I don't know if natural selection and UV exposure would really have any kind of impact beyond establishing a baseline for different parts of the globe among people who have lived there for tens or even hundreds of thousands of years; the more likely reason for variations in skin tone in the MENA is simply due to the sheer amount of migration into the region that occurred, especially during the Roman Empire and its aftermath. In particular, there was a massive migration of fair-skinned, light-haired Germanic peoples into the Iberian peninsula and North Africa who established kingdoms there and no doubt intermarried with the local population, which itself was heavily influenced by migrations of slaves, freemen, and citizens (to say nothing of the legions) from the rest of Europe during the height of the Empire.

Except genetic studies have shown that people in the region are mostly of native descent. Outside of the far north and equatorial regions, skin color really does vary widely. One case in point is albania. Albanians are genetically mostly indigenous to the balkans, and yet they can range from having pale skin and red or blonde hair to being dark skinned and black haired. Same for chechens and ossetians.

And who cares what dumbasses create for categories. Africans and black Americans are very different and what some bigot says about them is irrelevant as far as I'm concerned. Not all Africans in the US are model minority types like Habib Fanny (who despite coming from a privileged background in his home country and is currently making bank as a physician, spent most of his first several years in the US broke). But your general point still stands- African/West Indian immigrants and their children generally don’t face the same level of systemic and institutional racism that African-Americans have.
