The World Assembly,
Noting that recent technological advances have allowed previously extinct species to repopulate with scientific intervention,
Recognizing the existence of previously extinct species as predominant populations in various nations,
Concerned by the lack of legislation acknowledging the rights of repopulated species,
Aware that previous legislation granting rights to endangered species does not recognize species repopulated in scientific laboratories, and
Seeking the acquisition and protection of the rights and duties repopulated species have in society,
Hereby:
Defines, for purposes of this resolution:
1. Repopulated Species as animal species that had, at some point in time, been officially declared as extinct by an approved scientific organization; that has since been revived and reintroduced into the wild.
Mandates:
1. That the WA Endangered Species Committee (WAESC) be tasked with overseeing the repopulation of formerly extinct species, and approving any decisions regarding the future of the species
2. That repopulated species be granted the same rights as species that have yet to become extinct
3. That recently repopulated species be given the same rights and protections as any other endangered species
a. These protections may be repealed once the population has exceeded the maximum threshold for the status of “endangered”
4. That repopulated species not be allowed to become once again extinct
a. Unless the scientific community expresses deep regret for the reintroduction of said species, in which it may be allowed to become extinct
following approval from WAESC
b. Unless the species becomes extinct from natural circumstances, without intervention from sapient species
Clarifies:
1. That the WAESC has no input on whether or not to reintroduce a species, but merely oversees the process for its revival, ensuring that it is done in a responsible manner.
2. That although input is needed from the scientific community, the government of the member state ultimately makes the decision to reintroduce a species, the process in which to reintroduce the species, or to seek the species’ extinction.
3. That legislation giving further protection for all or individual repopulated species may be passed by a member state, granted that the legislation is compliant with all other World Assembly resolutions.
