This is more of a question than an actual draft, but would a WA nation be allowed to try and repeal GA#1 which establishes the World Assembly?

Not only are you not allowed, it's not possible to submit the proposal. If you want to repeal the world assembly you have no choice but to track down Max Barry and wrestle him for the issue.

This should probably go in the Q&A thread -- but no; it's physically impossible to repeal GA #1, because it's coded not to have a "repeal this resolution" button.

Well, it would be interesting to have no WA, so maybe it wouldn't hurt to try.

You can’t. There is no repeal function for #1. It is not repealable. At all. Ever. That is in the game coding. No repealing #1.
