already battered and reeling from three years of a crushing public health crisis. The public sentiment was that even after a million Danes died from the influenza plague, even as a humanitarian crisis was looming just south of the border, even as the economy was grinding to an halt, the King and the government were still playing their feudal games of territory and prestige. Anti-monarchist riots broke out in all the major cities across the country, which over the first week of April consolidated into a general revolution against the puppet government.

Pressured, the King re-opened negotiations with the former ministers of government that he dismissed, but they were insistent. Not even they would be able to calm down the public. The only possible resolution to the crisis was the end of the Danish monarchy. So, lacking any other means of controlling the situation, Christian X resigned on the 5th of April, beginning an interregnum in Denmark. New elections were held on the 26th of April, which was swept by the anti-monarchist parties of the country.

Christian X fled to Iceland, which despite being an independent nation, recognised him as king in accordance with the Danish-Icelandic Act of December 1918. Public sentiment in Iceland, however, were even more hostile than they were in Denmark, with powerful anti-Danish sentiments fostered by the long-running independence movement added on to general anti-monarchist tendencies. The king would be increasingly marginalised from public life over time until 1924, when Iceland finally expelled him from the country.

The new government would, two years later, declare that they would never again recognise a king, formally turning Denmark into a republic. While the thousands that died from this Easter Crisis would not be the last to fall to civil disorder in Denmark, with paramilitary violence between various interest groups continuing into the mid-1920s, the situation did slowly stabilise. Denmark is notable as being one of very few governments in the world today that can claim to be a direct and legitimate successor to the pre-1919 government of their country.

Sweden, by great effort, was able to hold its 1920 elections more-or-less as usual, but this did not have the expected result of calming public tensions. Because of the mass instability in almost every major city in the country, a heavy presence of the army was necessary in order to guard polling stations, and immediately allegations surfaced that the army, known to be a right-leaning institution, might interfere in the elections. The instability produced reports of large-scale electoral fraud and violence. Despite all these difficulties, the shattered political scene set aflame by mass public anger, suspicion, despair, and radicalism failed to produce a clear winner. With none of the parties securing even 25% of the votes, control of the country passed to a shaky social-democratic minority government.

This government faced, on the outside, dwindling state resources. Thousands of soldiers and police defected, with the administrative bureaucracy continuing to crumble. Internally, a gridlocked riksdag meant that the government was unable to take any meaningful action, forced to largely sit aside watching the carnage.

Tensions finally came to a broil on September 19th, 1921. The remnants of the army, citing the inability of the civil government to restore order to the country and provide relief from the ongoing economic collapse, arranged a march on Stockholm to seize control of the administration for themselves and implement the measures necessary to restore the country. The plan was leaked, however, hours before it could be implemented. Stockholm woke up that morning to street fighting between army units loyal to high command, army units loyal to the government, and improvised citizen militias.

While by the 21st, it was clear that the government would emerge victorious in the conflict, the social-democratic government was shattered. Prime Minister Branting died to an artillery shell, while the socialist-leaning SKP and SVP militias that won the fighting on behalf of the government gave the communists enormous influence over what remained of the government. Afraid of the anger of the city potentially turning on them, the royal family vacated the city on the next day to London, from where they would never return. This attempted coup shattered the country, with many local and municipal authorities, especially in the south, severing their ties to Stockholm entirely.

The situation devolved into a civil war between the pro-Stockholm forces, largely but not entirely concentrated in the centre and north of the country, and anti-Stockholm forces largely but not entirely concentrated in the south. Quite unlike the situation in Finland, the civil war was quite non-ideological, with left-wing, right-wing, and even non-political organisations on both sides of the battle lines. Also unlike in Finland, the civil war was a relatively straightforwards affair with two clear factions.

Years of prolonged civil war eventually invited Danish intervention, with Denmark being highly concerned about the power of the Swedish navy, divided between the warring factions but still larger than Denmark's own, and the consequences of letting war rage on a mere few kilometers away from their capital. With the domestic situation stabilising and the economy starting to recover, and with the blessing of the Swedish government in Stockholm, Danish troops occupied the southern coast of Sweden in 1923-1924, an occupation that continues to this day even after the formation of the NSRS.

Norway, during these years, remained peaceful, but not stable. Due to being a country with strong regional differences compared to the relative cultural homogeneity of Denmark and Sweden, the central government lost power quickly and relatively bloodlessly, with most actual power being devolved to counties. The 1921 Norwegian Storting elections was held with great difficulty and was, much like the 1920 Swedish elections, marred with all sorts of fraud, violence, and various machinations. The 1924 elections were barely held at all; by that point the central government in Oslo was unable to exert meaningful power outside of Norway's southern coast, and so polls were set up only in that part of the country. An electoral coalition between conservatives and liberals won both elections. There the situation would remain until the formation of NSRS in 1926.

In Finland, public order collapsed entirely in the early weeks of the pandemic. Already at the brink of starvation after three years of grueling war, already dealing with the political chaos of its declaration of independence in December 1917, and already embroiled in a civil war that encompassed the entirety of the former Russian Empire, the public authorities in Finland were neither equipped to deal with the pandemic nor its fallout. The civil war spread the influenza, the influenza spread panic and hysteria, and panic and hysteria would spread the civil war. By 1920, the country functionally ceased to exist, with families, companies, political parties, religious organisations, and local governments all locked in a struggle for survival against the desperate situation as well as each other. By 1927, disease, war, and famine would have claimed half the population in this region.

The Stockholm government would emerge largely triumphant against the various forces arranged against it by the winter of 1925-26. Although guerrilla struggles would continue into the 1930s, the Swedish government was by this point once again in a position to govern Sweden. Similarly, in Norway, while the various Norwegian counties have de facto governed themselves largely as independent states throughout the 1920s, they continued to formally recognise the government in Oslo as being legitimate.

The governments of Denmark, Sweden, Norway, and Iceland, all battered from the experiences of the previous decades, saw mutual benefits in further cooperation. The relatively stable international order of the long 19th Century was dead, with the world once more turning to violence for all of its answers. With chaos and instability continuing to swirl all around it, the relatively small nations of Scandinavia, small in population and capabilities even compared to the splinter successor states that came out of what used to be great powers, realised that they could neither rely on the international community nor on their own capabilities to protect their security and interests. Tentative negotiations for an alliance began as early as 1923, but by 1925 there were serious, ministerial-level discussions on the issue.

While initially, a strong unified government was planned, Norway and Iceland balked at these negotiation demands. By 1925 the restructuring of Denmark and Sweden into socialist states were well underway and the conservative-liberal government in Norway was highly opposed to the unified Scandinavian government - which was bound to be dominated by socialists - having any say in Norwegian social and economic policy. Norway as they knew it, the government reasoned, could not survive between an increasingly agitated domestic socialist movement below and a socialist Scandinavian union above.

Thus, while extensive integration between the societies of the four countries was agreed upon, the government that was to preside over them was largely stripped of its powers, left only with the obligation to defend the union from exterior threats with little power in internal policy.

The Copenhagen Conventions, as the series of treaties that created the Commonwealth of Nordic Socialist Council Republics would later come to be known, were signed on the 12th of June, 1926. The first Nordic Council, composed of existing members of parliament from the four constituent states, was assembled in Copenhagen later that year, with plans for a proper election in 1928.

Enormous challenges faced this new tentative government, with war pressing down on it from every side. To the west lay the shattered states of the British Isles. The collapse of the United Kingdom left the Royal Navy, the largest force on the world's oceans, indisposed, and while the bulk of it fell into the hands of a reduced but still rather stable English state considerable portions of it were passed about far less savory organisations. Not only did Iceland and the Faroe Isles depend on trade and communications over the Norwegian Sea which the shattered remnants of that navy threatened, but the presence of such a force made any stabilisation of the overall North Sea region a daunting task.

To the south lay Schleswig. Denmark integrated the northern portion of this duchy in 1921 in accordance with the results of the 1920 referendum, but even with the winding down of aid to the area cross-border traffic remained large. Considering that no stable state sat on the other side of the border, the chaos remained an omnipresent threat.

Finally, to the east was Finland, still tearing itself apart in the storms of war. While the situation had certainly calmed down somewhat from the early days of chaotic anarchy and the various warring factions were consolidating into reasonable blocs, such instability at Scandinavia's doorstep represented an enormous threat, and the possibility that a Russian successor state might take advantage of the chaos to reassert its dominance over the Baltic Sea region - on the coastline of which both Stockholm and Copenhagen sat - was an unnerving one.

These demands resulted in a series of brush wars being fought between NSRS and its neighbours during the early years of its existence.

By 1926, Denmark already had considerable forces deployed south of the border for the protection of its operations and of the Danish minority in the region. The Commonwealth government, in accordance with its obligations to collective defence, took over these operations. As this region became increasingly economically dependent, and thus integrated, into Scandinavia proper, the necessities of stabilising the region grew greater. Over the next four years, the number of troops deployed to Southern Schleswig would slowly increase, taking on the character of an occupation as it absorbed more and more functions of administration that the local authorities were unable to provide. While there were some resistance by local forces and by splintered remnants of the Second Reich's military, the disorganised efforts of these groups could not meaningfully challenge the efforts of a relatively stable NSRS.

A second referendum for integration into Denmark was called for in 1930 in Central and Southern Schleswig, and after ten years of close cooperation with their larger neighbour to the north the results were a foregone conclusion; with lower Saxony still in turmoil there were no alternatives. On the 6th of January 1931 the people of this region unceremoniously voted - albeit by a small margin of two thousand votes - to de jure affirm what was already de facto true, formally becoming integrated as a part of Denmark.

The Norwegian Storting elections of 1927 would put the Norwegian Labour Party into power in Norway after a decade of conservative-liberal governance, uniting the three Scandinavian states in ideological outlook as well as pragmatic necessity. NSRS foreign policy thus started to lean in favour of the Reds, a broad coalition of revolutionary socialists, in the ongoing Finnish Civil War. While no official intervention was ever made, the Nordic Council did turn a blind eye to, and in 1928 started to encourage, the influx of volunteer soldiers to Finland in support of the Reds. Many of the demobilised citizen-volunteers just emerging from the Swedish civil war decided to volunteer for this effort, while communal initiatives also arranged considerable war supplies. Nearly 20,000 Scandianvians would ultimately fight in the Finnish Civil War, which with the added assistance concluded in a peace treaty - the Viipuri Agreement - favourable to the Reds on the 12th of March 1929, while its border with the Russian states was finalised with a second peace treaty with the Russian factions on the 19th September 1929.

In accordance with the Viipuri Agreement, the Red government had two years to stabilise the country and eventually held fresh elections on the 1st of October 1930. The election produced a social-democrat and agrarian coalition government, which ratified the Copenhagen Conventions and became a part of NSRS later that year.

With regards to the British Isles, it was the assessment of NSRS Supreme Command that its vulnerable maritime presence would be permanently threatened as long as the former British naval base at Scapa Flow and the ships based from it remained a battleground between the various militant factions of a destabilised Scotland. NSRS envisioned a relatively quick operation to seize the harbour with marine infantry, launching the invasion with two brigades of infantry and the Norwegian Sea Fleet on the 28th of February 1930. What followed was quite possibly the greatest military disaster in the short history of the Commonwealth. Scapa Flow proved heavily fortified and well-defended. While it was the assessment of Supreme Command that the instability in Scotland would prevent local forces from organising a meaningful resistance to the operation, the defenders of the Orkneys were much better organised and supplied that was originally envisioned.

It was only after a long siege of almost a year, with numerous naval sorties and several botched beach landings, that Scapa Flow ran out of the supplies it needed to continue its resistance and surrendered. The Royal Navy ships based from Scapa Flow, which would have if captured proved invaluable in patrolling Scandinavia's vulnerable coasts and which was the sole justification the government provided to continue throwing men and material after the disastrous operation, were successfully scuttled by the defenders and largely evaded capture. Nordic casualties amounted to almost 10,000, a not insignificant blow to the nascent NSRS Army.

The resulting public outrage and scandal would force the 2nd Nordic Council, having lost the confidence of the public, to call for early elections. These were held in 1931 and are generally considered to be a resounding victory for the syndicalists and their anti-militarist policies. In his inauguration speech, the newly appointed Secretary General Thorvald Stauning, a social-democrat heading up a broadly anti-communist coalition, called on the nation to the necessity of working with, and not against, the existing realities of the world, renouncing armed struggle as a tool of international liberation. Although brush wars against various insurgents across NSRS would continue well into the 1930s, the period of Border Wars ended with that statement.
