Administrative divisions of YN

Whether in service to a philosophy of power devolution or simply to lengthen the arm of the one supreme Leader, most countries of significant size and population will have more than one seat of governmental power. Tell us about the administrative divisions of your nation. Are they sovereign, or do they answer to a central government? How much autonomy do they have? Do they themselves have subdivisions? Are they delineated by territorial boundaries or something else? How are they structured? How are their leaders chosen? Feel free to provide examples, but note we're more interested here in the types of administrative division and what defines them, not a list of territories.


Xanthal has three types of first-level administrative division under the Federal government, delineated by physical territory: State Administrative Zones (SAZs or States), Federal Administrative Zones (FAZs), and Independent Administrative Zones (IAZs). All three must recognize the Triumvirate as their supreme diplomatic and military authority, and thus for international relations purposes all are "properly" regarded and mapped as Xanthalian territories. The best known of these are usually called simply by their proper names, but in legal contexts or when additional clarity or context is required- especially concerning those not prominent in the public consciousness- they may be more formally paired with their division type (FAZ Dracken, the Gexil IAZ, et cetera).

State Administrative Zones are where most Xanthalians live; over 97% of people fall within one of these. Presently there are six: Aellis, Trasnia, Mirfak, Than, Talmaraan, and Shinra. The basis of a SAZ's relationship with the Federal government is outlined in the Constitution, which defines the rights and responsibilities of each to the other. States have their own police and courts which have jurisdiction over the enforcement of their own laws, but Federal police and courts may take over in certain circumstances. SAZs are required to have democratically elected legislative bodies, but the size and shape of each State's government is quite different, as are its socioeconomic structures.
-The Commonwealth of Aellis is a unitary state, governed by a technocratic Council of Ministers nominated by the Congress of Governors and confirmed by the Diet. The Diet is the state legislature, which mostly operates by telecommunication but does meet annually for several days in a physical location, usually a stadium or convention center due to its size- at one representative per million people, there are well over ten thousand members. Elections are nonpartisan and managed by the Minister of Elections. The Congress is formed by the heads of the governorates. Courts adhere to the xanthalian law tradition, with judges nominated by the Diet and confirmed by the Minister of Justice.
--Governorates: Their borders are set by the Council, but typically include a single primary urban area and its sphere of influence. Each one is led by a Governor, who is responsible for coordinating his constituencies and holding them accountable to the Council. Governors are nominated by the Council and confirmed by popular vote.
---Constituencies: Local government in Aellis is indirectly elected: residents vote for electors which then- in consultation with the Governor- select a Cabinet which will manage the affairs of their constituency.
-The Free People of Trasnia are led by a President, who is elected by the Council, which is is elected by the people via instant runoff voting. Each pennon elects a single representative to the Council, whose voting power is weighted by the number of their constituents. A head of state position exists with the title of Pirate King, but this does not have to be filled: if the post is vacant, a nomination can be made by petition. If enough citizens sign the petition, the nomination is put to a popular vote and if a majority of voters approve the nominee is appointed and pardoned of all past criminal convictions. Power is shared among administrative levels in a federal structure, and the political process is notably open and free, involving a vibrant array of parties and individuals. Elections are administered by the pennons.
--Pennons: A distant descendant of privateer admiralties, the legislative authority of a pennon is its Congress, which is always popularly elected but the particular voting system varies. The title, powers, and means of selection for its executive head are also different between pennons. Trasnia's judiciary is organized at the pennon level- many basic tenets of justice are codified by the State, including a common law tradition and the right to a jury trial, but procedural details vary.
---Cantons: Cities or rural communities often incorporate into cantons to exercise more direct local control over their affairs, but while all citizens of Trasnia will have resident status in a pennon, not all inhabited areas are part of a canton.
---Crews: A relic of Trasnia's privateer history, originally referring to the crew of a ship but now applicable to any voluntary association of citizens. Crews are recognized not as territorial entities, but groups of individuals who are entitled to certain special legal rights, mainly in regards to internal dispute resolution. Companies and churches usually claim this status, though technically any two or more people can be a crew under the law.
-The Socialist Republic of Mirfak is a unitary state with four independent branches of government. Its Executive is directly elected by the people. The national Diet is elected by constituencies which are redrawn before each election cycle to keep their populations equal. High Court judges are nominated by the Executive and confirmed by the Diet, inferior judges are appointed by their superiors. The Commission for the Maintenance of Republican Socialism determines eligibility for office and carries out elections; its members are nominated by the Xanthalian Socialist Party and confirmed by popular vote. Mirfak uses the xanthalian law system.
--Associations: Made up of a subset of prefects and overseen by a Triumvirate- the State's Triumvir (appointed by the Executive), the Prefectures' Triumvir (chosen by the Prefects), and the People's Triumvir (directly elected by the residents of the associated prefectures via FPTP). Prefectures join and leave associations by mutual consent, and each prefecture will generally belong to several associations. Associations coordinate policy on matters of shared interest and also play an important role in arbitrating disputes between the state and the prefectures.
---Prefectures: Each prefecture elects a Prefectural Diet which chooses the Prefect who leads the government.
----Districts: The Governor is appointed by the Prefect, but must face confidence votes by residents of the district in each election.
-----Communities: Councils are elected by the community and mainly executive, but may be granted limited legislative autonomy by the Governor.
-The Than Hegemony is a confederation; its small central government functions mainly as a unifying and coordinating force for the eusocial than hives. The Harmony is a conference of all the Shimmering Diamonds and dominates the state administrative level. The Conclave is made up of one elected representative from each of the other than castes (amber laborers, emerald warriors, ruby engineers, and sapphire scientists) as well as an alien representative who speaks for non-than; it is nominally the state's legislature but rarely asserts itself over the Harmony. The Overdiamond is selected from among the Harmony by the Conclave; its role is usually ceremonial, however in times of emergency the Harmony may grant the Overdiamond temporary powers which expand its authority significantly. The state has no independent courts of its own, but it does set rules and guidelines- heavily influenced by the xanthalian law tradition- which its members must follow to comply with federal requirements and prevent jurisdictional conflicts. Elections are governed by second-level administrative divisions.
--Hives: The basic biological social unit of the than species. Each hive will support only a small number of diamond than, one of which will assume leadership of the hive and the title of Shimmering Diamond. Hives are not defined by physical borders but functionally most will have a "territory" where their population dominates. Where hives' physical presence overlaps, exchange of members is facilitated. Hives are not naturally antagonistic to one another and so long as the Harmony is effective in preventing resource shortages they generally coexist and commingle peacefully. The vast majority of civil and criminal disputes within a hive are resolved by traditional methods of conciliation and arbitration; hive courts are usually ad hoc, and may not be professional or independent.
--Enclaves: Non-than are a small minority of the sapient population of the Hegemony, and it's not unusual for them to cluster together in small communities which can better cater to their needs and tastes, outside the purview of a hive. These enclaves can formally join the Hegemony to obtain recognition and representation in the Conclave. An incorporated enclave does not have the right to representation in the Harmony, but it is obliged to select a Deputy (usually its leader, if there is one) who can be summoned as a courtesy to participate in the Harmony's discussion of matters which directly concern the enclave. An incorporated enclave also has the right to resolve internal legal matters with its own police and courts. An enclave may remain unincorporated and still function as a de facto administrative unit, but will have no representation and no formal recognition by the Harmony.
-Unescutcheoned Talmaraan is a unitary state on paper, but in practice its central government lacks the resources and often the political will to keep the provinces subordinate. The President is popularly elected head of state and- theoretically- head of government, though its ability to enforce directives without cooperation from lower administrative divisions is inconsistent. The bicameral Congress is made up of the Upper House and the Lower House. The Upper House was once populated by peerage, but in modern Talmaraan its seats are commonly sold to the highest bidder. The Lower House is directly elected by the people by open list proportional representation. Judges of the High Court- under which all the state's courts serve- are nominated by the President and confirmed by the Upper House, and the judicial system is based on xanthalian law.
--Provinces: Under the peerage system kingdoms were the predominant level of government; the provinces are their democratic successor. Their executive and legislative structure mimics that of the state government- only the titles are different (translated as Premier and Legislature). Premiers are also responsible for conducting all elections.
---Counties: The democratic successor to baronies. The Governor and Commissioners which lead them are all directly elected.
----Communities: Led by an elected Mayor and Council.
-Shinra State was originally organized as a unitary government, but most sources now classify it as a federation. Its weak executive relies on the courts- which also control elections and the state police- to interpret and enforce the law among the parishes. Though its legal system is rooted in xanthalian principles, it is unusual in that it uses juries to decide matters of fact. Each parish elects one representative to the Parliament by ballotage, and each representative commands as many votes as there are citizens in her parish. There is no religious requirement for holding office by law, but in practice the influence of the allied Miaphysite and Muslim churches in Shinra makes it rare for anyone not belonging to one of those faiths to be electable on either the state or parish levels.
--Parishes: The most influential administrative division in most Shinrans' lives, led by an Imam (executive) elected by FPTP and Conclave (legislature) by MNTV.

Federal Administrative Zones are more numerous than States, but demographically least significant of the three types- less than 1% of the population lives in one. Unlike States, FAZs are not Constitutionally defined and all power there nominally flows from the central government. Each FAZ is governed by an Administrator selected by and reporting to the Triumvirate. The Administrator is ultimately responsible for executing federal policy in the territory and facilitating enforcement action as necessary. Depending on the circumstances and the size of the territory he may be effectively a one-man government or take on more of a Governor General role. The Administrator is subject to replacement by the Triumvirate and obliged to abide by federal laws and courts but day to day he as an individual is the supreme authority in his territory, whether or not he chooses to exercise it. While the Administrator may form security agencies, law enforcement in a FAZ is ultimately a function of the federal judiciary, which has the right and the responsibility to claim jurisdiction where matters of federal law are at stake.
-Olink is an island enclave in Mirfak which hosts the federal Triumvirate. Its people elect a Council to represent them, but unlike in other Mirfakan cities it is independent and nonpartisan. The Administrator serves as executive, carrying out the directives of both the Triumvirate and the local Council.
-Chotei is an enclave in Aellis and the headquarters of the federal High Court. Its Administrator appoints a governing Cabinet in consultation with the city's elected representatives.
-Todd's Port is an enclave in Trasnia and the meeting place of the federal Assembly. It directly elects its own Mayor and Legislative Committee. The Administrator mediates disputes between the city government and the Triumvirate, overruling the former when necessary.
-Naval Monte is an island enclave off the coast of Zithal. A planned city, it functions as the Federation's bridge to the Dominion and, by extention, Earth. Its government is autocratic; the Administrator selects her own staff, and is advised by a permanent representative from the Dominion.
-Dracken covers the area of a former nebula of the same name in the Perseus cluster. Its Administrator is responsible for managing visitor conduct and maintaining a memorial museum on the site.

Independent Administrative Zones are territories which generally function independently in domestic matters, but cede their foreign policy authority to the Triumvirate in return for benefits such as markets, supplies, security guarantees, and political legitimacy. Roughly 2% of the population resides in an IAZ. Their relationship with the Federation is contractual in nature, and the scope of their relationship with and obligations to the Federation can vary substantially depending on the terms of that contract. Governing authority may be privately or publicly operated. The entity ultimately responsible for upholding the IAZ's side of the contract is the Principal. Residents are Citizens of the Federation entitled to the rights and protections of the Xanthalian Constitution but depending on the zone's level of autonomy the Federation's capacity to force compliance on the ground may be limited.
-The Dominion of Zithal encompasses the continent of Zithal on Earth. It is led by a Dictator who governs with the advice and consent of a geniocratic oligarchy; this government is the Principal. Zithal exists within the Federation as a quasi-State, but its lack of a formal legislature and the unique jurisdictional difficulties of its location on Earth make formal Statehood impossible.
-Gexil is the official short name of the GXL 1333 Exclusive Claim. GXL 1333, the Principal, is a wholly owned subsidiary of the Trasnian company Starfire CPF. It performs resource extraction in a section of the NGC 1333 nebula. The CEO directs operations through her management team.

Suhurbia is a Federation divided into nine nations, and two Special Administrative Regions, called Euraea & Dravonia. Each have their own role in the functioning of the nation, and each also have their culture, values, language, and native inhabitants.

Valkjarvi is made up of four municipalities (omavalitsused), Mikkulainen, Mäkrälä, Ohalatva, and Petäjärvi. The municipalities consist of a single main village or town which serves as the seat of the municipal government and smaller constituent communities.

Countesia is split into three administrative tiers

  • Tier 1: The Federal government.: The first and foremost administrative tier of Countesia. Responsible for representing the Federal Republic of Countesia at a global scale, and is the supreme authority in matters of foreign relations and military defence. Overseen by the Countesia Federal Parliament, composed of the Senate and the National Assembly, headed by the President and Prime Minister of Countesia.

  • Tier 2: County Legislature & Overseas Province Legislature: The independent governments in charge of the seven Counties of Countesia and its one Overseas Province. Each legislature is comprised of its own, albeit smaller Senate and National Assembly headed by a governor.

  • Tier 3: Parish Council & Borough Council: the lowest tier of administration and subservient to the County Government. Parish Councils are responsible for governing the communities within the several dozen subdivisions each county possesses. Borough Councils are similar in structure and purpose, but generally encompass one larger town or city.

The Federation of Lillorainen is a federation (shocking, I know). Since the administrative reform in the first half of the current year, there are 14 states (in German Teilstaaten or Bundesstaaten), out of which two are city-states.
The federal legislature, therefore, is bicameral, with the Meritocratic Council being the first one and the Chamber of States the second, with democratically elected representatives of the states being the important connection between the two higher administrative tiers.
Each state has its own government, with elected councils as well as one governor each (the German terms and the systems may vary from state to state). State governments have their own taxation, as well as authority over law enforcement, education, cultural policies, agricultural and environmental legislation, road construction, regional planning and land distribution, public transport, construction and housing, legislation on militias, their judicial systems, notary law, as well as energy and water supply. They cooperate with each other and with the federal government in many of these cases, though. States are considered partly-sovereign; they cannot be dissolved or changed by the federal government without their explicit consent, their legislatures are sovereign, and they have the right to structure and restructure their administrative subdivisions without federal government interference.
All 14 states have exactly the same rights and duties. Two states (Fyleria and Visholm) carry the additional title Freistaat (Free State), but this doesn't change anything about their equal status. There is a 100% congruency between the federal territory and the state territories summed up; federal territories are not a thing (and excluded by the constitution).
12 out of 14 states (the city-states being the exception) are subdivided into districts/'counties' (Landkreise) and statutory cities (kreisfreie Städte, Stadtkreise, or Statutarstädte), the latter meaning, that these cities are not organized into districts. There is a federal license plate system in Lillorainen - each district is given a one-to-three letter abbreviation code; however, districts do have a certain authority over the way of assigning identification numbers and letters following their code, provided, that they remain in line with the system, and there are no doubles.
The forth and last tier is the municipal level. Whether or not a municipality has city rights is often dependent on a certain size, but can also have historical reasons. Statistically, however, every municipality above a population of 10,000 is considered a city. Generally, municipalities can also consist of villages and hamlets - however, the legislation on this is subject to state law, thus may vary throughout the Federation.
Since Lillorainen's geography is currently being overhauled a 'tiny' bit, most information on it posted before December 12, 2018, is not entirely reliable anymore. We are divided into 4 Kingdoms, 1 Imperial Principality, 3 Free Duchies, 2 Imperial Duchies, 2 Imperial Viceroyalties, 2 Marches, 34 Counties, 3 Free Baronies (Free Cities) and 5 Imperial Baronies.

Second-level, third-level, fourth-level and perhaps fifth-level administration is up to the first-level divisions.

Gandoor is a unitary state divided into two types of first-level administrative division, known as yons and the Gandoor City Capital District.

The yons are the more numerous type of first-level administrative division. The word 'yon' comes from a native word meaning 'region' and has been used to refer to the divisions of Gandoor since the 17th century. There are presently eight yons with all eight having been created during the two year period between the dissolution of the Gandoorese monarchy and the establishment of the modern Democratic Republic as a replacement for the twenty-two yons which had previously existed. The government has the authority to create, abolish, or otherwise alter administrative divisions at-will, but no changes have occurred since the current eight yons were established.

Each yon is governed by a House, a unicameral legislature of 150, and led by a Governor. As a unitary state, any powers that the yons hold is limited to powers and authority specifically delegated to them by the Forum (our national legislature) with the Forum being able to revoke these at-will.

The Forum has presently delegated the following authorities to the yons:
  • Civil law (in the sense of the non-criminal branch of law under the common law system, not the civil law legal system)
  • Law enforcement (Technically there exists only one police force, the National Gandoorese Police Force, but the yon divisions operate independently and under the authority of their respective yons)
  • Education (Yons are still required to meet the national minimum educational standards but can set their own standards beyond the minimum required ones)
  • Agricultural policies
  • Hunting law
  • Public transport policy (Outside of the nationwide bus and high-speed rail systems)
  • Construction & housing (The central government is responsible for any public housing projects, however)
  • Energy & water supply
  • Waste management
  • Notary law
  • Administration of divisions within the yons
  • Regional planning

Yons are further divided into districts, the districts are divided into counties, and counties are divided into villages (population of up to 1000), towns (population of up to 10,000), and cities (population of 10,000 or greater).

The eight yons of Gandoor are:
  • Osaka Yon
  • Freena Yon
  • Juon Yon
  • Icpo Yon
  • Hegmon Yon
  • Yanot Yon
  • Southside Yon
  • Yontan Yon

Each yon is obligated to send 125 Members to the Forum.

Gandoor City Capital District
The Gandoor City Capital District is the first-level administrative division containing our nation's capital of Gandoor City and several other smaller towns, which became part of the District in 1916. The Capital District is an enclave located within Icpo Yon.

The Capital District has many of the same authorities delegated to it as the yons, however instead of a House and Governor, the District is instead lead by the Mayor of Gandoor City and the City Council of Gandoor City, who have authority over the other towns located within the District.

Rather controversially, the Capital District has no representation in the Forum, with the Gandoor City Representation Movement having been active since the late 1960s. Supporters of the movement usually propose removing four Members from Icpo Yon and giving the District four Members, although this is opposed by Icpo Yon, who do not want to have less representation than the other yons. Conversely, Icpo Yon proposes dissolving the Capital District entirely and making Gandoor City and the other towns within the District part of the yon. This is opposed by residents of the Capital District who want to maintain their status of being their own functional administrative division.

The United Republics of Omerica is, as its official long form name implies, a federal union of twenty-five republics. It is technically improper to call the republics “administrative divisions”, as the federal government was created from below by the republics, but they are referred to as such in practice. Each republic has its own independent legislature, executive, judiciary and constitution and retains all powers not explicitly assigned to the Union or denied to them by the Basic Laws, giving them the authority to collect their own taxes and broad responsibility for healthcare, social welfare, law enforcement, public education, job training and the promotion of the arts and sciences. The republics collectively comprise the entirety of Omerica’s territory and the possibility of creating “federal territories” outside the jurisdiction of any republic has been effectively closed off by the Basic Laws.

Local government below the republican level is the sole prerogative of the republics, who are free to organise their own administrative divisions however they wish, subject to certain protections of democratic freedoms in the Omerican Charter of Rights. Each republic generally has one or two levels of local government divisions, which carry out most day-to-day tasks, but due to the republics’ wide-ranging freedom to delineate local government divisions, there is no common stratum of local government division that encompasses the entire Union. The Federal Statistical Authority has, in cooperation with each republic’s government, defined census divisions and subdivisions for each republic, but the areas defined often have no administrative function.

As of November 2019, the territory of the Principality of Shikonjima is subdivided into 37 fiefs (han); 11 thereof are Counties, 20 are Baronies, and six are Crownland Territories.
As the name says, a County is ruled by a Count/Countess (Hakushaku), and a Barony is ruled by a Baron/Baroness (Danshaku). While both kinds of territory would be considered equivalent in regards to the administrative tier system, a Count/Countess traditionally is considered higher than a Baron/Baroness in the Shikonjimanese Kazoku system; however, the title of the Daimyou (feudal lord/lady) can be assigned to both of them. Aside from that, there are a few practical differences between both kinds of fiefdom: A County is usually larger than a Barony, by area size as well as population - thus, Counts tend to hold a responsibility over more land and people than Barons. Due to this circumstance, feudal tenures of Barons usually end up reassigned by the Prince/Princess (Koushaku) in relatively regular intervals, whereas most Counties have already been ruled over by rulers of the same, strigent bloodline ever since the current feudal system has been existing, and tend to not be reassigned before a bloodline dies out. Land tenure contracts of Baronies usually last for one or two generations; this may vary in exceptional cases. Crownland Territories are subject to direct rule by the Prince/Princess (currently the latter), thus not ruled by a Daimyou.
All Daimyous, regardless of rank/title, have the (almost) absolute rule over their territories and the right to subdivide them as they see fit, which includes assigning parts of their territory to other rulers in the same manner they are assigned their own territory by the Koushaku. The Koushaku and the Daimyous periodically hold meetings in the Kazoku no Kyougikai (Council of the Magificent Lineage), counselling over national law, which the Koushaku has to approve of and ultimately pass. Counties and Baronies have their own ministries (departments) and enjoy great autonomy over regional planning, construction and housing, agricultural policies, energy and water supply, law enforcement, as well as cultural policies.
As a return service for feudal lordship, the Daimyous are obliged to pay tributes - in former centuries, usually in rice, nowadays in money, with the amount of the tribute depending on the fief's total tax revenue. Hence, the fiefs enjoy practically total tax autonomy.
Despite the great autonomy of single territories, Shikonjima cannot be considered a federation; considering the fact, that Shikonjima is an Absolute Monarchy, with the Koushaku having direct influence on the rights and duties of a Daimyou, it can rather be considered a (strongly) devolved unitary state. The fiefs don't have the sovereignty deriving from itself and aren't unalterable from the next higher instance - both are traits which tells them apart from true federal states. The only part of Shikonjima which used to have full sovereignty over itself without interference from the Shikonjimanese Ruler would have been the Sharulsi Khanate, part of the Shogunate from 1867 to 1984, as well as the seven Duchies of Ferinan, which are ruled by Shikonjimanese nobles, but are not part of Shikonjima (but sovereign states).
A specialty of the list of the fiefs: The Crownland Territories are listed before the Counties and the Baronies, since they are accepted as the 'highest' instance by tradition, despite having the lowest level of autonomy.

Diarcesia's administrative divisions are called diereses. Each is self-governing with varying degrees of privileges as agreed upon when it first acceded. Accession and secession is a fluid process and the Monarchy is obliged to respect a dieresis's choices in that regard.

Alinghi FDR is a Federation (despite in the official documents it refered to itself as Confederation), and its suddivided in 43 Cantons and 1 Special Directly Administrated Territory (Alinghi have a suspended claim of Marie Byrd Land in Antarctica).

The canton can decide if suddivide their territory in Districts (that have usually only Adiministrative roles), or not.

The cantons can decide also the powers and method of election of Landermeinster and Lander's Council of Landers (the Lander is a equivalent of Municipality).

In 35 cantons have established districts, and in Canton Alinghi have a lone lander, and the role of Governor of Canton Alinghi and Landmeister of Lander Alinghi BundesHaupStadt - Capitale Federale - Caoutale Fédérale - Федеральная Cтолица - Federal Capital - Federacia Ĉefurbo, coincide.

The Aciranese Imperial State's basic administrative subdivision is glossed in English as "prefecture", a system which arose from the earlier old Provinces dating back to the Three Kingdoms period. The 35 prefectures are divided into four types: the "Metropolis" (京 Miyako, in other words, the imperial capital Myuseki 海防), the "Special Prefectures" (府 Kura, of which four exist: Kawachi 河内, Nishimitsugi 西貢, Toyoitonami 豊営 and Tokuro 沱嚢), the "Region" (道 Michi, the only instance of which is Inuyumichi 乾方道), and the standard "Prefecture" (県 Agata, used for all prefectures other than those detailed so far).

These Prefectures are grouped into 8 Regions [see note above], which - bar Inuyumichi, itself simultaneously a large prefecture overlapping with an entire Region - lack primary administrative functions: (1) Kitamichi 北海道 (the main island's northernmost coast - including the capital), (2) Uitoramichi 艮方道 (the eastern coast of main island's northern portion), (3) Inuyumichi 乾方道 (the western coast of main island's northern portion - also the only Region with administrative functions), (4) Tatsumichi 巽海道 (the main island's eastern portion - containing the most Prefectures, ten), (5) Hitsujisarumichi 坤海道 (the main island's southwestern portion), (6) Nishiyamamichi 西山道 (the main island's south-central portion), (7) Azumomichi 東海道 (the eastern islands), (8) and Nishiumichi 西海道 (the western islands).

The Germanic-speaking Daphalian Empire consists of 4 Kingdoms (those of Lussia - which is itself divided into 12 Provinces and one region for the federal capital Ercaster, Cattuaria, Gondony and Mardemberg), 6 Grand Duchies, 5 Duchies, 7 Principalities, 3 Free Imperial Cities, 2 Priestly-Principalities and an Imperial Territory. Meflina, the traditional homeland of the elves of continental Eurome, is under personal union with the Aciranese crown. The local administrative system does not, however, resemble that of Aciran, as Meflina has traditionally been composed of 10 Provinces (with the capital region, aptly named Capitalia, not counting among them): (1) Regia, (2) Aurelina, (3) Merilugum, (4) Nascentia, (5) Parmona, (6) Saerota, (7) Serena, (8) Tanceae, (9) Taristina and (10) Turria.

The Empire of Aikoland is divided into three states (French: états) and the Aikolandais Capital Territory (French: Territoire de la capitale aikolandaise).

The three states of Aikoland are the primary administrative division of the state. They are also sometimes colloquially referred to as 'islands', each of our three states corresponds to one of three islands that make up our nation's territory.

Considering both our nation's status as a unitary state and our small population, the amount of authority granted to the states is limited. However, each state does have its own unicameral Assembly (each with 75 seats) and Governor.

For governmental purposes, there exist no further subdivisions past state except for cities, towns, and villages. However, for administrative and record-keeping purposes, each state is divided into counties.

Aikolandais Capital Territory
The Aikolandais Capital Territory (officially abbreviated to TCA) is a strange case. It is considered congruent with the area of Ville d'Aiko, our nation's capital, located in Île-d'Aiko. The Capital Territory is partially self-governing and has its own 45 member Assembly. But when it comes to elections to the Senate, the Aikolandais Capital Territory is considered to not exist and Ville d'Aiko instead is counted as part of Île-d'Aiko. (The same technically applies to elections to the Chamber of Deputies, but unlike the Senate [where each state sends ten Senators], the entire nation is considered one constituency for elections to that chamber of Parliament)

The Federal Republic of Shamsiyya is a federation ("Really?!"), consisting of 29 cantons. While not all of them use 'Canton' as their official state pretitle (some refers to themselves as 'Republic', 'Free State', or 'Free Republic'), they have equal status, thus, the same rights and duties. This also concerns the city-states of Junaira-Aleasima ('Junaira-Capital') and Adirnabul-Almadina ('The City of Adirnabul').
As of 2019, there is a 100% congruency of the federal territory and the cantonal territories summed up, which means, that every spot on Shamsiyyan soil is also part of a canton. However, this hasn't always been the case - when the FSPR got founded in 1942 and the territories got reorganized in the following years, there were 16 cantons and 13 Federal Territories, which were run by local governments, but were officially ruled by the federal government. This changed in 1956, when the two aforementioned city-states became such. The last territory fulled incorporated was Jazirat Alnajima in 1994 - which was also the only remaining Federal Territory surviving the end of the FSPR and the Founding of the modern FR. However, a freshly incorporated territory can also join as a new Federal Territory; the constitution allows this. In particular cases, it might also directly join as a new canton. However, neither of both cases actually happened under the current system.
The cantons enjoy a great autonomy. Technically, cantonal governments have jurisdiction over all fields of politics save for financial law, citizenship law, foreign policy, the military (however, cantons run their own militias, the Qaranisa), as well as monetary policies. Since cantons are fully sovereign when it comes to administrative subdivisions on their own soil, these may vary a lot.

The Kingdom has several levels of administration. The highest level of administration is the duchy, corresponding to an antebellum region, of which there are seven. Each duchy other than the Royal Capital Duchy is further divided into marquisates, equivalent to an antebellum province; there are 34 such marquisates, including the titular Royal Marquisate of Manila (titular because the territory covering said marquisate is identical to the territory covered by the Royal Capital Duchy; the title itself is currently held by Princess Irene). Each marquisate (which henceforth includes the titular marquisate) is further subdivided into countships analogous to antebellum Congressional districts; there are 130 such countships, and royal decrees restoring the legislative branch mean that these 130 counts and countesses would become the Royal Assembly, with the counts and countesses of the Royal Capital Duchy as senior due to geographical necessity.

Cities and towns are considered viscountcies and batonies, respectively. There are 68 viscountcies and 600 baronies in the Kingdom.

Hanvaria is comprised of 37 provinces, 11 districts, 4 wards, and the Halvshon Capital District. The 37 provinces and 11 districts are like any normal administrations, but the 4 wards are the most important districts. they are Jarplyinksa, Abkhalzianapadonshuki, Silbaokatriputokalatrisikupatralipaka, and Yokkatalatrayiposililakoshidonaplickslipshopklapsoca.

At the national level, central government largely controls internal affairs, foreign affairs, customs, taxation and treasury, civil defence and intelligence.

The first level of subdivision are the counties, of which there are five. Four of these (Constance, Virau, Sirolli, Ostfeld), are non-metropolitan county. Trinity County is a metropolitan county. Water, internet, tertiary education, transport, broadcasting, conservation and environmental protection are largely devolved to the county level.

The second level of subdivision are the communes, of which there are 125. Communes are used as the electorates for the purposes of the electorate vote in national elections. Civil law, social services, justice, fire services, primary and secondary education, healthcare, social services and welfare, urban planning, economic planning and cultural concerns are largely devolved to the communal level.

Central government reserves the right to withdraw the devolution of any concern at any time. Higher-level government maintains a degree of oversight over all concerns devolved to authorities beneath it, and lower-level government is expected to defer to higher-level government when conflict occurs.

Saarkon is divided into 4 republics. They are divided into 10 counties each and 1 Saarkon City federal county (located in Saarkon republic). First (federal) tier of power consists of President, Federal Government, Supreme Court of Saarkon/Constitutional Court of Saarkon and Federal Parliament. Second (regional) tier consists of Republican Parliament (regional parliament), Chairman of RP (regional president and head of parliament), Republican Court and Republican Government, third (sub-regional) tier consists of County Legislative Council (county parliament), Governor, County Court and County Executive Committee (county government).

Wochaystein is small enough that its top-level divisions are the cities' metropolitan boundaries. They call these cities Stande and each mayor is titled Stendmeister.

The five Stande are:

Stroulia has three administrative subdivision classifications. These include the 8 "States" at the first-level, 46 "Counties" at the second-level which includes the various smaller islands near the main island, and the "Federal Capital" which is reserved for the capital city of Regario.
